Decree No 7/2006 of the Minister for Agriculture and Rural Development on the definition of the energy characteristics of buildings Decree No 322/2015 of 24 May 2015 of the Minister for National Development amending Decree No 322/2015 of the Minister for National Development on the detailed rules for public procurement of works and design and engineering services related to public works Government Decree No 1073/2015 of 30 October 2015 on the National Energy Strategy for Buildings Government Decision (II.25.) — Act LXXVIII of 1997 on the Development and Protection of the Built Environment — Hungary’s National Energy Efficiency Action Plan until 2020. In the framework of the interventions, equal access is ensured for disadvantaged and cumulatively disadvantaged people, since the existing learning, creative employment and educational space of the Cultural House is designed and implemented in accordance with universal planning. As part of the development, a space for learning and creative activities will be created, so the development contributes to the improvement of the services of the cultural institution, which contributes to the expansion of the cultural public service of the municipality of Nagymányok. The investment and the purchase of equipment (furniture) is carried out with a well-founded, necessary and niche function, which contributes to the performance of professional tasks more effectively and of higher quality. The planned infrastructure development contributes to the objectives of the Lifelong Learning Strategy and is consistent with the activities supported under EFOP-3.3 (training and services), as our development will be able to provide their infrastructure background. State of play: The building currently functions as a Cultural House of Nagymányok City, situated in Nagymányok, under number 71 Petőfi S. street, and the interior is under the topographic number 661/13. The property can be accessed through passenger entrances on the south side of the plot. The existing building was built with a freestanding installation mode, two-storey flat roof design, with traditional small element construction technology. The building was built in the late 1970s. Complete public utilities (wire water, natural gas, sewerage, electricity, telephone) are built for the building. Access to the building is ensured through a ramp at the Sports Hall. In recent years, the building has been partially upgraded, during which the external boundaries (closing floor, facade wall structures) have been insulated, as well as the replacement of facade doors and windows. Due to the lack of resources at the time, the interiors of the building were not refurbished. There has been no major renovation in the institution since its construction (mid-end of 1970s). Planned (post-renovation) condition: In the course of the current investment, the in-house renovation and modernisation of the physical institution would take place in relation to the grant envelope. With a new layout on the ground floor and on the floor, the sanitary blocks would be restructured. On the ground floor there would be a barrier-free washbasin, equipped with a diaper, which would also function on women’s washrooms. Due to the significant sinking of the ground floor floors, a new floor would be created in these places after the complete dismantling of the existing floor layers. New floor coverings would be made in the parts of the building affected by further renovation, for the existing substrate. Due to the new layout of the sanitary blocks, a new electrical network (rewiring, new fittings, new luminaires) and a technical building network (water, sewage network, heating system with radiators, new sanitary appliances and fittings) would be installed on these parts, connected to the existing system. A new state-of-the-art condensation gas boiler will be installed for the heating system after the dismantling of the existing boiler. In the places indicated on the design boards, after the opening of the existing inner wooden doors, new inner wooden doors would be installed, with steel frames and solid HPS laminated door panels. A támogatási kérelemben kizárólag támogatható tevékenységek szerepelnek és a projektjavaslat az összes kötelezően megvalósítandó tevékenységet tartalmazza! A fejlesztés részletes műszaki tartalma: A fejlesztés során figyelembe vettük a benyújtott támogatási igény tartalmára vonatkozó, felhívásban található, építéshez, bővítéshez, felújításhoz, korszerűsítéshez kapcsolódó elvárásokat: - az épületek energetikai jellemzőinek meghatározásáról szóló 7/2006. (V.24.) TNM rendelet, - az országos településrendezési és építési követelményekről szóló 253/1997. (XII. 20.) Korm. rendelet (OTÉK), - a 39/2015. (IX. 14.) MvM rendelet az épületek energetikai jellemzőinek meghatározásáról, szóló 7/2006. (V. 24.) TNM rendelet módosításáról, - az építési beruházások, valamint az építési beruházásokhoz kapcsolódó tervezői és mérnöki szolgáltatások közbeszerzésének részletes szabályairól szóló 322/2015. (X. 30.) Korm. rendelet, - a Nemzeti Épületenergetikai Stratégiáról szóló 1073/2015. (II.25.) Korm. határozat, - az épített környezet alakításáról és védelméről szóló 1997. évi LXXVIII. törvény, - Magyarország Nemzeti Energiahatékonysági Cselekvési Terve 2020-ig. A beavatkozások keretében biztosított az egyenlő hozzáférés a hátrányos helyzetű és a halmozottan hátrányos helyzetű emberek részére is, hiszen a Művelődési ház meglévő, a fejlesztés helyszínéül szolgáló tanulási, kreatív foglalkoztató, oktatási célú tere az egyetemes tervezésnek megfelelően került megtervezésre és kerül kivitelezésre. A fejlesztés keretében a tanulást és kreatív tevékenységek megvalósítását szolgáló tér kialakítására kerül sor, így a fejlesztés hozzájárul a kulturális intézmény szolgáltatásainak javulásához, amely hozzájárul Nagymányok település kulturális közszolgáltatásának bővítéséhez. A beruházás, illetve az abban foglalt eszközbeszerzés (bútorzat beszerzése) megalapozott, szükséges, hiánypótló funkcióval történik, amely hozzájárul a szakmai feladatok eredményesebb, magasabb színvonalú ellátásához. A tervezett infrastruktúrafejlesztés hozzájárul az egész életen át tartó tanulás stratégiájában megfogalmazott célok eléréséhez, valamint illeszkedik az EFOP-3.3. intézkedés keretében támogatott tevékenységekhez (képzések és szolgáltatások), hiszen fejlesztésünk képes lesz azok infrastrukturális hátterének biztosítására. Jelenlegi állapot: Az épület jelenleg Nagymányok Város Művelődési Házaként funkcionál, Nagymányokon, a Petőfi S. utca 71. házszám, belterület 661/13 helyrajzi szám alatt helyezkedik el. Az ingatlan a telek déli oldalán elhelyezkedő személybejáratokon keresztül közelíthető meg. A meglévő épület szabadon álló beépítési módú, kétszintes, lapostetős kialakítású, hagyományos kiselemes építési technológiával készült. Az épület az 1970-es évek közepén, végén épült. Az épülethez a teljes közművesítés (vezetékes víz, földgáz, szennyvízcsatorna, villamos áram, telefon) ki van építve. Az épületbe történő akadálymentes bejutás lehetősége biztosítva van, a sportcsarnoknál kialakított rámpán keresztül. Az elmúlt években, az épület részleges energetikai korszerűsítése megtörtént, mely során a külső határoló szerkezetek (zárófödém, homlokzati falszerkezetek) hőszigetelve lettek, valamint homlokzati nyílászárók cseréje is megvalósult. Az akkori forráshiány miatt az épület belső terei nem kerültek felújításra. Az intézményben az építése óta (1970-es évek közepe-vége) jelentős felújítás nem történt. Tervezett (felújítás utáni) állapot: A jelenlegi beruházás során, a pályázati keretösszeghez mérten történne meg a tárgyi intézmény belső felújítása, korszerűsítése. A földszinten és az emeleten új alaprajzi elrendezéssel a vizesblokkok átalakításra kerülnének. A földszinten kialakításra kerülne egy akadálymentes mosdó, pelenkázóval felszerelve, ami egyben női mosdókent is funkcionálna. A földszinti padozatok, a jelentős mértékű megsüllyedése miatt, ezeken a helyeken a meglevő padozati rétegek teljes elbontását követően, teljes rétegrenddel új padozat készülne. Az épület további felújítással érintett részeiben, a meglevő aljzatra, új padlóburkolatok készülnének. A vizesblokkok új alaprajzi átrendezése miatt, ezeken a részeken új villamos hálózat (átvezetékezés, új szerelvényezés, új lámpatestek) és épületgépészeti hálózat (víz-, szennyvíz hálózat, fűtési rendszer radiátorokkal, új szaniterek és szerelvények) kerülne kiépítésre, a meglevő rendszerhez csatlakoztatva. A fűtési rendszer részére, a meglévő kazán elbontását követően, új korszerű kondenzációs gázkazán kerülne elhelyezésre. A tervlapokon jelzett helyeken, a meglevő belső fa ajtók elbontását követően, új belső fa ajtók lennének elhelyezve, acél tokszerkezettel, HPS laminált fóliás tömör ajtólapokkal.
