Within the framework of the project, the settlement of urban rainwater in the village of Decs will be carried out in the most urgent areas. Currently, the drainage of rainwater falling into the inner part of the village has not been solved in a significant part of the settlement. In some of the areas affected by the planned development there are no drainage ditches at all, and what they have cannot perform their essential function, as the existing passages have been clogged. After heavy rainfall, measures to protect roads, sidewalks and residential real estates became impassable on a regular basis. There is no connection between the drainage ditches and thus they do not lead down to the Tabani ditch under the settlement or the Dobornya Canal. Another shortcoming is that there is no proper connection between the Taban ditch and the Dobornya Canal, with the passing and ditch parts missing. The planned drainage system includes both open muskets and open trenches, as well as closed sewer sections, adapted to the local characteristics and professional requirements. The development concerns the following areas: Grapehegyi street, Gárdonyi street, Széchenyi street, Constitution street, Széll Judit street, Deák street, Dobornya canal, Tabani ditch. A total of 5 750 fm drainage ditches are being built (3 534 fm open trench, 736 fm open, paved ditch and 1480 fm closed canal) and the necessary drainage works and refurbishment of the reservoir will be carried out. As regards the preparation of the project, it can be said that it has a study plan at the level of authorisation documentation, the permit granting process and the preparation of the construction plan documentation are carried out during the project development phase. In order to ensure the proper, professional and economical implementation of the project, the technical inspector with the necessary powers shall be instructed to continuously monitor the works and to verify its professional compliance and progress as planned, acting on behalf of the municipality. As part of its expert activities in public procurement procedures, Tolna County Local Government Office, as a consortium partner, develops the call for tenders and documentation, proposes the evaluation criteria, prepares notices, conducts public procurement actions, performs documentation of public procurement procedures and carries out the procedure in accordance with Article 272/2014. (XI. 5.) checks in accordance with Government Decree No 155/2014. As part of the performance of project management tasks, Tolna County Local Government Office ensures the achievement of the deliverables and results in accordance with the objectives set out in the project plan, and promotes the optimal use of the available resources and the correct compliance with the agreed deadlines. During the implementation of the project, the Tolna County Municipality Office shall provide information on the project and the support in accordance with the "Széchenyi 2020 Beneficiaries’ Information Obligations Guide and Identification Manual "KTK 2020" as part of the mandatory information and public insurance obligation. As an additional activity, the organisation of awareness-raising and information actions was also planned, and its planned professional content was explained in the Project Preparatory Study. A projekt keretében Decs Nagyközség belterületi csapadékvíz rendezése valósul meg a legsürgősebb beavatkozást igénylő területeken. Jelenleg a község belterületére hulló csapadékvizek levezetése a település jelentős részén nem megoldott. A tervezett fejlesztéssel érintett területeken részben egyáltalán nincsenek is vízelvezető árkok, illetve amik vannak, nem tudják ellátni alapvető funkciójukat, mivel a meglévő átereszek eltömődtek. Nagy esőzések után rendszeresen járhatatlanná válnak az utak, járdák, a lakóingatlanok védelmében is több alkalommal kellett intézkedéseket tenni. A vízelvezető árkok között nincs meg a kapcsolat, és így azok nem vezetik le a vizet település alatt húzódó Tabáni árokba, illetve a Dobornya-csatornába. További hiányosság, hogy a Tabáni árok és a Dobornya-csatorna között sincs megfelelő összeköttetés, hiányzik az átemelő és az árok rész. A tervezett vízelvezető rendszer egyaránt tartalmaz nyílt földárkos, és nyílt burkolt árkos, továbbá zárt csatornaszakaszokat is, igazodva a területi sajátosságokhoz és a szakmai kívánalmakhoz. A fejlesztés a következő területet érinti: Szőlőhegyi utca, Gárdonyi utca, Széchenyi utca, Alkotmány utca, Széll Judit utca, Deák utca, Dobornya csatorna, Tabáni árok. Mindösszesen 5 750 fm vízelvezető árok kiépítése történik meg (3 534 fm nyílt földárok, 736 fm nyílt, burkolt árok és 1480 fm zárt csatorna), továbbá sor kerül a szükséges mederrendezési munkák elvégzésére és a tározó felújítására is. A projekt előkészítettségét tekintve elmondható, hogy engedélyezési dokumentáció szintű tanulmánytervvel rendelkezik, az engedélyezési folyamat, valamint a kiviteli tervdokumentáció összeállítása a projektfejlesztési szakaszban történik meg. A beruházás megfelelő, szakszerű és gazdaságos megvalósításának biztosítása érdekében a szükséges jogosultságokkal rendelkező műszaki ellenőr kerül megbízásra, hogy az önkormányzat képviseletében eljárva, a kivitelezési munkálatokat folyamatosan figyelemmel kísérje, ellenőrizze annak szakmai megfelelőségét, tervek szerinti előrehaladását. A közbeszerzési eljárások szakértői tevékenysége részeként a Tolna Megyei Önkormányzati Hivatal, mint konzorciumi partner, dolgozza ki az ajánlattételi felhívást és dokumentációt, továbbá javaslatot tesz az értékelési szempontrendszerre, elkészíti a hirdetményeket, lebonyolítja a közbeszerzési cselekményeket, elvégzi a közbeszerzési eljárások dokumentálását, és lefolytatja a 272/2014. (XI. 5.) Korm. rendelet szerinti ellenőrzéseket. A projektmenedzsmenti feladatok ellátása keretében Tolna Megyei Önkormányzati Hivatal biztosítja a projekttervben megfogalmazott céloknak megfelelő teljesítések, eredmények elérését, továbbá elősegíti a rendelkezésre álló erőforrások optimális kihasználását és a vállalt határidők pontos betartását. A projekt megvalósítása során a Tolna Megyei Önkormányzati Hivatal a kötelező tájékoztatási és nyilvánosság biztosítási kötelezettsége keretében a „Széchenyi 2020 Kedvezményezettek Tájékoztatási Kötelezettségei útmutató és arculati kézikönyv „KTK 2020“” szerinti módon információt nyújt a projektről és a támogatásról. Kiegészítő tevékenységként betervezésre került a szemléletformáló, tájékoztató akciók lebonyolítása is, ennek tervezett szakmai tartalma a Projekt Előkészítő Tanulmányban került kifejtésre.
