As part of the project to be implemented, a roundabout and a bicycle path will be established in the centre of the district of Sümeg, in the town of Sümeg. According to the attached statement of the transport company, it can be established that nearly 100 departing and nearly 100 incoming flights per day, as well as 70 other transiting flights, use the junction. In the morning (7.30-8.00) and in the afternoon (15.30-16.30) there is a period when the intersection has a particularly high turnover, as educational institutions and businesses operate around the junction. The attached accident report shows that, in many cases, pedestrians and cyclists were involved in the accident and therefore special attention should be paid to creating safer conditions for walking and cycling. The roundabout will be created at the junction of the 4 streets located in the city centre (Árpád utca, Kossuth Lajos utca, Petőfi street, Flórián tér), and in order to increase the safety of the traffic, a bicycle road will be built in addition to the roundabout. With the construction of the roundabout, traffic safety increases significantly as one-way traffic reduces the number of traffic conflicts. Loss of precedence reduces speed, so it is suitable to reduce traffic. Reducing emissions is one of the instruments to mitigate climate change. Lower speeds, continuous driving will reduce CO2 emissions from vehicles and reduce fuel consumption and vehicle wear. Reducing traffic speed and reducing noise impact contributes to the creation of a liveable urban environment. Next to the established circular track, a one-way cycle path leads around, the width of which is 1.0 m. The length of the cycle path is 126.5 m. With the creation of the cycle path, the number of inhabitants and visitors using the bicycle increases, thereby reducing emissions of harmful substances. The planned design provides the possibility for pedestrians to cross the intersection, as pedestrian crossings are also established on all four sides. There is also a relocation of the pavements during construction, which increases the visibility of the intersection, both on foot and for those travelling by car, resulting in a reduction in the number of accidents. By implementing the investment, pedestrians, cyclists and car users will be able to pass through the intersection in a safer way, thus ensuring optimal transport conditions for all road users. The approach to the industrial area on the outskirts of the city from the densely populated city centre will be made safer and faster through circular traffic by allowing workers to use bicycles as a means of transport instead of vehicles and public transport. The conditions of local public transport are not ideal, so by creating roundabouts and cycle paths, workplaces can be accessed more easily by bicycle. Easier access to jobs will make workers more mobile, easier to reach in a shorter time. The market approach by roundabouts and cyclists will be easier and quicker for both sellers and buyers and will indirectly have an economic stimulus effect. A megvalósításra kerülő projekt keretében körforgalom, valamint kerékpárút kerül kialakításra a sümegi járás központjában, Sümeg városában. A beruházással érintett megvalósítási helyek egy része önkormányzati- (688/8; 688/11; 1177/6; 1177/2; 1177/4; 1177/5; 1178/8; 1178/3; 1178/6; 1436/6; 1436/9; 1436/12), egy része állami tulajdonban (688/12; 1177/3; 1178/7) van. A beruházás helyszíne nagy forgalmat lebonyolító kereszteződés, melyet a kistérség településein élőkön, a helyi lakosságon, a településen áthaladókon kívül a helyi- és helyközi tömegközlekedési eszközök is használnak. A kistérség lakossága számára számtalan olyan szolgáltatás érhető el Sümegen, amely a saját településükön egyáltalán nem, vagy csak korlátozottan található meg, így ők is nagy számban fordulnak meg a városban. A sümegi buszpályaudvar tömegközlekedési központként funkcionál, hiszen több olyan célállomás létezik, amely csak sümegi átszállással megközelíthető. A beruházás helyszíne jelenleg rosszul belátható útkereszteződés, amely valamennyi közlekedési szereplő számára potenciális veszélyt jelent. A közlekedők csak közúti jelzőtáblák segítésével közlekednek, közúti jelzőlámpa nincs. Mivel a kereszteződés környékén több olyan intézmény, vállalat (bank, posta, általános iskola, főiskola, üzletház, piac) található, amelyet sokan látogatnak, így rendkívül forgalmas a kereszteződés. A közlekedési vállalat csatolt nyilatkozata szerint megállapítható, hogy naponta közel 100 db induló és közel 100 db érkező, valamint további 70 áthaladó járat használja a csomópontot. A reggeli- (7.30-8.00) és a délutáni órákban is (15.30-16.30) van egy-egy időszak, amikor a kereszteződés kiemelten nagy forgalmat bonyolít le, hiszen a csomópont körül oktatási intézmények, vállalkozások üzemelnek. A csatolt baleseti kimutatásból látható, hogy számtalan esetben gyalogos és kerékpáros is szereplője volt a balesetnek, ezért fokozott figyelmet kell szentelni a gyalogos- és kerékpáros közlekedés biztonságosabb feltételeinek megteremtése. A kialakításra kerülő körforgalom a belvárosban található 4 utca találkozásánál jön létre (Árpád utca, Kossuth Lajos utca, Petőfi utca, Flórián tér), valamint a közlekedés biztonságának növelése érdekében a körforgalom mellett kerékpárút is kiépítésre kerül. A körforgalom kiépítésével jelentősen növekszik a forgalom biztonsága, mivel az egyirányú forgalom csökkenti a közlekedési konfliktusok számát. Az elsőbbség elvesztése által csökken a sebesség, ezért ez alkalmas a forgalomcsillapítására. Az éghajlatváltozás mérséklésének egyik eszköze a károsanyag-kibocsátás csökkentése. Az alacsonyabb sebesség, a folyamatos haladás által a járművek általi szén-dioxid kibocsátás csökken, valamint üzemanyag-fogyasztás, a gépjármű kopása is mérséklődik. A forgalomi sebesség csökkentése, a zajhatás mérséklése hozzájárul az élhető városi környezet megteremtéséhez. A kialakított körpálya mellett egyirányú kerékpárút vezet körbe, amelynek a használati szélessége 1,0 m. A kerékpárút hossza 126,5 m. A kerékpárút létrehozása által növekszik a kerékpárt használó lakosok, látogatók száma, ezáltal is csökken a káros anyag kibocsátás. A tervezett kialakítás lehetőséget biztosít gyalogosok áthaladásra a kereszteződésen, hiszen mind a négy oldalon gyalogos átkelőhely is kialakításra kerül. A járdák áthelyezése is megtörténik a kivitelezés során, amely növeli a kereszteződés beláthatóságát mind a gyalogosan, mind a gépjárművel közlekedők számára, amely a balesetek számának csökkenését eredményezi. A beruházás megvalósítása által mind a gyalogosok, mind a kerékpárosok, mind a gépjárműt használók biztonságosabban juthatnak keresztül az érintett kereszteződésen, így biztosítva optimális közlekedési feltételeket valamennyi közlekedő számára A sűrűn lakott belvárosból a város szélén található ipari terület megközelítése a körforgalmon keresztül biztonságosabbá, gyorsabbá válik azáltal, hogy a munkavállalók a kerékpárt is használhatják közlekedési eszközként gépjármű és tömegközlekedési eszköz helyett. A helyi tömegközlekedés feltételei nem ideálisak így a körforgalom és kerékpárút kialakításával a munkahelyek kerékpárral könnyebben elérhetővé válnak. A munkahelyek könnyebb elérhetősége által a munkavállalók mobilabbá válnak, a munkahelyek egyszerűbben, rövidebb idő alatt megközelíthetőek. A piac megközelítése a körforgalom és kerékpárú által könnyebbé, gyorsabbá válik - mind árusítók, mind vevők számára -, így közvetve gazdaságösztönző hatása lesz a beruházásnak. További gazdasági növekedést eredményez, hogy a körforgalomhoz közel eső vállalkozások értéke megnő a beruházás megvalósítása által, hiszen az elérhetőségük javul, a megközelíthetőségük biztonságosabbá válik. A projekt megvalósítása során a Kedvezményezett előnyben részesíti a helyi vállalkozásokat, amennyiben a helyi vállalkozások megfelelő referenciával rendelkeznek.
