The overall objective of the development of the port of Kiskörei is the tourist development of the municipality; its main (direct) aim is to increase the port’s capacity, increase the port’s offer and guest traffic, thereby increasing the tourist attractiveness of Kisköre to tourists visiting the area; indirectly, diversification of the region’s economy through the tourism development of the town of Kisköre and the recovery of the local economy in the long term by dynamising local businesses and increasing employment. The project is in line with the objectives of the call TOP-1.2.1-15 “Socially and environmentally sustainable tourism development”, namely the complex development and renovation of the harbour is a local and small-scale active tourism development of Lake Tisza. We apply for an indicative allocation for the priority holiday areas. The development of the port is the 1st phase of complex tourism development, which includes: — the extension of the existing 150-seat boat port to 250 seats in order to meet the needs involved; —refurbishing of the water-to-water ramp, in parallel with dredging; —parking development; the installation of a guarded bicycle storage facility; —developing access to ports and cafeterias (land planning); the installation of a boat store; —server/port building; the creation of a burrowing site; the construction of a coffee shop on the water in the form of a floating plant; developments needed to develop complex waterway pathways, e.g.: it’s a signposting. The total budget of the investment is HUF 245 000 000, of which 100 % is eligible costs. In the case of revenues, revenues from the operating entity were taken into account. Revenues amount to HUF 0.8 to 1.2 million per year. The size of the operating costs is the same. The project serves to achieve the goal of socially and environmentally sustainable tourism development as defined in the Heves County Integrated Territorial Programme (2014-2020). The development of the existing port of Small Circles fully fits the image of the destination, as the majority of tourists visiting Lake Tisza are looking for active water sports or fishing; the developments described above reflect the needs of the target group and offer solutions to real market needs; and contribute to increasing spending and time spent locally per tourist. In the newly built café, the conditions of hospitality are guaranteed. The conditions for separate collection of waste are fulfilled throughout the port. We also take into account the needs of people with reduced mobility in the design of the car parks. Tourist services are fully available in Kisköra. The partnership required for the sustainable operation and integration of the port is ensured: the project owner municipality cooperates with other organisations and businesses in the region, thereby enhancing the activities of the entrepreneurs who cooperate with the port. A kiskörei kikötő fejlesztésének átfogó célja a település turisztikai fejlesztése; fő (közvetlen) célja a kikötő kapacitásának növelése, a kikötő kínálatának és vendégforgalmának növelése, ezáltal Kisköre turisztikai vonzerejének növelése a térségbe látogató turisták számára; közvetve pedig a térség gazdaságának diverzifikációja Kisköre város turisztikai fejlesztésével, valamint a helyi gazdaság élénkítése hosszú távon a helyi vállalkozások dinamizálásával, a foglalkoztatás növelésével. A projekt illeszkedik a TOP-1.2.1-15 „Társadalmi és környezeti szempontból fenntartható turizmusfejlesztés” c. felhívás céljaihoz, miszerint a kikötő komplex fejlesztése, felújítása helyi, és Tisza-tavi térségi jelentőségű kisléptékű aktív turisztikai fejlesztés. A kiemelt üdülőkörzetek számára elkülönített indikatív keretösszegre pályázunk. A kikötő fejlesztése a komplex turisztikai fejlesztés 1. üteme, mely magában foglalja: -a meglévő 150 férőhelyes csónakkikötő 250 férőhelyessé bővítését a felmerült igények kielégítése végett; -vízre eresztő rámpa felújítását, ezzel párhuzamosan mederkotrást; -parkoló fejlesztést; -őrzött kerékpár-tároló kiépítését; -kikötő és kávézó megközelítését biztosító fejlesztést (területrendezés); -csónaktároló kiépítését; -kiszolgáló/kikötő épület építését; -bográcsozó hely kialakítását; -kávézó építését a vízen úszómű formájában; -komplex vízitúra útvonalak kialakításához szükséges fejlesztéseket pl.: kitáblázást. A beruházás teljes költségvetése 245.000.000 Ft, amelynek 100%-a elszámolható költség. A bevételeknél az üzemeltető szervezettől származó bevételekkel számoltunk. A bevételek éves szinten 0,8-1,2 millió Ft-ot tesznek ki. A működési költségek nagysága ugyanekkora. A projekt Heves Megye Integrált Területi Programjában (2014-2020) meghatározott forrás-felhasználási módok közt megjelölt társadalmi és környezeti szempontból fenntartható turizmusfejlesztés cél megvalósulását szolgálja. A kiskörei meglévő kikötő fejlesztése teljes mértékben illeszkedik a desztináció arculatához, mivel a Tisza-tó környékét meglátogató turisták nagy része az aktív vízi sportok, vagy a horgászat lehetőségét keresi; a fent bemutatott fejlesztések a célcsoport igényeit tükrözik, valós piaci igényre kínál megoldást; és hozzájárulnak az egy turistára eső költés és helyben eltöltött időtartam növeléséhez. A fejlesztés I. ütemének hatására az idelátogató turisták a vízi járművek bérlésével, kitáblázott vízi útvonalak bejárásával (idegenvezetővel vagy önállóan), a meglévő hallépcső meglátogatásával legalább 3 órát töltenek a vízen, horgászat céljából 4-6 órát. Az úszóműre épült kávézóban, a parti sétányon eltöltött további 1-2 óra meghosszabbítja a kiskörei kikötőben eltöltött tartózkodást, összességében fél-1 naposra növelve az itt tartózkodást. A fejlesztést követően a kikötő egész évben nyitva lesz, január 1-től december 31-ig napi 24 órában, tehát hosszabb ideig a jelenlegi nyitvatartási időnél (április 1. - október 31.). A kávézó a főszezonban tart nyitva (április 1. - október 31.) 10-19 óráig. A parkoló, kerékpár parkoló, bográcsozó és a parti sétány szintén egész évben használható, ezzel is meghosszabbítva a nyári szezont. A Tisza-tó rendkívüli turisztikai adottságokkal rendelkezik (egyedülálló természeti környezet, vízi sportok és vízparti kikapcsolódás lehetősége, kerékpározás, horgászat). Kisköre a Tisza-tó legnyugatibb csücskében a fejlesztéssel több látogatót, megszálló vendéget szeretne vonzani. A kikötő fejlesztése lökést adhat a meglévő turisztikai kereslet növelésének, valamint Heves megye egyéb turisztikai fejlesztésével jól kiegészítheti a térség turisztikai kínálatát: egyrészt elsődleges vonzerőként, más turisztikai célpontok alternatívájaként jelenhet meg bizonyos célcsoportok (aktív turizmust kedvelők, horgászok és kisgyermekes családok) számára, másrészt többlet programként színesítheti, kibővítheti az itt eltöltött időt. A megvalósítás során az egész projektet végigkíséri egy külső megbízott turisztikai szakember. A kikötő üzemeltetését végző Kisköre Városfenntartó és Szolgáltató Kft.-vel és a projektmegvalósításra rendelkezésre álló turisztikai szakemberrel együtt a projekt rendelkezik a megfelelő személyi, szervezeti erőforrásokkal a kikötő színvonalas működtetésének biztosításához. Az újonnan épülő kávézóban a vendéglátás feltételei biztosításra kerülnek. A kikötő egész területén a szelektív hulladékgyűjtés feltételei megvalósulnak. A parkolók kialakítása során a mozgáskorlátozottak igényeit is figyelembe vesszük. Kiskörén kompletten elérhetők turisztikai szolgáltatások. A kikötő fenntartható működéséhez, integrálásához szükséges partnerség biztosított: a projektgazda Önkormányzat együttműködik a térség egyéb szervezeteivel, vállalkozásaival, ezáltal a kikötő fejlesztése azon vállalkozók tevékenységeit is erősíteni fogja, akik együttműködnek a kikötővel.
