The aim of this tender is to implement sustainable transport development measures in Sarkadon as a result of an integrated planning process that promotes the achievement of comprehensive goals such as climate protection, noise pollution and reduction of greenhouse gases, improving health and property safety (reducing the number of casualties), social justice and fairness while contributing to the creation of a viable urban environment. Description of the corner from the point of view of transport: 59 % of local road users use bicycles and 29 % on foot. The length of the local road network is 68.4 km, of which 20 % is undeveloped. It is essentially netted, divided by strong traffic on the main street of the city. In some of the residential streets, there are no sidewalks yet. A 26 km long cycle path was built in the village along the national connecting roads with significant traffic. Although bicycle storage facilities are located in the municipality, some of them are outdated or lacking in some places, which impairs the usability of the network and public spaces. The offer of parking in the city needs to be improved. Our general transport development goals: improving safety and security — reducing air and noise pollution, greenhouse gas emissions and energy use — improving efficiency and the unit cost indicator for the transport of people and goods — development should contribute to improving the attractiveness and quality of the urban environment, to the benefit of urban residents, economic operators and society as a whole, thereby reducing the displacement of local people within spatial mobility of labour mobility and improving the infrastructure conditions for daily commuting. In the course of our project we plan to implement the following activities 1. Self-eligible activities A) Compulsory cycling-friendly development a) Establishment of a combined walking and cycling path on Kossuth Street between Árpád Királyelem tér — Stefánia Street (review site drawing “F” point): There is currently no bicycle path on the unparalleled side of Kossuth Street, while there is the Mayor’s Office, primary school, bus waiting room, several shops, so there is a significant crossing by bicycle crossing the high-traffic road from the biking road on the even side. With special regard to primary school, it is necessary to provide bicycle transport on the material section. Due to the existing tree row, this is possible only by walking and cycling without weaning. Road No 4219 is not only a passenger car, but also heavily loaded with freight traffic, as Sarkad does not have a bypass, so traffic towards Debrecen and international traffic towards the Méhwheel border crossing passes through the settlement. Directional traffic on road No 4219 cannot be developed, reasons: 1. The possibility of widening the road on this section is not possible, as the current pavement width can no longer be extended due to the requirements of the standards (7.0 m, i.e. 2 X 3.5 lanes) and the existing underground and above-ground utilities and the rainwater drainage system. 2. According to accident data received from Magyar Közút Nonprofit Zrt, there have been 11 road accidents between 53 and 54 km on road 4219 in the last 5 years. Breakdown by type of accident: 1 pedestrian strike, 6 in the same direction, 2 in the same direction, 1 in the opposite direction and 1 other accident. During accidents, 2 people were severely injured, 12 people were easily injured. The available statistical data show that it is justified to set up a bicycle traffic facility separated from the road, as the number of injured persons could have increased in the above cases in view of the large cycle traffic. 3. Based on the data from kirá, the average daily traffic of road No. 4219 in the residential area of the City of Sarad is 5081 unit vehicles, thus justifying the construction of a bicycle road separated from motor vehicle traffic at the speed allowed on 50 km/h on the basis of the UME. Result of: 340 m long combined walking and cycling path. In support of the project, an overview plot showing the area of the investment is attached for the designated cycling-friendly part of the settlement and a statement on the properties concerned. With regard to the state-owned areas, we agreed with the JRC, according to which the state-owned national road areas are managed by local governments, so the Municipality can act as a self-constructor when implementing the car parks and crossings. In the course of our project we undertake to fully respect the other requirements of the project set out in point 3.4 of the call. Jelen pályázatunk célja, hogy integrált tervezési folyamat eredményeként olyan fenntartható közlekedésfejlesztési intézkedések valósuljanak meg Sarkadon, melyek olyan átfogó célok megvalósulását segítik elő, mint a klímavédelem, zajszennyezés és üvegházhatást okozó gázok csökkentése, egészség- és vagyonbiztonság javítása (baleseti áldozatok számának csökkentése), társadalmi igazságosság, méltányosság javítása, mialatt azok hozzájárulnak az élhető települési környezet kialakításához. Sarkad közlekedés szempontú bemutatása: Sarkad városában a helyi közlekedők 59 %-a kerékpárral, 29%-a gyalogosan közlekedik. A helyi közúthálózat hossza 68,4 km, ebből kiépítetlen 20%. Alapvetően hálós jellegű, melyet a város főutcájának erős forgalma kettéoszt. A lakóutcák egy részében még nincs mindkét oldali járda. A településen 26 km hosszú kerékpárút épült ki a jelentősebb forgalmú országos összekötő utak mentén. Bár a településen találhatóak kerékpártárolók, ezek egy része elavult, illetve egyes helyeken hiányt mutat, amely rontja a hálózat, illetve a közterületek használhatóságát. A városban a parkolás kínálata fejlesztésre szorul. Általános közlekedésfejlesztési céljaink: - javuljon a biztonság és biztonságérzet - csökkenjen a levegő- és zajszennyezés, üvegházhatású gázok kibocsájtása és az energiafelhasználás - javuljon a hatékonysága és a fajlagos költségmutatója a személyek és áruk szállításának - a fejlesztés járuljon hozzá a városi környezet vonzerejének és minőségének javításához, a városlakók, gazdasági szereplők és az egész társadalom hasznára, ezzel csökkentve a munkaerő mobilitás térbeli mobilitáson belüli helyi lakosság elvándorlását és javítva a napi ingázás infrastruktúrális feltételeit. Projektünk során az alábbi tevékenységek megvalósítását tervezzük 1.Önállóan támogatható tevékenységek A) Kötelezően megvalósítandó kerékpárosbarát fejlesztés a) Egyesített gyalog és kerékpárút létesítése a Kossuth utcán az Árpád fejedelem tér – Stefánia utca között (átnézeti helyszínrajz „F” pont) Indokoltsága: A Kossuth utca páratlan oldalán jelenleg nincs kerékpárút, miközben ott található a Polgármesteri Hivatal, általános iskola, autóbusz váróterem, több üzlet, így páros oldali kerékpárútról jelentős a nagy forgalmú közutat keresztező kerékpáros átkelés. Kiemelten figyelembe véve az általános iskolát, tárgyi szakaszon szükséges a kerékpáros közlekedés biztosítása. A meglévő fasor miatt ez csak elválasztás nélküli gyalog és kerékpárúttal lehetséges. A 4219 sz. közút nem csak személygépjármű, hanem teherforgalommal is erősen leterhelt, mivel Sarkad nem rendelkezik elkerülővel, így a településen keresztül halad a Debrecen irányába haladó forgalom, illetve a Méhkerék határátkelő irányába haladó nemzetközi forgalom. Irányhelyes közlekedés a 4219. sz. közúton nem kialakítható, okai: 1. A közút szélesítésének lehetősége nem biztosított ezen a szakaszon, mivel a jelenlegi burkolatszélesség az előírásoknak megfelelő (7,0 m, azaz 2 X 3,5 forgalmi sáv szegélyek között), továbbá a meglévő föld alatti-, és feletti közművek, valamint a csapadékvíz elvezető rendszer miatt már nem bővíthető. 2. Magyar Közút Nonprofit Zrt-től kapott baleseti adatok alapján az elmúlt 5 évben a 4219 sz. közúton az 53-54 km szelvény között 11 db közúti baleset volt. A balesetek típusai szerinti megoszlásuk: 1 db gyalogos elütés, 6 db azonos irányba, 2 db keresztirányba, 1 db szembe haladó, kanyarodó járművek összeütközése és 1 db egyéb baleset. A balesetek során 2 fő súlyosan, 12 személy könnyen sérült. A rendelkezésre álló statisztikai adatok azt támasztják alá, hogy indokolt a közúttól elválasztott kerékpárforgalmi létesítmény kialakítása, mivel a nagy kerékpárforgalomra tekintettel a sérültek száma a fenti esetekben akár nőhetett volna. 3. Sarkad Város lakott területen belüli 4219. sz. közútjának átlagos napi forgalma a KIRÁ-ból érkezett adata alapján 5081 egységjármű, ezáltal indokolt a gépjárműforgalomtól elválasztott kerékpárút építése az 50 km/h közúton megengedett sebesség mellett az UME alapján. Eredménye: 340 m hosszú egyesített gyalog- és kerékpárút. Alátámasztására csatolásra kerül a beruházás területét szemléltető áttekintő helyszínrajz a kijelölt kerékpárosbarát településrészre vonatkozóan és az érintett ingatlanokról kiállított nyilatkozat. Az állami tulajdonú területek kapcsán a KKK-val egyeztettünk, ami szerint az állami tulajdonú országos közúti területek önkormányzati vagyonkezelésben vannak, így a parkolók és átkelőhelyek megvalósításakor az Önkormányzat eljárhat önálló építtetőként. Projektünk során vállaljuk a felhívás 3.4 pontjában megfogalmazott projekttel kapcsolatos egyéb elvárások maradéktalan betartását.
