This project proposal has been developed in connection with the award of grants BG16M10P002-2.005 — Design and construction of composting plants for separately collected green and/or biodegradable waste. Taking into account the requirements of the application guidelines, the municipality of Harmanli commissioned the development of a complete set of application documents, which aimed to examine and analyse the waste management system applied on the territory of the municipality of Harmanli. During the period of study and analysis it was found that the current situation requires and allows Harmani Municipality to prepare a project proposal with which to apply for funding from the Managing Authority of Operational Programme Environment 2014-2020. In the process of preparing the proposal and developing the concept of an investment project, the framework and scope of the project was outlined, with the main components which are included in it:- design of composting plant in rows of outdoors without forced aeration with capacity of 2 690 t/year;- construction works for construction of the installation and supply of equipment for the same;- Supply of equipment for separate collection of green and biodegradable waste;- Activities such as construction and authors supervision, management and information and communication of the project. In the process of development of the preliminary (pre-investment) studies it was found that the most suitable place for the implementation of the investment area is the existing objective. The implementation of the project will contribute to improving the results of the National Waste Management Plan 2014-2020 and meeting the requirements of the WMA. (English) | |||||||||||||||

Настоящето проектно предложение е разработено, във връзка с п-ра за предоставяне на безвъзмездна финансова помощ BG16M10P002-2.005 - Проектиране и изграждане на компостиращи инсталации за разделно събрани зелени и/или биоразградими отпадъци. Отчитайки изискванията на насоките за кандидатстване община Харманли, възложи разработването на пълен комплект документи за кандидатстване, които имаха за цел да бъде обследвана и анализирана, прилаганата система за управление на отпадъците на територията на община Харманли. В периода на проучване и анализиране беше установено, че съществуващото положение, налага и позволява община Хармани да подготови проектно предложение с което да кандидатства за финансиране от Управляващия орган на Оперативна програма "Околна среда 2014-2020". В процеса на подготовката на предложението и изработване на концепцията за инвестиционен проект беше очертана рамката и обхвата на същия, като основните компоненти които са включени в него са:- проектиране на компостираща инсталация в редове на открито без принудителна аерация с капацитет 2 690 т/год.;- строително монтажни работи по изграждане на инсталацията и доставка на оборудване за същата;- Доставка на техника за разделно събиране на зелени и биоразградими отпадъци;- Дейности, като строителен и авторки надзор, управление и информация и комуникация на проекта.В процеса на разработване на предварителните (прединвестиционни)проучвания беше установено, че най подходящото място за осъществяване на инвестициоонното намерение е на територията на съществуващото регионал депо – Харманли. По този начин ще се допринесе за избягване на изпълнение на дейности и СМР свързани с изграждане на довеждаща инфраструктура, като ще бъде необходимо единствено изграждане на допълнителна техническа инфраструктура на територията на депото.Изпълнението на проекта, ще допринесе за подобряване на резултатите, залегнали в Националния план за управление на отпадъците 2014-2020 и постигане на изискванията на ЗУО.
