The overall objective of the project proposal is to improve the physical and living environment of the Karlovo city centre as a necessary condition for achieving an integrated, sustainable and ecological urban environment with new opportunities for economic and social development, including disadvantaged groups and ethnic minorities. The general objective of the draft proposal is thus fully consistent with the general objective of the current grant scheme, which is aimed at improving the physical and living environment of urban centres, specific objectives of the project:- To improve the physical environment in the central part of Karlovo by reconstructing the 20 July square in an urban centre;- To create conditions for the integration of disadvantaged groups by ensuring a safer and safer urban environment and improving access to administrative and social services; to improve the safety and security of the urban environment, and to achieve a beneficial environmental effect by introducing energy-saving street lighting of public spaces.The main activities will include:1) Organisation and project management.2) Organisation and conduct of procedures under the Public Procurement Act for the selection of project contractors. 3) Implementation of engineering — design, construction and exercise of author’s supervision during the construction of rehabilitation of “20 July”.4) Consultancy activity related to assessment of the conformity of investment projects and exercise of construction supervision.5) Information and publicity activities.6) Audit of the project. Общата цел на проектното предложение е подобряване на физическата и жизнена среда на градски център Карлово, като необходимо условие за постигане на интегрирана, устойчиво развита и екологична градска среда с нови възможности за икономическо и социално развитие, включително на групите в неравностойно положение и етническите малцинства.Така формулираната обща цел на проектопредложението напълно съответства с общата цел на настоящата схема за отпускане на безвъзмездна финансова помощ, която е насочена към подобряване на физическата и жизнената среда на градските центрове, допринасящи за осигуряване на устойчива и екологична градска среда с по-високо качество на живот и нови възможности за икономическо и социално развитие.Специфична цели на проекта:- Да се подобри физическата среда в централната градска част на град Карлово чрез реконструкция на площад "20 юли” в градски център;- Да се създадат условия за интегриране на групите в неравностойно положение, чрез осигуряване на по-безопасна и сигурна градска среда и подобряване на достъпа до административни и социални услуги;- Да се повиши безопасността и сигурността на градската среда, и да се постигне благоприятен екологичен ефект чрез въвеждане на енергоспестяващо улично осветление на обществени пространства.Основните дейности ще включат:1) Организация и управление на проекта.2) Организиране и провеждане на процедури по ЗОП за избор на изпълнители на дейностите по проекта. 3) Изпълнение на инженеринг - проектиране, строителството и упражняване на авторски надзор по време на строителството по рехабилитация на площад "20 юли".4) Консултантска дейност свързана с оценка на съответствието на инвестиционните проекти и упражняване на строителен надзор.5) Дейности по информация и публичност.6) Одит на проекта.
