Following the dismantling of the old House of Culture, the Civil House became a new scene of community life, and it is planned to become the new seat and base of the public education institution. It once operated as a municipal service apartment, and the owner, the Municipality of Zalakaros, was refurbished in 2015 to ensure the new location of the community house, and its use is also ensured. The building with a floor area of 100 sqm currently has a 50 sqm employment space, a small warehouse and service rooms. From our own resources we create a small club room in the attic in 2017 and workstations for our employees, for which the Municipality has allocated 3 mFt. It is located in the central location of Zalakaros, in the neighbourhood of the kindergarten, near primary school and library, police, medical practice. The Civil House is a community scene that offers recreation and cultural opportunities for all ages and communities: they provide space for various self-organised and artistic groups, forums and meetings of civil society organisations.     A projektgazda a Zalakarosi Közösségi Ház és Könyvtár, mely szervezeti forma szerint közösségi művelődési intézmény, alaptevékenysége az informális és nem formális tanulás jegyében közösségi képzési és tehetséggondozó helyi szintű szolgáltatás biztosítása. A projekt célja a Zalakarosi Közösségi Ház és Könyvtár az informális és nem formális tanulás jegyében közösségi képzési és tehetséggondozó helyi szintű szolgáltatást biztosító infrastruktúra kialakítása, fejlesztése: az Intézmény jelenlegi telephelyeként, hamarosan székhelyeként működő Civil Ház oktató- foglalkoztató teremmel való bővítése. Célunk, hogy helyet biztosítsunk a jelenleg más helyszíneken, nem megfelelő körülmények között zajló rendszeres művelődési formák számára: művészeti, népművészeti csoportok rendszeres foglalkozásai (tánccsoportok, kórusok, hagyományőrző csoportok próbái), klubfoglalkozások (ifjúsági és nyugdíjasklub) számára. Zalakaroson 2013. október 30-ig az egykori faluközpontban lévő, Fő utca 8. sz. alatt volt található a művelődési ház, itt működött az intézményünk. Leromlott műszaki állapota miatt lebontásra került, így a közösségi ház – jobb megoldás híján – átmenetileg a Zrínyi utca 2. sz. alá költözött. Az épület – szerkezete, apró helyiségei, irodai funkciója miatt - alkalmatlan közművelődési, közösségi funkciót ellátni. A pályázat keretében a Zalakaros, Hegyalja u. 40. sz. alatti, szervezetünk telephelyeként működő Civil Ház bővítése valósul meg, amiben az egész életen át tartó tanulást támogató nem formális és informális tanulásra alkalmas 48 fős 76,81 nm-es oktató- és foglalkoztató tér kerül kialakításra. A Civil Ház a régi Művelődési Ház lebontását követően a közösségi élet új színtere lett, a tervek szerint a közművelődési intézmény új székhelye, bázisa lesz. Egykor önkormányzati szolgálati lakásként működött, majd a tulajdonos, Zalakaros Város Önkormányzata a közösségi ház új működési helyszínének biztosítása céljából 2015 - ben felújíttatta, az akadálymentes használat is biztosított. A 100 nm alapterületű épületben jelenleg egy 50 nm-es foglalkoztató tér, egy kis raktár, valamint kiszolgáló helyiségek vannak. Saját forrásból 2017-ben a tetőtérben kisebb klubszobát, alkalmazottaink részére munkaállomásokat alakítunk ki, melyre az Önkormányzat 3 mFt-ot különített el. Zalakaros központi helyén található, az óvoda szomszédságában, általános iskola és könyvtár, rendőrség, orvosi rendelő közelében. A Civil Ház olyan közösségi színtér, mely minden korosztály, minden közösség számára nyújt kikapcsolódási, művelődési lehetőséget: helyet biztosítanak a különböző önszerveződő és művészeti csoportoknak, fórumokhoz, civil szervezetek összejöveteleihez. A feltételeket azonban korlátozza a Civil Ház termének alacsony befogadóképessége. A foglalkoztató tér mérete miatt jelenleg csak a Dalárda és az Ezüst klubfoglalkozásainak tud helyet biztosítani, a többi művészeti csoport a település más pontjain, bérelt, használatba kapott termekben működik: a strandfürdő bejárata épületében, az általános iskolában. A Civil Ház a tervezett bővítéssel hosszútávon biztosítani tudja a megfelelő helyszínt a meglévő művészeti csoportok és más kisebb kulturális tevékenységek számára: a Női Énekkar, Vonós Kamaraegyüttes, Rügyecske csoport, Zöld Ág tánccsoport, a Karos Fúvósegyüttes (alkalomszerűen), a Bottal-fogó tánccsoport (alkalomszerűen) foglalkozásai az új terembe költöznek át. A helyhiány miatt az utóbbi években elmaradó - programokat újraindítjunk: ismeretterjesztő előadás szervezést, kézműves programokat, játszóházakat, kiállításokat, vásárokat, képzéseket szervezzünk. A projekttel a helyi civil szervezetek bázisaként a Civil ház ezen funkcióját erősítjük: civil szervezetek tanácskozásai, gyűlései, szakmai programjai részére helyet tudjunk biztosítani. A projekt benyújtását igényfelmérés előzte meg, melynek része volt egy lakossági kérdőíves felmérés, az intézményünk alatt működő művészeti-, népművészeti csoportok, és a nyugdíjas klub személyes megkeresése, igényeiknek a felmérése, valamint a helyi civil szervezetek közül a nagyobb aktivitású egyesületeket és alapítványokat mértük fel. Az épületbővítésen kívül a pályázat tárgya egy falra szerelhető mágneses törölhető tábla és egy lábon álló flipchart tábla beszerzése. A bővítéshez a szükséges építési engedélyes tervdokumentáció elkészült, az engedélyezési eljárás elindult. A projekt megvalósítása 2018. január 1-én indul, és 2019. június 29-én fejeződik be. A kivitelezést műszaki ellenőrzés kíséri. A projekt menedzsmentjét projektmenedzser és pénzügyi vezető biztosítja. A tájékoztatásra és nyilvánosságra vonatkozó kötelezettségeket az ÁÚF 10. fejezete valamint a hatályos „Kedvezményezettek Tájékoztatási Kötelezettségei” szerint valósítjuk meg: honlap aloldal létrehozása, „C” típusú tájékoztató táblát elhelyezése, fotódokumentáció készítése, sajtóközleményt kiküldése, TÉRKÉPTÉR feltöltése.
