Other activities of the project involving the local government of Balassagyarmat as a consortium leader are the preparation of permit and construction plans in the framework of project preparation, public procurement, construction and the provision of mandatory publicity. The activities of Balassagyarmati City Development Ltd., as a consortium member, are the provision of project management and technical control. Balassagyarmati City Development Ltd. It is a project company owned 100 % by the Municipality of Balassagyarmat, and is therefore entitled to perform management and technical inspection tasks according to the relevant regulations. In view of the project’s budget and the number of its activities, project management and financial management tasks will be performed by István Oravecz, the managing director of City Development Ltd., while Tamás Magyaros will perform the tasks of the technical inspector of the City Development Ltd. C) Compliance with the conditions set out in point 3.2 of the call a) As beneficiaries of projects supported by European Union funds, both members of the consortium acknowledge and treat as an obligation to comply with the environmental and equal opportunities legislation applicable to the project, to preserve the protected natural and cultural assets in the area covered by the project, and to eliminate existing or resulting environmental damage and non-compliance with the law in terms of equal opportunities at the latest during the implementation of the project. B) In public events, communication and behaviour related to development, the need for support shall be expressed as a sense of opportunity: it does not mediate segregation, reduces existing prejudices for groups. C) The project is inherently resilient to climate change and natural disasters. The implementation or outcome of the project is not endangered by extreme weather events, e.g.: flood, drought, heat, fire, or other weather risk. It can be stated that the project has no foreseeable climate risk. — The project does not include any activity involving water intervention — In respect of the above, we declare that the project complies with all environmental and equal opportunities legislation and that it has no impact on energy use, the ecological status of the project’s environment, the status of water and climate change. D) When designing the facilities, use of space and transport connections, we have taken into account the principles of universal design, i.e. the needs of women and men, the needs of the elderly, the disabled and the children, as we provide the conditions for accessibility when renovating the interior pavements of the property. e-f) The property affected by the development can be used without hindrance at present. g) Given the fact that the local government requesting support, we declare that we have a local equal opportunities programme, the compatibility of which with the project will be presented in the tender. Bankszámlaszám A támogatási igényhez használt bankszámlaszám jelenleg még nem áll rendelkezésre, annak megnyitására a támogatói döntést követően kerül sor. Ennek megfelelően a pályázati adatlapon az önkormányzat főszámláját adtuk meg. A projekt részletes bemutatása a) a projekt célja A megalapozó dokumentumban került bemutatásra. b) a projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt A projekt a balassagyarmati Városi Bölcsőde fejlesztése vonatkozik. A pályázathoz mellékelt műszaki leírás alapján a fedélszék cseréje, az épület szennyvízelvezetésének felújítása, valamint a telken belüli járdák felújítása valósul meg. Így a Felhívás 3.1.1 Önállóan támogatható tevékenységek A) Intézmény/szolgáltatás infrastrukturális fejlesztése a) bővítés, átalakítás, felújítás (beleértve az épületgépészetet, a főzőkonyha vagy a melegítőkonyha fejlesztését is) és c) udvar, játszóudvar felújítása tevékenységeket tartalmazza a pályázat. A Felhívás 3.1.2 Önállóan nem támogatható, választható tevékenységek pontja szerinti tevékenységet a projekt nem tartalmaz. A projekt Balassagyarmat Város Önkormányzatát, mint konzorcium vezetőt érintő egyéb tevékenységei a Projektelőkészítés keretében az engedélyezési és kiviteli tervek elkészítése, a közbeszerzés, akivitelezés, illetve a kötelezően előírt nyilvánosság biztosítása. A Balassagyarmati Városfejlesztő Kft., mint konzorciumi tag tevékenysége a Projektmenedzsment ellátása és a műszaki ellenőrzés. A Balassagyarmati Városfejlesztő Kft. Balassagyarmat Város Önkormányzatának 100 %-os tulajdonában álló projektcége, így a vonatkozó előírások alapján jogosult ellátni a menedzsmenti és a műszaki ellenőri feladatokat. Tekintettel a projekt költségvetésére és tevékenységeinek számára a projektmenedzseri és pénzügyi vezetői feladatokat Oravecz István, a Városfejlesztő Kft. ügyvezetője, míg a műszaki ellenőri feladatokat Magyaros Tamás a Városfejlesztő Kft. alkalmazottja fogja ellátni. c) a felhívás 3.2 pontjában előírt feltételek teljesülése a) Az európai uniós forrásból támogatott projektek kedvezményezettjeként, a konzorcium mindkét tagja tudomásul veszi, és kötelezettségként kezeli, hogy köteles a projektre vonatkozó környezetvédelmi és esélyegyenlőségi jogszabályokat betartani, a projekt által érintett területen a védett természeti és kulturális értékeket megőrizni, a fennálló vagy a beruházás során keletkezett környezeti kárt és az esélyegyenlőség szempontjából jogszabályba ütköző nem-megfelelőséget legkésőbb a projekt megvalósítása során megszüntetni. b) A fejlesztéshez kapcsolódó nyilvános eseményeken, kommunikációjában és viselkedésében a támogatást igénylő esélytudatosságot fejez ki: nem közvetít szegregációt, csökkenti a csoportokra vonatkozó meglévő előítéleteket. c) A projekt jellegéből adódóan ellenálló az éghajlatváltozással és a természeti katasztrófákkal szemben. A projekt megvalósítását vagy eredményét nem veszélyezteti extrém időjárási esemény, pl.: árvíz, szárazság, forróság, tűz, vagy más időjárási kockázat. Kijelenthető, hogy a projektnek nincs előre látható klímakockázata. - A vizekbe történő beavatkozással járó tevékenységet a projekt nem tartalmaz - A fentiek tekintetében a támogatást igénylőként nyilatkozunk, hogy a projekt valamennyi környezeti, esélyegyenlőségi jogszabálynak megfelel, és az energiafelhasználásra, a projekt környezetének ökológiai állapotára, a vizek állapotára és a klímaváltozásra hatása nincs. d) A létesítmények, térhasználat, közlekedési kapcsolatok tervezésekor a pályázat előkészítésekor, illetve a projektfejlesztési szakasz során is figyelembe vettük, vesszük és érvényesítjük az egyetemes tervezés elveit, azaz a nők és férfiak igényeit, az idősek, a fogyatékosok és a gyermekek igényeit, hiszen az ingatlan belső járdáinak felújításánál biztosítjuk akadálymentesítés feltételeit. e-f) A fejlesztéssel érintett ingatlan jelenleg akadálymentesen használható. g) Tekintettel arra, hogy a támogatást igénylő települési önkormányzat, nyilatkozunk, hogy rendelkezünk helyi esélyegyenlőségi programmal, melynek a projekthez való illeszkedését bemutatjuk a pályázatban. A helyi esélyegyenlőségi program megtalálható a város honlapján (www.balassagyarmat.hu) h) Tekintettel arra, hogy a támogatást igénylő ötven főnél több személyt foglalkoztató költségvetési szerv, nyilatkozunk, hogy rendelkezünk esélyegyenlőségi tervvel, mely megtalálható a város honlapján (www.balassagyarmat.hu). i) A fejlesztés 300 millió Ft teljes elszámolható költség alatti projekteknek minősül, így a projekt pénzügyi fenntarthatóságának bemutatása a megalapozó dokumentumban történt meg. 3.2.1.
