In the framework of the present project, the construction of a narrow road, currently overgrown with ‘porous’ vegetation, aimed at accessing the economic zone in the area of the Sümeg Industrial Park, in accordance with the municipal planning plan, will be provided with solid pavement and related public lighting. The route of the planned road covers the following areas, which are currently classified as road, from Eitner Street to the National Road 7327: hrsz:555; geographical area: 4443/2; geographical area: 4443/7; geographical area: 029. Properties classified as public or public roads are part of the industrial park. At present, the main task of the exploratory road connecting Eitner Street with road 7327 will be to carry out all traffic to/from Keszthely, so the access of the Industrial Park two-way truck will be ensured and accessible. The present development is an extremely significant investment in order to improve the availability of the industrial park, as the truck traffic in the industrial area cannot connect directly to the road leading to Keszthely, Hévíz, M7. Driving from the Industrial Park through Táncsics Street, heavy goods vehicles, especially trailers and semi-trailers, are not provided enough space to turn to road 7327. The area runs through a densely built residential area, and due to the inadequacy of the space requirement of the turn-out, it forces the trucks towards one of the busiest streets of the city, Árpád Street. On the one hand, the investment ensures excellent access to the city’s economic areas for businesses and workers, which is essential for the recovery. On the other hand, the route, which is essentially economic, relieves the city’s current road network, which contributes to improving urban liveability and quality of life by improving road access times. The direct overall objective of the project is to enable the Sümeg Industrial Park to contribute as much as possible to the development of the local and regional economy, to the strengthening of the economic potential of the settlement, its ability to attract capital, to the creation of a municipal business infrastructure background to local economic development and to increase the economic activity of the established enterprises. The project with a total cost of HUF 280 050 432 relates to point (d) of the Call for Main Activity A, covering the following activities: — road construction — 1 030 m length and 6.5 m width — construction of public lighting along the entire road — purchase of real estate — due to the widening of the planned route and the construction of land suitable for new settlements, mandatory information and publicity, as required by the KTK2020 document, will be provided as an ineligible activity. The owner and operator of the Sümeg Industrial Park, the Municipality of Sümeg, fits into the circle of beneficiaries mentioned in point 4.1 of the Call. The area affected by the development is located in the area of a zone called Gipe, economic and industrial area, according to the Local Construction Regulations of the settlement, and is part of the Industrial Park. The purchase of private land forming part of the Industrial Park is part of the project and will be owned by the Applicant up to milestone 1. Following the purchase and exchange of real estate, the plots of land concerned are converted and reclassified. The complete technical documentation related to road development and public lighting (with standard collection, itemised design budget) is available to the Applicant until milestone 1. As an annex to the Grant Application, the Business Plan and Cost Benefit Analysis in accordance with the requirements of the Call Methodological Guide have been attached. During the implementation of the project, the Applicant fulfils its information and publicity obligations as set out in the KTK2020 Guide and the Arculati Manual. Jelen projekt keretében a Sümegi Ipari Park területén a gazdasági övezet megközelítését célzó, az Önkormányzat településrendezési terve szerinti, önkormányzati tulajdonban lévő, jelenleg „poros”, növényzettel benőtt, keskeny út szilárd burkolattal való ellátása és a hozzá kapcsolódó közvilágítás megépítésre valósul meg. A tervezett út nyomvonala az alábbi, jelenleg is közút besorolású területeket érinti az Eitner utca felől a 7327. sz országos közút irányába való megközelítéssel: hrsz:555; hrsz: 4443/2; hrsz: 4443/7; hrsz: 029. A közterület, illetve közút besorolású ingatlanok az ipari park részét képezik. Az Ipari Park jelenleg egyetlen szilárd burkolatú útját, az Eitner utcát a 7327. számú közúttal összekötő, feltáró út legfontosabb feladata a Keszthely felé induló/felől érkező teljes forgalom lebonyolítása lesz, így az Ipari Park kétirányú tehergépjármű megközelítése biztosítottá, akadálymentessé válik. Jelen fejlesztés kiemelkedően jelentős beruházás az ipari park elérhetőségének javítása érdekében, hiszen az iparterületen zajló tehergépjármű forgalom jelenleg közvetlenül nem tud rácsatlakozni a Keszthely, Hévíz, M7 felé vezető közútra. Az Ipari parkból a Táncsics utcán keresztül haladva a nagyobb méretű és teherbírású, tehergépjárművek, különösen a pótkocsik és nyerges szerelvények számára nem biztosított elegendő hely a 7327. sz. közútra való forduláshoz. A terület sűrűn beépített lakóövezeten keresztül vezet és a kifordulás helyigényének elégtelensége miatt a belváros egyik legforgalmasabb utcája, az Árpád utca felé kényszeríti a teherautókat. A beruházás egyrészt biztosítja a Város gazdasági területeinek kiváló megközelíthetőségét a vállalkozások és a munkavállalók számára, amely a gazdaságélénkítéshez elengedhetetlen. Másrészt az – alapvetően gazdasági célú – útvonal tehermentesíti a város jelenlegi közúthálózatát, amely a közúti eljutási idők javítása révén a városi élhetőség, életminőség javításához járul hozzá. A projekt közvetlen átfogó célja, hogy a Sümegi Ipari Park minél inkább hozzá tudjon járulni a helyi, térségi gazdaság fejlődéséhez, a település gazdasági potenciáljának, tőkevonzó képességének erősítéséhez, az önkormányzati üzleti infrastrukturális háttér megteremtéséhez a helyi gazdaságfejlesztéshez, valamint a betelepült vállalkozások gazdasági aktivitásának növeléséhez. A 280 050 432 Ft összköltségű projekt a Felhívás A) főtevékenység d) pontjához kapcsolódva az alábbi tevékenységekre terjed ki: - útépítés - 1 030 m hosszúságban, 6,5 m szélességben - közvilágítás kiépítése a teljes út hosszán - ingatlan vásárlás - a tervezett út nyomvonal szélesítése, illetve új betelepülésre alkalmas telkek kialakítása okán Önállóan nem támogatható tevékenységként a KTK2020 dokumentum előírása szerinti kötelező tájékoztatási és nyilvánosság biztosítására kerül sor. A Sümegi Ipari Park tulajdonosa és üzemeltetője Sümeg Város Önkormányzata illeszkedik a Felhívás 4.1 pontjában szereplő kedvezményezetti körhöz. A fejlesztéssel érintett terület a település Helyi Építési Szabályzata alapján Gipe jelű, gazdasági, ipari terület megnevezésű övezet területén helyezkedik el, az Ipari Park részét képezik. Az Ipari Park részét képező magánterületek megvásárlása a projekt részét képezik és a Pályázó tulajdonába kerülnek az 1. mérföldkőig. A vásárlást és ingatlancserét követően az érintett ingatlanok telekalakítása és átminősítése megtörténik. Az útfejlesztéshez és közvilágításhoz kapcsolódó teljes műszaki dokumentáció (normagyűjteményes, tételes tervezői költségvetéssel) az 1. mérföldkőig a Pályázó rendelkezésére áll. A Támogatási kérelem mellékleteként a Felhívás módszertani útmutató előírásainak megfelelő Üzleti terv és Költség-haszon elemzés csatolásra került. A Pályázó a projekt megvalósítása során a KTK2020 útmutatóban és az Arculati Kézikönyvben foglaltak szerinti tájékoztatási és nyilvánossági kötelezettségének eleget tesz. Sümeg Város Önkormányzata rendelkezik Helyi Esélyegyenlőségi Programmal, amely a kérelem mellékleteként csatolásra került. A beruházás 2018. január 2. napján indul, a projektzárás tervezett időpontja 2020. december 31. A kockázatok kezelése érdekében a maximálisan megvalósítható teljes időtartamot (36 hónap) kihasználtuk, tartalék idő valamennyi projektfázisnál betervezésre került a biztonságos megvalósítás érdekében. Jelen fejlesztés illeszkedik Veszprém Megye Területfejlesztési Programjában rögzített „Gazdasági növekedés, versenyképes, innovatív gazdaság, kitörési pontokra épülő gazdaságfejlesztés a fejlődési potenciált hordozó ágazatok fejlesztésével, a foglalkoztatás bővítésével” stratégiai célhoz, illetve a Járási Stratégia "gazdasági terület bővítése Sümegen, az új vállalkozások letelepítése érdekében" céljaihoz. A projekt megvalósítása során a Pályázó vállalja, hogy szorosan együttműködik a Veszprém Megyei és a Helyi foglalkoztatási paktumokkal.
