Проектното предложение има за свое главно предназначение да осигури средства за обезпечаване с необходимия софтуер, вътрешни правила и обучения, изпълнението на задълженията и правомощията на Инспектората към Висшия съдебен съвет:- да води и поддържа регистър на декларациите по чл. 175а, ал. 1, т. 1 и т. 2 ЗСВ;- да води и поддържа регистър на влезлите в сила наказателни постановления, издадени от главния инспектор на ИВСС;- да извършва проверка на имуществените декларации на съдии, прокурори и следователи;- да извършва проверки за почтеност и конфликт на интереси и за установяване на действия, които накърняват престижа на съдебната власт, и проверки, свързани с нарушаването на независимостта на съдиите, прокурорите и следователите.Следващо предназначение на проектното предложение е осигуряването на ВСС със софтуер и провеждането на обучения, необходими за водене и поддръжка на публичен електронен регистър на отводите, включващ исканите отводи и мотивите, с които са уважени или не за всеки съдия.Проектното предложение включва седем дейности:1. Разработване на електронен публичен регистър на електронни декларации за обстоятелства, свързани с предотвратяване и установяване на конфликт на интереси и имуществени декларации;2. Разработване на електронен публичен регистър на отводите, включващ исканите отводи и мотивите, с които са уважени или не за всеки съдия;3. Разработване на вътрешни правила за извършване на проверки за почтеност (интегритет) на магистратите;4. Разработване на вътрешни правила за извършване на проверка на имуществените декларации на съдии, прокурори и следователи;5. Провеждане на обучения за работа с новите вътрешни правила и за работа с регистрите;6. Закупуване на компютърно оборудване и друг хардуер;7. Дейности за информация и комуникация.Проектното предложение се изпълнява от ИВСС - кандидат и ВСС - партньор. (Bulgarian)

The project proposal has as its main purpose the means of providing the necessary software, internal rules and training, the performance of the duties and powers of the Inspectorate at the Supreme Judicial Council:- to keep and maintain a register of the declarations under Article 175a(1)(1) and (2) of the ZSV; — to keep and maintain a register of the penal decrees in force issued by the Chief Inspector of the ISJC; to carry out checks on the property declarations of judges, prosecutors and investigators;- to carry out checks on integrity and conflict of interest and to identify actions that undermine the prestige of the judiciary and checks related to the violation of the independence of judges, prosecutors and investigators.The next purpose of the project proposal is to provide the SJC with software and conduct trainings necessary for keeping and maintaining a public electronic register of withdrawals, including the requested withdrawals and the reasons with which they are granted or not for each judge. The draft proposal includes seven activities:1. Development of an electronic public register of electronic declarations of circumstances related to the prevention and identification of conflicts of interest and property declarations;2. Development of an electronic public register of withdrawals, including the requested retractions and the reasons for which they are upheld or not for each judge;3. Development of internal rules for carrying out integrity checks (integrity) of magistrates;4. Development of internal rules for the verification of property declarations of judges, prosecutors and investigators;5. Conducting trainings to work with the new internal rules and to work with registers;6. Purchase of computer equipment and other hardware;7. Information and communication activities.The project proposal is implemented by the ISJC — candidate and SJC — partner. (English)
