The project proposal includes providing and providing access to integrated services, according to the specific needs of disadvantaged people, through the support of the established Home Help Unit. The project proposal is in line with OP HRD 2014-2020. The project complements without duplicating other documents in this area:- Municipal Development Plan of Kostenets Municipality, 2014-2020, Specific Objective 3.4. Improvement of the quality of social services and community services for prevention of social exclusion and exclusion. Measure 3.4.1.Extension of the network of social services to support vulnerable groups and communities. The population in Kostenets municipality is currently 12 302 persons. There are 1400 people with disabilities in the municipality and 2400 people over 65 years old. 350 persons with reduced working capacity of more than 90 %, and 1050 persons with reduced ability to work from 50 to 90 %. There are 55 children with permanent disabilities on the territory of the municipality, 15 of whom are in need of permanent care. Of those over 65, around 30 % are lonely. These are mostly elderly people with permanent disabilities who need both home care and social networking. On the other hand, a significant group of people with permanent disabilities live with relatives, leading to their engagement and inability to work. Data on unemployment in Kostenets municipality show a trend to increase and to May 2015 is 12.83 %, which is above the national average. The demographic development of the municipality has the following characteristics — the population of the municipality is decreasing, the number and share of the adult population is growing, as well as the number of the working age population. The trend is an ageing population, especially in smaller settlements. A large proportion of those in need remain outside the scope of social services projects. (English) | |||||||||||||||

Проектното предложение включва предоставяне и осигуряване на достъп до интегрирани услуги, според специфичните потребности на лицата в неравностойно положение, чрез подкрепа на създаденото Звено за услуги в домашна среда по процедура "Помощ в дома". Проектното предложение е в съответствие с ОП ”РЧР” 2014-2020. Проектът допълва, без да дублира други документи в тази област:- Общинския план за развитие на община Костенец, 2014 – 2020, Специфична цел 3.4. Подобряване качеството на социални услуги и развитие на услуги в общността за превенция на социалното изключване и изолацията.Мярка 3.4.1.Разширяване на мрежата от социални услуги за подкрепа на уязвимите групи и общности.Населението в община Костенец по настоящ адрес е 12 302 лица . Хората с увреждания на територията на община са 1400 , а лицата над 65 години са 2400. С намалена работоспособност над 90% са 350 лица, а с намалена работоспособност от 50 до 90% са 1050 лица . Децата с трайни увреждания на територията на общината са 55, от които нуждаещи се от постоянна чужда помощ са 15 . От лицата над 65 годишна възраст, около 30% са самотноживеещи. Това са предимно възрастни хора с трайни увреждания, които имат нужда както от грижа в домашна среда, така и от социални контакти. От друга страна значителна група от хората с трайни увреждания живеят с близки, което води до ангажирането им и невъзможността да упражняват трудова дейност. Данните за безработицата в община Костенец показват тенденция към увеличаване и към м. май 2015 г.е 12.83%, което е над средната за страната.Демографското развитие на общината е със следните характеристики - населението на общината намалява, нараства броя и дела на възрастното население, като намалява и броя на населението в трудоспособна възраст. Тенденцията е застаряване на населението, особено в по-малките селища. Голяма част от нуждаещи се остават извън обхвата на проектите за предоставяне на социални услуги. (Bulgarian)
