Przedmiotem projektu jest budowa zintegrowanego systemu ostrzegania i alarmowania o zagrożeniach mających wpływ na zwiększenie bezpieczeństwa mieszkańców powiatu ostrołęckiego. Celem tego działania jest poprawa bezpieczeństwa przed zagrożeniami w czasie pokoju (ostrzeganie i alarmowanie ludności o zagrożeniach związanych z zagrożeniami terrorystycznymi, katastrofami naturalnymi, technicznymi oraz zjawiskami pogodowymi) w czasie wojny (ostrzeganie i alarmowanie ludności o zagrożeniach z powietrza, wystąpieniu skażeń chemicznych, biologicznych i promieniotwórczych). W ramach niniejszego działania realizowane będzie wzmocnienie bezpieczeństwa i zapobiegania zagrożeniom, między innymi poprzez: rozwój systemów zintegrowanego monitoringu i ostrzegania, prognozowanie zagrożeń i reagowania w sytuacji nagłego wystąpienia zjawisk ekstremalnych i katastrofalnych lub innych poważnych awarii. Budowa zintegrowanego systemu powiadamiania i alarmowania ludności oraz zintegrowanej łączności będzie realizowana we wszystkich 11 gminach powiatu ostrołęckiego tj: gmina Baranowo, gmina Czarnia, gmina Czerwin, gmina Kadzidło, gmina Goworowo, gmina Lelis, gmina Łyse, gmina Olszewo-Borki, gmina Rzekuń, gmina Troszyn, gmina miejsko-wiejska Myszyniec. Zasada działania systemu ostrzegania opierać się będzie w szczególności poprzez przesyłanie drogą radiową komunikatów do poszczególnych stacji wyposażonych w głośniki, zamontowanych na dachach wybranych budynków użyteczności publicznej. Projekt zakłada wybudowanie 26 nowych punktów alarmowych do 2017 roku z możliwością ich powiększenia do 75 zgodnie z Rekomendacją Wojewody Mazowieckiego. System będzie się składał z nowoczesnych syren elektronicznych, szczelinowych wraz z urządzeniami do włączenia, sterowania, kontroli oraz monitorowania. Połączenie ich odbywać się będzie poprzez zespolenie z centralą wojewódzką, gminną a także podłączenie do starych systemów alarmowych będących już na wyposażaniu gmin. (Polish)

The subject of the project is the construction of an integrated system for alerting and alerting the dangers affecting the safety of residents of the Ostręłęk district. Under this action, security and risk prevention will be strengthened, inter alia by: development of integrated monitoring and warning systems, forecasting threats and responses in emergencies of extreme and catastrophic events or other major accidents. The construction of an integrated system of notification and alerting of the population and integrated communication will be carried out in all 11 municipalities of the Ostręłka district, i.e.: Baranowo commune, Czarnia commune, Czerwin commune, Kadzidło municipality, Goworowo commune, Lelis municipality, Łyse municipality, Olszewo-Borki commune, Rzekuń commune, Troszyn commune, urban-rural municipality Myszyniec. The principle of operation of the warning system will be based in particular by radio transmission of messages to individual stations equipped with loudspeakers mounted on the roofs of selected public buildings. The project assumes the construction of 26 new emergency points by 2017 with the possibility of increasing them to 75 according to the recommendation of the Mazowiecki Voivodeship. The system will consist of modern electronic sirens, slotted devices with switching, control, control and monitoring devices. Their connection will take place by combining with the voivodship, commune headquarters and connection to old alarm systems already on the equipment of communes. (English)

L’objet du projet est la construction d’un système intégré d’alerte et d’alerte sur les menaces affectant l’amélioration de la sécurité des habitants du district d’Ostroleka. L’objectif de cette action est d’améliorer la sécurité contre les menaces en temps de paix (alerte et alerte de la population des menaces liées aux menaces terroristes, menaces naturelles, techniques et météorologiques) pendant la guerre (alerte et alerte des populations de menaces aériennes, contamination chimique, biologique et radioactive). Cette action renforcera la sécurité et la prévention des risques, notamment en: la mise au point de systèmes intégrés de surveillance et d’alerte, de prévision des risques et d’intervention en cas d’événements extrêmes et catastrophiques ou d’autres accidents majeurs. La construction d’un système intégré de notification et d’alarme publique et de communication intégrée sera réalisée dans les 11 communes du district d’Ostroleki, c’est-à-dire: la municipalité de Baranowo, la commune de Czarnia, la commune de Czerwin, la municipalité de Kadzidło, la municipalité de Goworowo, la municipalité de Lelis, la municipalité de Łyse, la municipalité d’Olszewo-Borki, la municipalité de Rzekuń, la municipalité de Troszyn, la commune urbaine-rurale de Myszyniec. Le principe de fonctionnement du système d’avertissement sera notamment basé sur l’envoi de messages radio à des stations individuelles équipées de haut-parleurs installés sur les toits de certains bâtiments publics. Le projet prévoit la construction de 26 nouveaux points d’alarme d’ici 2017 avec la possibilité de les porter à 75, conformément à la recommandation du gouverneur de la province de Mazowieckie. Le système sera composé de sirènes électroniques modernes, avec des dispositifs de commutation, de contrôle, de contrôle et de surveillance. Ils seront combinés à l’administration centrale provinciale et municipale ainsi qu’à la connexion à d’anciens systèmes d’alarme déjà équipés de municipalités. (French)
