The project “Support for children and young people in the Municipality of Kyustendil” aims to create and implement a sustainable model for deinstitutionalisation of care for children/young people deprived of parental care and children/youths at risk, by opening and providing new resident services in the municipality of Kyustendil — Transitional Housing/PZh/for 8 children from 15 to 18 years old and Observed dwelling/NZh/for 6 young people from 18 to 21 years old. This project proposal supports the process of deinstitutionalisation of childcare, accommodated in homes for children deprived of parental care and closure of these institutions. The implementation of the procedure will ensure the provision of the new services in the community built under the project “Improving the social infrastructure in the Municipality of Kyustendil — guarantor of a sustainable model for deinstitutionalisation” financed by Contract No BG16RFOP001-5.01-0042-C01 for grants under the procedure “Support for deinstitutionalisation of childcare” of Operational Programme Regions in Growth 2014-2020. In continuation of the already achieved infrastructural results, the intentions of Kyustendil Municipality are now oriented towards ensuring social inclusion, equal access and protection of children and young people placed in institutions and children/youths at risk from the community. The social inclusion of children/youths will be of paramount importance and will be achieved by providing the opportunity for all of them to participate in all aspects of the life of the community, including visiting local schools and using local health, transport and other public services. Through the deinstitutionalisation of the care of these children/youths will be fulfilled one of the most important conditions for guaranteeing their rights, which for one reason or another are at risk or cannot be raised by their families. The draft proposal is in accordance with the updated Action Plan for the implementation of the National Strategy “Vision for the deinstitutionalisation of children in the Republic of Bulgaria” and the approved map of the services. Проект "Подкрепа за деца и младежи в Община Кюстендил" цели създаване и реализиране на устойчив модел за деинституционализация на грижите за деца/младежи, лишени от родителски грижи и деца/младежи в риск, чрез разкриване и предоставяне на нови резидентни услуги в община Кюстендил - Преходно жилище /ПЖ/за 8 бр. деца от 15 до 18 г. и Наблюдавано жилище /НЖ/за 6 бр. младежи от 18 до 21 г. Настоящето проектно предложение подкрепя процеса по деинституционализация на грижата за децата, настанени в домовете за деца, лишени от родителска грижа и закриване на тези институции. Изпълнението на процедурата ще обезпечи предоставянето на новите услуги в общността изградени по проект „Подобряване на социалната инфраструктура в Община Кюстендил – гарант за устойчив модел за деинституционализация” финансиран с Договор № BG16RFOP001-5.001-0042-C01 за БФП по процедура „Подкрепа за деинституционализация на грижите за деца” на Оперативна програма „Региони в растеж” 2014-2020. В продължение на вече постигнатите инфраструктурни резултати сега намеренията на Община Кюстендил са ориентирани към осигуряване на социално включване, равен достъп и защита на деца и младежи, настанени в институции и децата/младежите в риск от общността. Социалното включване на децата/младежите ще е от първостепенно значение и ще се постига чрез осигуряване на възможност за всички те да участват във всички аспекти на живота на общността, включително да посещават местни училища и да ползват местните здравни, транспортни и други обществени услуги.Чрез деинституционализацията на грижата за тези деца/младежи ще бъде изпълнено едно от най-важните условия за гарантиране на техните права, които по една или друга причина са в риск или не могат да се отглеждат от семействата си.Проектното предложение е съобразно с Актуализирания план за действие за изпълнение на Националната стратегия „Визия за деинституционализацията на децата в Република България“ и утвърдената Карта на резидентните услуги.
