Siófok School District Centre (tov. STK) since the establishment of an institution, it considers its main objective to achieve the territorial balance of public education education. The aim is to eliminate more than two thirds of the 46 institutions operating in their maintenance, to provide the framework for public education adapted to the work of dedicated educators and educators and to the expectations of society and the economy. The management of STK recognised that nowadays primary school education not only performs a function of basic knowledge and preparation for further education, but also that young people who are able to adapt and solve problems at the end of their studies — all in a rural, predominantly disadvantaged rural environment — with traditional roots and predominantly disadvantaged, have to be put into secondary education in the catching-up districts of Hungary. As a first step in the renewal of the existing degraded public education infrastructure, the goal is to create an institutional infrastructure that is suitable for creating an environment for the application of innovative pedagogical methods for decades, in order to catch up to the local society, in addition to the elimination of territorial backwardness and the establishment of modern institutional frameworks. The project is part of STK’s complex development strategy, which provides a coherent public service surplus in the most developed areas. In its output, it ensures that the local conditionality of education and education brings in direct proximity to students of 2H (2-32 %), SNI (4.5-8.4 %) and BTMN (11-19 %) and other target groups seeking catch-up and quality education the sustainable innovative and quality provision of basic, catch-up and artistic education. This goal is linked to the development of educators’ expertise in previous years, and together they contribute to the reduction of territorial disadvantages, social inclusion and the strengthening of locally thriving active groups. Balatonkeresztúr’s schooling district includes several disadvantaged settlements according to Decree No 105/2015. Balatonberény and Nikla are social, economic and infrastructural settlements affected by considerable worklessness, and the Marcali district, which provides the catchment area, is 290/2014. (XI. 26) the district benefiting from the Government Decree. The situation of the applicant institution in the district is very special, as it is an inclusive and helpful medium for catching up young children on the basis of the schooling data of recent years and the demographic indicators of the catchment area — however, it did not have the opportunity to provide this at the level of social expectations until the present application opportunity. The institution’s physical infrastructure to be developed has deteriorated, and several built elements do not correspond to decent access to a healthy environment and public services as laid down in the Fundamental Law. The project responds to the above problems. The 20/2012 EMMI Decree and related regulators develop 22 modern institutional rooms. 11 classrooms, 2 servitors, 1 development room, 1 teacher’s room, 1 secretarial, 3 corridors and roadway renovations, 3 complete refurbishments, interior doors and doors, lighting modernisation, protective cover. 160 pcs (of which 3 pieces of school furniture and equipment; 94 infocommunications-; 24pcs of basic knowledge; 39 pcs of natural sciences-) equipment. Manages project and professional management for 14 months in the framework of mandatory, ineligible activities — Project Manager, Finance Manager, Professional Manager. 1 communication plan, 2 information boards, 2 press releases, 2 project events. After the activation of the management and professional staff, the project implements other public procurement procedures, has the documentation drawn up, concludes the contractor’s contract, performs checks and information, implements asset development, activates the results of the investment and performs a wide-ranging socialisation. It commits to mainstreaming horizontal and equal opportunities. The implementation of public education development will be realised, as a result of the development, the learning and progression opportunities of Balatonkeresztúr and regional primary school pupils are aligned with the EU standards, the objectives set out in the relevant strategies are met, the early school leaving and early school leaving will be reduced, the number of young people entering the NEET target group due to low educational attainment will decrease, the number of successful students in secondary schools will increase, the retention power of the region will increase, and the socio-economic development based on local identity will be ensured in its long-term output.     A Siófoki Tankerületi Központ (tov. STK) intézmény alapításától kezdődően legfontosabb céljának tekinti a közoktatás-nevelés területi egyensúlyának megteremtését. Célja a fenntartásában működő 46 intézmény több mint kétharmada jelenllévő korszakos hátrány felszámolása, az elhivatott pedagógusok és nevelők munkájához valamint a társadalomés gazdaság elvárásaihoz igazodó köznevelés kereteinek biztosítása. Az STK menedzsmentje felismerte, hogy napjainkban az általános iskolai oktatás nemcsak alapismereti és továbbtanulásra felkészítő funkciót lát el, hanem olyan fiatalokat kell a középfokú oktatásba bocsátani, akik tanulmányaik végén alkalmasak a széleskörű alkalmazkodásra, problémamegoldásra – mindezt egy tradicionális gyökerekből táplálkozó, túlnyomórészt hátrányokkal sújtott falusias - kisvárosias környezetben, Magyarország felzárkóztatandó járásaiban. A meglévő leromlott köznevelési infrastruktúra megújításának első lépéseként Balatonkeresztúr és térségében a helyi társadalmi felzárkózás érdekében, a területi elmaradottság felszámolásán és korszerű intézményi keretek kialakításán túl jelen projekt megvalósításával olyan intézményi infrastruktúra kialakítása a cél, amely alkalmas az innovatív pedagógiai módszerek akár évtizedes alkalmazási környezetének megteremtésére. A projekt részét képezi az STK komplex fejlesztési stratégiájának, mely koherens közszolgáltatási többletet nyújt a leginkább fejlesztendő területeken. Kimenetében biztosítja, hogy a nevelés-oktatás helyi feltételrendszere közvetlen közelségbe hozza a 2H (2-32%), SNI (4.5-8.4%) és BTMN (11-19%) csoportba tartozó, valamint a felzárkózást és minőségi oktatást kereső egyéb célcsoportba tartozó tanulói részére az alap- felzárkóztató- és művészeti oktatás fenntartható innovatív és minőségi biztosítását. E cél kapcsolódik az intézmény által korábbi években megvalósított pedagógus szaktudás-fejlesztéshez, együtt hozzájárulnak a területi hátrányok csökkentéséhez, a társadalmi felzárkózáshoz és a lokálisan boldoguló aktív rétegek megerősítéséhez. Balatonkeresztúr beiskolázási körzetébe több a 105/2015 korm.rend szerint hátrányos helyzetű település tartozik. Balatonberény és Nikla jelentős munkanálküliséggel sújtott, Nikla társadalmi- gazdasági és infrastrukturális szempontból kedvezményezett település, a vonzáskörzetet adó Marcali járás pedig a 290/2014. (XI. 26.) Korm. rendelet szerint kedvezményezett járás. A pályázó intézmény helyzete a járásban igen speciális, mivel az elmúlt évek beiskolázási adatai és a vonzáskörzet demográfiai mutatói alapján befogadó és segítő közeget jelent a felzárkózó kisgyermekek számára – ugyanakkor ennek társadalmi elvárás-szintű ellátásához jelen pályázati lehetőségig nem volt lehetősége. Az intézmény fejlesztendő tárgyi infrastruktúrája leromlott, több épített elem nem felel meg az Alaptörvényben rögzített egészséges környezethez és közszolgáltatásokhoz való méltó hozzáférésnek. A projekt az előbbi problémákra ad választ. A 20/2012 EMMI rend. és kapcsolódó szabályzók alkalmazásával felújított, korszerűen felszerelt 22 intézményi helyiséget fejleszt. Megvalósít 11 db tanterem, 2 db szertár, 1 db zsibongó és 1 db fejlesztő szoba, 1 tanári szoba, 1 db titkári, 3 db folyosó és közlekedő felújítást, 3 db komplett vizesblokk felújítást, beltéri nyílászárók cseréjét, világítás-korszerűsítést, védőburkolat kialakítást. Megvalósul 160db (ebből 3db iskolai bútor és eszköz; 94 db infokommunikációs-; 24db alapismereti-; 39db természettudományos-) eszköz beszerzése. Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek keretében 14 hónapon keresztül projekt és szakmai menedzsmentet működtet – Projektmenedzser, Pénzügyi vezető, Szakmai vezető. Elkészül 1 db kommunikációs terv, 2 db tájékoztató tábla, 2 sajtóközlemény, 2 projektrendezvény. A projekt a menedzsment és szakmai stáb aktiválását követően megvalósítja a közbeszerzési egyéb versenyeztetési eljárásokat, elkészítteti a dokumentációkat, kivitelezői szerződést köt, ellenőrzést és tájékoztatást hajt végre, megvalósítja az eszközfejlesztést, aktiválja a beruházás eredményeit valamint széleskörű társadalmasítást végez. Vállalja a horizontális és esélyegyenlőségi szempontok érvényesítését. Megvalósul a közoktatásfejlesztés implementációja, a fejlesztés eredményeképpen a Balatonkeresztúr és térségi általános iskolások tanulási és továbblépési esélyei igazodnak az EU sztenderdekhez, megvalósulnak a releváns stratégiákban foglalt célkitűzések, csökken a lemorzsolódás és a korai iskolaelhagyás, csökken az alacsony iskolai végzettség miatt NEET célcsoportba kerülő fiatalok száma, nő a középiskolákban sikeresen tovább tanulók száma, emelkedik a térség megtartó ereje, hosszú távú kimenetében biztosítottá válik a térség helyi identitásra épülő társadalmi-gazdasági fejlődése.
