The application concerns the indicative allocation of funds allocated to municipalities in Devecser, Papal and Sümeg districts. Structural unemployment is one of Hungary’s biggest employment policy problems.The needs of employers and the composition of jobseekers applying for vacancies are often not compatible without complex intervention. The selection of the right workforce, the involvement of disadvantaged workers requires a local partnership network and coordinated action, involving key governmental, municipal, economic and employment development and advocacy actors, coordinating their interests and opportunities to achieve a common goal. The Municipality of Sümeg, the Municipality of Devecser, the Veszprém County Government Office implements the promotion of the employment of 291 disadvantaged people through labour market programmes, 127 subsidised employment is implemented, and as a result of the services 25 people expand the group of employees 6 months after the grant. The project will support employment and economic development initiatives within the Pact area. Delimitation of the Pact: Sümegi and the area of Devecseri District. It is distinct from the cooperation being implemented by the Municipality of County and other local pacts in the county. The project is adapted to the activities of HGYEI PAKTUM, the scheduling of the project, and the methodologies related to the necessary research and situation analysis, follow the activities defined by the umbrella organisation in the preparation and implementation process. During the preparatory phase prior to the submission of the grant application, the project concept was developed, and the project budget was planned together with the consortium members. Following the submission of the grant application, it uses a single, complex expert service for the performance of the necessary preparatory activities. As a result of the Preliminary Service, the following ACTIVITIES will be achieved by the completion of the second milestone: — Pact partnership, involving stakeholders in at least two events (forum/workshop). — The feasibility study will be carried out in accordance with the methodology of the county pact and the feasibility study itself will be adopted as a result. — An analysis of the situation underpinning the employment strategy and the employment strategy itself. The situation of child care services will be examined by an analysis of the situation underpinning the employment strategy and the proposed measures will be applied in the action plan. — Labour and training needs and business development needs are assessed. — The expert legal service required for the establishment of the Pact Office will be provided. Implementation-related activities: The management organisation is established at the headquarters of the consortium leader, employing 1 project manager and 1 financial manager. Once the organisational and legal framework of the pacts is defined, the Pact Office will be operational and 1 major Pact Coordinator will be selected. A COOPERATION AGREEMENT setting out the Partnership Document of the Pact will be established with the participation of all relevant labour market partners. The County Municipality and the Hungarian Chamber of Commerce and Industry are mandatory. Investment promotion and marketing communication activities are also carried out in order to make the region attractive, including: Establishment and operation of a website; information to actors on the results of the Pact, its planned projects, the preparation of publications, the provision of mandatory publicity. A work programme with a realistic timetable for the implementation of the Pact’s strategy and action plan, as well as its project plans, will be drawn up by defining the responsibility for each activity, the way in which it is carried out and how it is financed. A monitoring and evaluation system will be developed within the framework of the project. Following the assessment of needs and situation, the planned number of 97 persons in TRANSPORTS will start in the form of a targeted training system focusing on filling a specific vacancy, preferably a dual training system. The WORKER-PIACI SERVICES, which is the complexity of helping to catch up, will start at the same time as the trainings, and the service will be selected by the Government Office through public procurement. In order to encourage RESERVATION, subsidised employment will take place under the scheme, with a minimum time interval of 6 months and a maximum of 12 months. Within the framework of the project, there will also be a selection of activities such as the development of local product services. Until the physical completion of the project, the qualification is obtained, as well as the collection of good practices and experiences. (English)

    A kérelem az elkülönített forrásfelhasználási keretek közül az a devecseri, a pápai és a sümegi járások települései számára elkülönített indikatív keretösszegre irányul.A strukturális munkanélküliség Magyarország egyik legnagyobb foglalkoztatáspolitikai problémája.A munkáltatók igényei, illetve az üres munkahelyekre pályázó álláskeresők összetétele gyakran nem egyeztethető össze komplex beavatkozás nélkül. A megfelelő munkaerő kiválasztásához, a hátrányos helyzetű munkavállalók bevonásához olyan helyi partnerségi hálózatra és összehangolt tevékenységre van szükség, amelynek keretében a meghatározó kormányzati, önkormányzati, gazdaság-és foglalkoztatás-fejlesztési és érdekképviseleti szereplők összefognak, érdekeiket és lehetőségeiket a közös cél érdekében összehangolják. Sümeg Város Önkormányzata, Devecser Város Önkormányzata, a Veszprém Megyei Kormányhivatal a projekt keretében 291 fő hátrányos helyzetű ember foglalkoztatásának elősegítését valósítja meg munkaerő-piaci programokkal, 127 fő támogatott foglalkoztatása valósul meg, illetve a szolgáltatások eredményeként 25 fő a támogatás után 6 hónappal is a foglalkoztatottak csoportját bővíti. A projekt segíti a paktum szervezet területén belül a foglalkoztatási és gazdaságfejlesztési kezdeményezéseket. A paktum FÖLDRAJZI lehatárolása: Sümegi valamint a Devecseri Járás területe. Jól lehatárolható módon különül el a Megyei Jogú Város által megvalósítás alatt álló együttműködés, valamint a megyében megvalósuló egyéb helyi paktumoktól. A projekt az előkészítés és a megvalósítás során is IGAZODIK A MEGYEI PAKTUM tevékenységeihez, a projekt ütemezése, valamint a szükséges kutatások és helyzetelemzésekhez kapcsolódó módszertanokban követik az ernyőszervezet által meghatározott tevékenységeket. A támogatási kérelem benyújtását megelőző ELŐKÉSZÍTÉSI fázisban megtörtént a projekt koncepció kialakítása, a projekt költségvetésének tervezése a konzorciumi tagokkal közösen. A támogatási kérelem benyújtását követően a szükséges szakmai előkészítői tevékenységek ellátásához egységes, komplex szakértői szolgáltatást vesz igénybe. Az ELŐKÉSZÍTŐ szolgáltatás eredményeként a második mérföldkő teljesítéséig a következő TEVÉKENYSÉGEK valósulnak meg: - paktum partnerség megalapozása, az érintettek bevonása legalább két rendezvény(fórum/workshop) keretében. - Elkészül a megvalósíthatósági tanulmányt megalapozó helyzetfelmérés, összhangban a megyei paktum módszertanával, ennek eredményeként pedig maga a megvalósíthatósági tanulmány is elfogadásra kerül. - Elkészül a foglalkoztatási stratégiát megalapozó helyzetelemzés, illetve maga a foglalkoztatási stratégia. A GYERMEKELLÁTÁSI szolgáltatások helyzetét a foglalkoztatási stratégiát megalapozó helyzetelemzés fogja vizsgálni, a javasolt intézkedések az akciótervben kerülnek alkalmazásra. - Megtörténik a munkaerő-és képzési, valamint a vállalkozásfejlesztési igények felmérése. - A paktumiroda létrehozásához szükséges szakértői jogi szolgáltatás valósul meg. MEGVALÓSÍTÁSHOZ kapcsolódó tevékenységek: A menedzsment szervezet a konzorciumvezető székhelyén létrejön 1 fő projektmenedzser és 1 fő pénzügyi vezető alkalmazásával. A paktumok szervezeti és jogi kereteinek meghatározása után a paktumiroda működtetése megkezdődik, kiválasztásra kerül 1 fő paktumkoordinátor. Létrejön a paktum partnerséget megalapozó dokumentum PAKTUMOT ALAPÍTÓ EGYÜTTMŰKÖDÉSI MEGÁLLAPODÁS valamennyi releváns munkaerő-piaci partner részvételével. Kötelezően bevonásra kerül a Megyei Önkormányzat, valamint a Magyar Kereskedelmi és Iparkamara. A projektben befektetés ösztönzési és marketing-kommunikációs tevékenység is megvalósul a térség vonzóvá tétele érdekében, ezen belül: Honlap kialakítása és működtetése; paktum eredményeiről, tervezett projektjeiről tájékoztatás szereplők felé, kiadványok készítése, kötelező nyilvánosság biztosítása. Elkészül a paktum stratégiájának és akciótervének megvalósítására alkalmas reális ütemtervű munkaprogramja, valamint projekttervei az egyes tevékenységek felelőseinek, lebonyolítás módjának, finanszírozási módjának meghatározásával. A projekt keretében monitoring és értékelési rendszer kerül kidolgozásra. Az igény és helyzetfelmérést követően megkezdődnek a KÉPZÉSEK tervezetten 97 fő részére, az álláskereső személyek, adott üres álláshely betöltését fókuszba állító célzott, lehetőség szerint duális képzési rendszerre építő formában. A felzárkózás segítésének komplexitását jelentő MUNKAERŐ-PIACI SZOLGÁLTATÁSOK a képzésekkel egy időben indulnak, a szolgáltatást a Kormányhivatal közbeszerzés útján fogja kiválasztani. A FOGLALKOZTATÁS ösztönzése érdekében támogatott foglalkoztatásra kerül sor a program keretében, minimum 6, maximum 12 hónapos időintervallumban. A projekt keretében VÁLASZTHATÓ KIEGÉSZÍTŐ tevékenység megvalósítására is sor kerül pl. HELYI TERMÉK SZOLGÁLTATÁSFEJLESZTÉS.
