Project objective: The overall objective of the planned investment is to prevent damage caused by water and to reap the benefits of water. The main goal of urban and inland water planning is to create a healthier environment from the point of view of human beings, to preserve value and to improve living and housing conditions. The aim of the supported project is to solve the drainage in the areas threatened by rainfall in the village, to establish the synchronisation of the operation of the existing sewerage system, thereby increasing the capacity of the reservoir system to enforce the requirement of water retention. As a result of the implementation, the damage relief works necessarily to be carried out during the flooding will be abolished, thus the costs of this will no longer be borne by the local government’s budget. Ensuring drainage also eliminates the deterioration of the texture of roads and paved surfaces. Presentation of existing status: The area of Balatonkeresztúr is characterised by strong detachment, with a slight slope on the west side, a flat, wet, deeper position on the eastern and southern parts, and in the north there is the shore (reedas) surrounding Lake Balaton and Lake Balaton. The drainage system of rainwater is incomplete, the developments of the past decades have created problems in several places, which means that neither the river basins and drains nor the intersections are ensured. The areas of the settlement with a deeper location often result in stagnant waters and floods. It can be noted that the M7 motorway completed in 2005-2006, which affects the municipality, has an impact on the catchment area. The terrain designs and new artefacts implemented during the construction changed the natural roads of the waters, the run-off conditions. Rainwater drainage in the impact area of the motorway has not been achieved, but this has not been harmonised with the existing system of the municipality. As a result of the construction of a road investment, it is not enough to carry out its task and has a small capacity, so it is common that water cover occurs in the surrounding areas. The area affected by frequent flooding lies north of the M7 road and is approximately 400 ha, and can be taken into account for the purpose of collecting water on the parts bounded by the main road 7 and the railway line. Together, 600 ha of water drainage is to be solved by the current ditch system, the main collector of which leads the waters through the marshy wetland of Kiserde to Lake Balaton on the western border of the village’s internal area, along a trail parallel to the railway. There is also a problem that the capacity of drainage trenches and pendulums is not in line. Due to the numerous flooding in the municipality, the Municipality has prepared permit plans for water management in vulnerable areas. The existing statuses are presented with the photo documentation submitted as an annex to the study. Development Needs Presentation: In some areas of Balatonkeresztúr village there have been floods in recent years during high-intensity rainfall. The floods in several streets of the settlement affected real estates and buildings located deeper than the street level, as well as water coming out of the ditches caused road pavements in some places. Due to the small capacity of the rainwater reservoir, it is not suitable for reducing and maintaining the speed of the water to be drained. Thus, the continuity of residential and municipal properties in the river basin is at risk, and the generally applied water retention methods and opportunities do not provide sufficient protection. On the 17th of August last year, an exceptional amount of rain (84 mm) was poured into the village from a rainfall, causing the flooding of many public buildings, private property and public roads. Exemplary: the entire ground floor part of the police station, a significant amount of water cover on several streets, which also caused mud-lifting (Petőfi utca, Rákóczi utca, Szent István tér), or underwashing in several places, washing down the road base and ditch (Sport Street). As a result of these events, the municipality submitted a tender to ensure the settlement of damage caused by the vis-maior framework, which aimed at repairing and repairing the resulting building and road damage. It was necessary to dismantle the bridge at the junction of Sport and Bokros streets, because its elements were damaged to such an extent that its restoration was not justified. The removal of mud, mud and sediment, as well as the repair and rebuilding of washed trench sections and passages, was significant. A total payment of HUF 8 621 513 had to be made in order to remedy the damage and to cover the costs of the defence, in respect of which the municipality requested the State budget to pay a vis-maior of HUF 5.510.000. Projekt célja: A tervezett beruházás általános célja a víz okozta károk megelőzése és a víz nyújtotta előnyök kiaknázása. A települési, belterületi vízrendezésnél az ember szempontjából egészségesebb környezet kialakítása, értékmegóvás, az élet- és a lakhatási körülmények javítása a fő cél. A támogatott projekt célja, hogy a község csapadékvíz elöntéssel fenyegetett területein megoldásra kerüljön a vízlevezetés, megteremtődjön a meglévő csatornarendszer működésének összhangja, növelve a záportározó kapacitását a vízvisszatartás követelménye érvényesíthető legyen. A kivitelezés során megvalósult terepalakítások, új műtárgyak megváltoztatták a vizek természetes útjait, a lefolyási viszonyokat. A meglévő állapotokat a tanulmány mellékleteként benyújtott fotódokumentációval mutatjuk be. - 2014. szeptember Pali utca, Ber (Hungarian)
