The Municipality of Heves — in a consortium with the Municipality of Kisköre, the County Government Office, the Development and Coordination Centre Nonprofit Kft (FKKN) and the Association for Social Capital Development (ETTF) submit the application for funding. The local governments of the region, including the two members of the consortium of municipalities, established the FKKN in 2015, which will be the operator of the pact organisation set up in the framework of this project, but it also performs project management tasks. With interventions focusing on the supply side of the labour market (e.g. by improving the skills and skills of the labour force and removing various barriers to employment, and wage support), 272 people are trained or provided with other labour market services and 136 jobs, of which 84 are intended to support the long-term employment of over 180 days. Labour market demand-side activities (increasing labour force demand) lead to investments in the region that create new jobs; new sites will be set up by the newly established enterprises or the companies already operating in the area are expanding their production capacity. The main target group of the project is people of working age (job-seekers, people with disabilities, inactive people) from a labour market perspective. The project covers the entire territory of the district of Heves and part of the municipalities belonging to Hatvani and Gyöngyösi districts. The district of Heves is one of the districts to be developed with a complex programme based on the score of one of the country’s underdeveloped microregions and territorial development. 10 out of 17 municipalities in the district are also affected by significant unemployment. Helping the long-term unemployed to find a job requires much greater effort, since both mental and motivational problems of individuals need to be tackled at the same time due to the poor signature of the long-term absence of work. It is therefore essential to prevent long-term unemployment through training, subsidised employment and measures to help them stay in work. The region’s workforce is characterised by a lower level of education than the national average, which is one of the main causes of unemployment and joblessness, and therefore special emphasis should be placed on training, the professional composition of which must be tailored to the needs of the enterprises operating in the region.     Heves Város Önkormányzata - konzorciumban Kisköre Önkormányzatával, a Megyei Kormányhivatallal, a Fejlesztési és Koordinációs Központ Nonprofit Kft-vel (FKKN) és az Egyesület a Társadalmi Tőke Fejlődéséért (ETTF) civilszervezettel nyújtja be a támogatási kérelmet. A térség önkormányzatai - köztük a két önkormányzati konzorciumi tag – 2015-ben hozta létre az FKKN-t, amely a jelen projekt keretében megalakuló paktumszervezet működtetője lesz, de ő látja el a projektmenedzsment feladatokat is. Az alapítók eredeti célja az volt, hogy a nonprofit szervezet a területfejlesztési elképzelések megvalósításának szakmai támogatásával hozzájáruljon a térség társadalmi, gazdasági növekedéséhez, melyhez tökéletesen illeszkednek a pályázatban kitűzött fejlesztési célok. A projekt közvetlen célja hogy egyrészt hozzájáruljon a foglalkoztatható munkaerő rendelkezésre állásához és minőségének, termelékenységének javításához (munkaerőpiac kínálati oldala), másrészt elősegítse a helyi gazdaság foglalkoztatási kapacitásainak bővítését (munkaerőpiac keresleti oldala), valamint a munkaerőpiac keresleti és kínálati oldalának összehangolása. A munkaerőpiac kínálati oldalára fókuszáló beavatkozásokkal (munkaerő képzettségének, készségeinek fejlesztésével és a munkavállalás különböző akadályainak elhárításával, valamint bértámogatással) 272 fő képzését, vagy más munkaerő-piaci szolgáltatásban részesítését és 136 fő munkába állását, melyből 84 fő tartós – 180 napon túli - elhelyezkedését kívánjuk elősegíteni. A munkaerőpiac keresleti oldalt érintő tevékenységek (munkaerő kereslet bővítése) eredményeként új munkahelyeket teremtő beruházások valósulnak meg a térségben; új telephelyeket létesítenek a betelepülő vállalkozások, vagy már a térségben működő vállalkozások bővítik termelési kapacitásaikat. A projekt elsődleges célcsoportját a munkaerő-piaci szempontból hátrányos helyzetű munkaképes korúak (álláskeresők, megváltozott munkaképességűek, inaktívak) képezik. A projekt Hevesi járás teljes területére, valamint a Hatvani és Gyöngyösi járáshoz tartozó települések egy részére terjed ki. A Hevesi járás az ország gazdasági-társadalmi szempontból egyik legfejletlenebb kistérsége, területi fejlettségére kapott pontszáma alapján a komplex programmal fejlesztendő járások közé tartozik. A járás 17 településéből 10 település jelentős munkanélküliséggel is sújtott település. A hosszabb ideje munkanélküliek elhelyezkedésének elősegítése sokkal nagyobb erőfeszítést igényel, hiszen egyszerre kell kezelni a hosszabb munka nélkül töltött idő rossz szignálja miatt adódó nehézségeket, mind az egyének mentális és motivációs problémáit. Emiatt kiemelten fontos képzéssel, támogatott foglalkoztatással és a munkában maradást segítő intézkedésekkel megelőzni a tartós munkanélkülivé válást. A térség munkaerő állományát az országos átlagnál alacsonyabb iskolai végzettség jellemzi, amely a munkanélküliség, állástalanság egyik legfőbb oka, ezért különös hangsúlyt kell fektetni a képzésre, amelynek szakmai összetételét a térségben működő vállalatok szakember keresletéhez kell szabni. A fejlesztés tartalma a munkaerőpiac kínálati oldalának fejlesztése és a rendelkezésre álló munkaerő minőségének, foglalkoztathatóságának és termelékenységének növelése a térségi munkaerőpiacon keresett tudást, készségeket biztosító képzésekkel, a munkavállalás segítése támogatott foglalkoztatással és egyéb álláskeresést elősegítő szolgáltatások nyújtásával. A munkaerőpiac keresleti oldalának fejlesztéséhez, a foglalkoztatás bővítéséhez a dél-hevesi térségben további – betelepülő vállalatok, illetve már a térségben működő nagyobb és kisebb termelők, szolgáltatók – beruházásai szükségesek, amelyet átgondolt, koordinált, professzionális befektetés-ösztönzési tevékenységgel kívánunk elősegíteni, ösztönözni.
