    "Baktalórántháza járásközpontú település megközelítésének elősegítése kerékpárút építéssel" című pályázat célja, hogy a fenntartható közlekedés feltételeit megteremtő és erősítő közlekedésfejlesztési intézkedések valósuljanak meg Baktalórántháza járásközpontú település belterületén, illetve a szomszédos települések között. A települések közötti mobilitási környezet fenntarthatóbbá tétele. A járásközpont által nyújtott szolgáltatások igénybevételének elősegítése, a munkaerő mobilitás támogatása. A támogatási kérelem a Felhívás Területspecifikus mellékletének 1.2 pontjában szereplő elkülönített fejlesztési célok/forrásfelhasználási keretek közül a Megyei járásközpontok elérhetőségét és környezetbarát közlekedési módjának fejlesztései számára elkülönített indiaktív keretösszegre irányul. A pályázat tartalma: Építés, felújítás: - Baktalórántháza – Nyírkércs települések közötti kerékpárút megépítése, Baktalórántházán meglévő kerékpárútra való csatlakozással. 2200 m új kerékpárút létesítése. - Baktalórántháza – Nyírjákó - Petneháza települések közötti kerékpárút megépítése, Baktalórántházán meglévő kerékpárútra való csatlakozással. 1800 m új kerékpárút létesítése - Baktalórántháza belterület (Vasút u., Köztársaság tér, Kossuth L. u., Jókai u.), meglévő kerékpárút felújítása, szélesítése, útügyi műszaki előírásoknak megfelelő korszerűsítése. 2910 m meglévő kerékpárút felújítása szélesítése. - Kerékpártároló építés Baktalórántházán. Két fedett, darabonként 20 kerékpár részére biztonságos, kényelemes tárolási lehetőség kialakítása Egyéb tevékenységek: - Kerékpáros közlekedést népszerűsítő és közlekedésbiztonságú célú szemléletformáló kampány a fejlesztést magában foglaló településeken, azaz Baktalórántházán, Nyírkércsen, Nyírjákón és Petneházán. (4 alkalommal nagy rendezvény) - Megvalósíthatósági tanulmány készítés, - Engedélyes-, kiviteli tervkészítés, geodézia, engedélyeztetési eljárás - Kerékpárforgalmi Hálózati Terv - Projektmenedzsment, - Nyilvánosság biztosítása, marketing - Műszaki ellenőrzés, - Jogi tevékenység, - Közbeszerzés, A fejlesztés Baktalórántházán, a Szabolcs-Szatmár-Bereg Megye Területfejlesztési Programja című dokumentumban (továbbiakban Megyei Területfejlesztési Program) nevesített, szolgáltató járásközpontban valósul meg. Illeszkedik a jelen felhívás céljával, illetve hozzájárul a célok teljesítéséhez, a fenntartható közlekedési módok közlekedési feltételeinek javulásához. Az infrastrukturális fejlesztéssel a kerékpáros közlekedés előtérbe helyezésével a projekt hozzájárul az éghajlatváltozás mérsékléséhez, a CO2 kibocsátás mérsékléséhez, az élhető városi, települési környezet megteremtéséhez. A munkaerő mobilitás infrastrukturális feltételeinek fejlesztése közvetetten hozzájárul a térség foglalkoztatási és gazdaságfejlesztési mechanizmusához. A járásközpont környezetbarát, biztonságos megközelíthetőséhez. A projekt 4000 m új kerékpárút létesítését, illetve 2910 m meglévő kerékpárút felújítását teszi lehetővé. A fejlesztés az alábbi nevesített prioritásokhoz illeszkedik a Megyei Területfejlesztési Programban: 5.2 2. prioritás: Hatékony környezetgazdálkodás és klímaváltozáshoz való alkalmazkodás megteremtése, 7. tematikus cél: a fenntartható közlekedés támogatása és a szűk keresztmetszetek eltávolítása az alapvető fontosságú hálózati infrastruktúrából. A környezetbarát és alacsony szén-dioxid kibocsátású közlekedési rendszerek korszerűsítése, a fenntartható regionális és helyi mobilitás előmozdítása. Kerékpárutak létesítésével, illetve felújításával hozzájárul a projekt a fenntartható közlekedés támogatásához. 5.3. 3. prioritás: Komplex megyei menedzsment és marketing tevékenység megvalósítása. 9. tematikus cél: a társadalmi befogadás előmozdítása. Közösségi megújulást szolgáló szemléletformálás. Szemléletformáló kezdeményezések támogatása a környezettudatos közösségek kialakításának érdekében. Kerékpáros közlekedést népszerűsítő és közlekedésbiztonságú célú szemléletformáló kampány a fejlesztésben résztvevő településeken. 5.7 7. prioritás: A megye járásközpontjainak és kisvárosainak funkcióbővítő fejlesztése. 4. tematikus cél: alacsony szén-dioxid-kibocsátású gazdaságra való áttérés minden ágazatban, így a közlekedésben is. e) pont alacsony szén-dioxiddal járó stratégiák támogatása.
