The applicant’s maintainer, i.e. the Reformed Church of Mezőgyán, is interested in ensuring that, as a result of the project, the supply of the carer’s office, the food delivery vehicle and the installation of the carer’s bicycle fleet will be as high-quality and efficient as possible. The specific objective of the development is to: purchase of equipment (equipment of vehicles, bicycles, carers’ office space). It is important for the beneficiary to achieve the right value for money and therefore, throughout the planning of the costs, it has acted in a realistic and economical manner, in line with real market conditions. 2. Mezőgyán is a settlement situated in the northern part of Békés county, in the district of Sarkadi, to which you can get down from the road connecting Gyula with Debrecen to Nagygyanté, on a side road. The former Kéza, Nagy-Gyanté and Kis-Gyante are also part of the municipality of Mezőgyán. Today Kéza and Kis-Gyanté were preserved only on their behalf, but Nagygyantén lives nearly 180 people, as an outly populated area they belong to Mezőgyán and to the supply of the Reformed Church of Mezőgyán. The fate, separation and economic and social impossibility of Mezőgyán were sealed by the country’s trianon’s disintegration. It has become an isolated bag town, as the border is now separated from Nagyszalonta and Oradea, which are the outlets, jobs and administrative centers. In Mezőgya with a population of 1.090 people (data of 01 January 2014 based on the KSH’s online locality register in 2014), it is now one of the most disadvantaged settlements in the country. This is due to lack of economic prospects, lack of job opportunities, worsening conditions for agricultural production and transport and social isolation and borderline nature. About 5 % of the population claim to be Roma. In the absence of employment opportunities, the number of socially disadvantaged families and people with long-term unemployment is very high. Young people living in the settlement are also suffering from unfavourable conditions. Many move away to try to establish their future elsewhere under better conditions. However, many young people remain in the village. In the absence of job opportunities, they are more at risk of psychological urbanisation, acceptance of unemployment at a lifestyle level, together with addictions, gambling addiction, and alcohol diseases. The population shows not only aging, but also a significant reduction, as those who do not continue to study will not return to the village after graduating from primary school. With a profession in their hands, they'd rather sublet to a larger city. This breaks out the support of older parents/grandparents. The majority of the population ageing due to the economic and social characteristics of the region is short-term pensioners, who have spent most of their lives in poorly-paid agriculture or as domestic workers.     1. A projekt javaslat és eredményeinek rövid összefoglalása Mezőgyán községben elengedhetetlenné vált a szociális alapszolgáltatások hatályos törvényi és hatósági előírásoknak, szabályoknak, ellátotti szükségleteknek megfelelő fejlesztése, a megfelelő színvonalú ellátást, a munkahelyi körülményeket javító berendezési gondozói és irodai eszközökkel, valamint gépjárművel történő felszerelése. A fejlesztéssel érintett szolgáltatások: étkeztetés, házi segítségnyújtás. A szociális alapszolgáltatásokat igénybevevők kivétel nélkül mindannyian hátrányos helyzetűek, nagyarányban munkanélküliek, segélyekben és egyéb szociális juttatásokban részesülnek, nyugdíjból, illetve a minimálbér szintjét nem vagy alig elérő juttatásokból élnek. A Megalapozó dokumentumban részletesen bemutatott település és annak térsége, valamint a közvetett és közvetlen célcsoport ismeretében elmondható, hogy a projekt elsősorban szociális és gazdasági gondokkal (időskorúak, különböző egészségügyi problémákkal / betegségekkel küzdő személyek, mozgásukban korlátozottak) küzdő, marginalizált helyzetű közösségek által lakott településen (Mezőgyán) valósul meg. A projekt eredményeképpen kezdetben kiegyenlítődnek, majd hosszabb távon javulnak a területi különbségek. Mindeközben mindvégig biztosítottá válik az egyenlő esélyű hozzáférés a megfelelő minőségű és színvonalú szolgáltatáshoz, hozzájárulva ezzel a (idős / elesett személyekkel szembeni) szegregáció elleni küzdelemhez. A fejlesztéssel érintett szolgáltatások révén elért ellátottak életkörülményei, társadalmi kapcsolatai javulnak, a beruházás nem jár környezetterheléssel. A pályázó fenntartó, azaz a Mezőgyáni Református Egyházközség érdekelt abban, hogy a projekt eredményeként a berendezési eszközökkel felszerelt gondozói irodahelyiség, az ételkiszállító gépjármű beszerzése, a gondozói kerékpár-flotta felállítása révén az ellátás minél színvonalasabb és hatékonyabb legyen. A fejlesztés konkrét célja: eszközbeszerzés (gépjármű, kerékpárok, gondozói irodahelyiség berendezése). A kedvezményezett számára fontos a megfelelő ár/érték arány elérése, ezért a költségek tervezésénél mindvégig a költséghatékonyságra, a valós piaci viszonyokhoz igazodva, reálisan és takarékosan járt el. 2. Helyzetértékelés Mezőgyán Békés megye északi részén, a Sarkadi járásban fekvő település, ahová a Gyulát Debrecennel összekötő országútról Nagygyanté felé letérve, mellékúton lehet eljutni. Mezőgyán közigazgatási területéhez tartoznak a valamikori Kéza, Nagy-Gyanté, Kis-Gyanté puszták is. Ma már Kéza és Kis-Gyanté csak nevükben őrződtek meg, Nagygyantén viszont közel 180 fő él, külterületi lakott övezetként Mezőgyánhoz, illetve a Mezőgyáni Református Egyházközség ellátási körébe tartozik. Mezőgyán sorsát, elszeparálódását, gazdasági és társadalmi ellehetetlenülését az ország trianoni szétszabdalása pecsételte meg. Elszigetelt zsáktelepüléssé vált, hiszen immár az országhatár választotta el a felvevőpiacot, munkahelyet és közigazgatási központot is jelentő Nagyszalontától, illetve Nagyváradtól. Az 1.090 fős (2014. január 01-ei adat a KSH online elérhető 2014. évi helységnévtára alapján) lélekszámú Mezőgyán ma az ország leghátrányosabb helyzetű településeinek egyike. Ennek oka a gazdasági kilátástalanság, a munkalehetőségek hiánya, a mezőgazdasági termelés feltételeinek rosszabbodása, valamint a közlekedési és társadalmi elszigeteltség, a határmenti jelleg. A lakosság mintegy 5%-a vallja magát roma nemzetiségűnek. Munkalehetőség hiányában nagyon magas a hátrányos szociális helyzetben élő, tartós munkanélküliséggel küzdő családok, személyek száma. A településen élő fiatalok szintén szenvedői a kedvezőtlen állapotoknak. Sokan elköltöznek, hogy máshol, jobb körülmények között próbálkozzanak megalapozni jövőjüket. Sok fiatal azonban a településen marad. Munkalehetőség hiányában fokozottan veszélyezteti őket a lelki elsivárosodás, a munkanélküliség életmód-szintű elfogadása, ezzel együtt a szenvedélybetegségek, a játékfüggőség, az alkoholbetegségek. A lakosság nemcsak öregedést, de jelentős csökkentést is mutat, hiszen az általános iskola elvégzése után már azok sem jönnek vissza a faluba, akik nem tanulnak tovább. Szakmával a kezükben inkább albérletbe mennek egy nagyobb városba. Ezzel pedig kiszakadnak az idős szülők / nagyszülők támogatásának köréből. A térség gazdasági, társadalmi sajátosságából eredően idősödő lakosság nagyobb hányada kisnyugdíjas, akik életüknek nagy részét rosszul fizető mezőgazdaságban, avagy háztartási alkalmazottként töltötte el. Az ellátottak körében gyakori (főleg a nők esetében), hogy nem rendelkeznek még saját jogú nyugdíjjal sem, hiszen egész életükben a családi gazdaságban dolgoztak. A lelki vezetésen túl a Mezőgyáni Református Egyházközség aktívan közreműködik a szociális és ifjúsági munkában, a közösségi és kulturális programok szervezésében.
