The project is directly related to Thematic objective Security and Priority 3.2 Addressing common security challenges, including Improving qualifications of the staff in charge of rescue actions and developing the ability to participate effectively in a joint response to incurred risks and Joint initiatives on prevention of natural and man-made disasters. The project is related to Ukrainian Strategy of reforming system of national rescue services based on decree of Prime Minister of Ukraine No. 61-p dated 25th January 2017. The project is based on the partnership of SOS – rescue Foundation (leader), Mountain Volunteer Search and Rescue – Bieszczady Group (GOPR), Lviv regional control and rescue service of tourist-sports association of Ukraine and Municipality Ustrzyki Dolne. The overall objective of the project is: creating coordination and training centre to reduce mobilization time and increase effectiveness of cross-border rescue actions in Bieszczady region. To complete the overall objective following actions will be executed: adaptation of building in Równia, Poland for coordination and training centre, modernization of quarters in Slavsko, Ukraine for training and rescue action centre, purchase of training and rescue equipment for SOS – rescue Foundation, Mountain Volunteer Search and Rescue – Bieszczady Group and Lviv regional control and rescue service of tourist-sports association of Ukraine, conducting training courses for rescuers and volunteer firefighters, conducting coordinated cross-border rescue actions, organizing public events to raise awareness about safety in mountains. The project will change following issues: no access to the self-reliant training and coordination centre in Polish Bieszczady region, no proper rescue and training base in Ukraine, no proper equipment for coordinated cross-border rescue actions, excessive waiting time for rescue team in Ukraine, low level of safety knowledge among local citizens and tourists. Le projet est directement lié à l’objectif thématique Sécurité et priorité 3.2 Répondre aux défis communs en matière de sécurité, y compris l’amélioration des qualifications du personnel chargé des actions de sauvetage et le développement de la capacité de participer efficacement à une réponse conjointe aux risques encourus et des initiatives conjointes en matière de prévention des catastrophes naturelles et d’origine humaine. Le projet est lié à la stratégie ukrainienne de réforme du système des services de secours nationaux fondée sur le décret du Premier ministre de l’Ukraine no 61-p du 25 janvier 2017. Le projet est basé sur le partenariat de SOS — Rescue Foundation (leader), Mountain Volunteer Search and Rescue — Bieszczady Group (GOPR), le service régional de contrôle et de sauvetage de Lviv de l’association touristique-sportive d’Ukraine et de la municipalité d’Ustrzyki Dolne. L’objectif global du projet est de: création d’un centre de coordination et de formation pour réduire le temps de mobilisation et accroître l’efficacité des actions de sauvetage transfrontalières dans la région de Bieszczady. Afin d’atteindre l’objectif global suivant, les actions seront exécutées: adaptation des bâtiments à Ría (Pologne) pour le centre de coordination et de formation, modernisation des quartiers à Slavsko, Ukraine pour le centre de formation et d’action de sauvetage, achat d’équipements de formation et de sauvetage pour SOS — Fondation de sauvetage, Mountain Volunteer Search and Rescue Group — Bieszczady Group et service régional de contrôle et de sauvetage de Lviv de l’association des sports touristiques d’Ukraine, organisation de cours de formation à l’intention des sauveteurs et des pompiers volontaires, conduite d’actions de sauvetage transfrontalières coordonnées, organisation d’événements publics pour sensibiliser à la sécurité dans les montagnes. Le projet modifiera les questions suivantes: Absence d’accès au centre de formation et de coordination autonome dans la région polonaise de Bieszczady, absence de base de sauvetage et de formation adéquate en Ukraine, absence d’équipement adéquat pour des actions de sauvetage transfrontalières coordonnées, temps d’attente excessif pour l’équipe de sauvetage en Ukraine, faible niveau de connaissances en matière de sécurité parmi les citoyens locaux et les touristes.
