A) THE PURPOSE AND JUSTIFICATION OF THE PROJECT: The Szentgotthárd Industrial Park is a key territorial unit for the city and the national economy, and its development needs to be prioritised. To this end, the development of the Szentgotthárd Industrial Park “crossing the first border” of Szentgotthárd, which has been operating successfully for almost 20 years, since 1997, currently includes 31 enterprises, will be further developed through the construction and development of public utilities and transport infrastructure, which contributes to local economic development, stimulates the economy and increases employment levels. The Municipality of Szentgotthárd aims to create an even more attractive business environment through the infrastructural development of the industrial park and its environment. The specific objective of the project is to develop and expand the industrial park of Szentgotthárd, which is fully in line with the town’s plans and programmes, the Integrated Urban Development Strategy and the new Town Settlement Plan. It also fulfils the city’s economic development objectives of creating additional jobs through the establishment of new businesses, thereby strengthening the city’s economic potential. The development is intrinsically linked to similar developments in the region, including the target areas included in the action plan of the Western Pannonian Vehicle Industry and Mechatronics Centre, which is one of the key players of the city. The Municipality of Szentgotthárd has set the goal of the industrial park to be awarded the title of Industrial, Scientific, Innovation and Technology Park, which, with the objectives associated with it, is a complete synergy of the present development. To this end, the development needs, needs and goals of Vas County and Szentgotthárd have been coordinated. The development of the existing areas of the Szentgotthárd Industrial Park and the construction and provision of infrastructure of new industrial park areas is an investment developed in accordance with the consultations with the county government, which is in line with the municipal development strategy. So an important goal is the quantitative and qualitative development of the industrial park site supply, the proper supply of sites is the basis for urban economic growth, and the basic condition for attracting investments. The availability of new areas in the city’s ownership will create a condition for the expansion of the areas that can be offered to investors and settlers, but quantitative expansion must also be accompanied by qualitative changes. A key element is the question of accessibility and accessibility, on the Hungarian side the governmental development of M8 road, while on the Austrian side the construction of the S7 expressway in the coming years and the development of the internal road network of the industrial park by the present project is essential, but the provision of services (industrial park management) and raising it to a higher level can also bring significant added value in terms of the attractiveness of the site. As a result of the present development, through the investment in Szentgotthárd Industrial Park, by creating the right conditions, new micro, small and medium-sized enterprises can be settled, the development contributes to their growth path, helps to meet the needs of already established enterprises more widely, helps to attract working capital and boost the economic life of the region, as well as the growth of employment. A) A PROJEKT CÉLJA, INDOKOLTSÁGA: A Szentgotthárdi Ipari Park a város és a nemzetgazdaság szempontjából is kulcsfontosságú területi egység, melynek fejlesztéseit kiemelten kell kezelni. A gazdasági, ipari telephely iránti kereslet intenzív a térségben, így a jelenlegi kínálat hamarosan nem elégíti ki az igényeket, ezért az ipari park bővítése vált szükségessé az M8-as gyorsforgalmi út tervezett nyomvonaláig. Ezen kívül a már jelenleg is működő ipari park II. ütem elnevezésű a terület közlekedési rendszerének fejlesztése vált szükségessé a közlekedőfelület kialakítása, valamint az autóbuszöblök és buszforduló kiépítése által, csökkentve ezzel az ipari park környezeti terhelését. Az üzleti környezet, az üzleti infrastruktúra kialakítása és fejlesztése elengedhetetlen a vállalkozások működéséhez és a térségbe vonzásához, mely hozzájárul új munkahelyek teremtéséhez és a foglalkoztatás növeléséhez. A alapinfrastruktúra kialakításának elmaradása az ipari parkba betelepülni kívánó vállalkozások, illetve a már itt működő, bővülni kívánó vállalkozások számára korlátozó tényezőként jelentkezik. Ezen vállalkozások térségbe vonzásához, illetve megtartásához szükséges a Szentgotthárdi Ipari Park még hiányzó alapinfrastruktúrája kiépítése, illetve az ipari park III. ütemével történő bővítése. Ezek érdekében a fejlesztés keretében a már majdnem 20 éve, 1997-től sikeresen működő, jelenleg 31 vállalkozást magában foglaló az ország első határon „átnyúló” Szentgotthárdi Ipari Park továbbfejlesztése történik, közművesítés és közlekedési infrastruktúra kiépítése, illetve fejlesztése által, mely hozzájárul a helyi gazdaságfejlesztéshez, élénkíti a gazdaságot és növeli foglalkoztatási szintet növeléséhez. A Szentgotthárd Város Önkormányzata az ipari park és környezetének infrastrukturális fejlesztése révén az eddiginél is vonzóbb üzleti környezet kialakítására törekszik. A projekt konkrét célja Szentgotthárd város ipari parkjának fejlesztése, bővítése, mely teljes mértékben összhangban áll a város településfejlesztési elképzeléseivel, programjával, az Integrált Településfejlesztési Stratégiájával és az elfogadás előtt álló új Település Rendezési Tervvel. Továbbá beteljesíti a város azon gazdaságfejlesztési célkitűzéseit, mely új vállalkozások letelepedése által további munkahelyeket hoz létre, erősítve ezzel a város gazdasági potenciálját. A fejlesztés szervesen kapcsolódik a régió hasonló fejlesztéseihez, ezen belül a kormányzati szinten is kiemelten támogatott Nyugat-Pannon Járműipari és Mechatronikai Központ akciótervében szereplő célterületekhez, melynek a város egyik meghatározó szereplője. A Szentgotthárd Város Önkormányzata célul tűzte ki, hogy az ipari park elnyerje az Ipari-, Tudományos-, Innovációs- és Technológiai Park címet is, melynek megszerzésével, a hozzá kapcsolódó célkitűzésekkel jelen fejlesztés teljes szinergiát alkot. Fentiek érdekében összehangolásra kerültek Vas megye és Szentgotthárd város fejlesztési igényei, szükségletei és céljai. A Szentgotthárdi Ipari Park meglévő területeinek fejlesztése és új ipari parki területek kialakítása és infrastruktúrával történő ellátása a megyei önkormányzattal folytatott egyeztetésekkel összhangban kialakított beruházás, mely összhangban van a településfejlesztési stratégiával. Tehát fontos cél az ipari park telephely-kínálat mennyiségi és minőségi fejlesztése, a megfelelő telephelykínálat a városi gazdasági növekedés alapja, a befektetések vonzásának alapfeltétele. A város tulajdonába kerülő újabb területek rendelkezésre állása nyomán megteremtődik a befektetőknek, betelepülő vállalkozásoknak kínálható területek bővítésének feltétele, de a mennyiségi bővülést minőségi változásoknak is kísérni kell. Kulcselem az elérhetőség és megközelíthetőség kérdése, magyar oldalon az M8-as út kormányzati fejlesztése, míg osztrák oldalon az S7-es gyorsforgalmi út elkövetkező években történő kiépítése és az ipari park belső úthálózatának jelen projekt általi fejlesztése elengedhetetlen, de az igényeknek megfelelő szolgáltatások (ipari park menedzsment) biztosítása, magasabb szintre emelése is komoly hozzáadott értéket jelenthet a telephelyi vonzerő tekintetében. Jelen fejlesztés eredményeképpen a Szentgotthárdi Ipari Parkban megvalósuló beruházás által, a megfelelő feltételek megteremtésével lehetőség nyílik arra, hogy új, mikro-, kis- és középvállalkozások települjenek be, a fejlesztés hozzájárul ezek növekedési pályára állásához, elősegíti a már betelepült vállalkozások igényeinek mind szélesebb körű kielégítését, segíti a térség működő tőke vonzását és gazdasági életének fellendülését, valamint a foglalkoztatás növekedését. A kapcsolódó fejlesztések eredményeként (mely az üzleti terv 2.1 pontjában is bemutatásra kerül) elmondható, hogy a fejlesztés lehetőséget biztosít arra, hogy a közfoglalkoztatás világából az érintett munkavállalók átkerüljenek a versenyszféra munkaerőpiacára, a fejlesztés eredményeként megvalósuló munkahelyteremtés révén. így a fejlesztés hozzájárul a hátrányos (Hungarian)
