Given the emergency situation resulting from the COVID-19 outbreak and the need to take urgent action to provide protection and support to the most vulnerable citizens who, due to poverty and prolonged social exclusion, are struggling to provide their own livelihoods, this project proposal will provide the hot lunch service on the territory of the municipality of Razgrad.The project proposal aims at providing food to the people most affected by the COVID-19 pandemic and its consequences. It builds on and complements the activities carried out under the hot lunch at home in an emergency 2020 programme, financed from the national budget to address the consequences of the COVID-19 outbreak, allowing for an extension of the scope. The main activities will be carried out on the territory of the municipality of Razgrad in the period 01.01.2021-10.12.2021 inclusive and will include: identification of target groups, preparation and delivery of a warm lunch, including: soup, main course, bread and once a week dessert, as well as accompanying measures in compliance with all containment measures and sanitary and hygienic requirements.The project proposal contributes to the general objective of the Operational Programme to provide support and satisfy the basic food needs of people in need of social protection. Предвид извънредната ситуация, произтичаща от разпространението на COVID-19 и потребността от предприемане на спешни действия за осигуряване на закрила и подкрепа на най-уязвимите граждани, които поради бедност и продължителна социална изолация са в затруднение да осигурят сами прехраната си, на територията на община Разград по настоящото проектно предложение ще се предоставя услугата топъл обяд.Проектното предложение е насочено към осигуряване храна за хората, засегнати в най-висока степен от пандемията COVID-19 и последиците от нея. То надгражда и допълва дейностите, реализирани по целева програма „Топъл обяд у дома в условията на извънредна ситуация 2020", финансирана от националния бюджет за справяне с последиците от възникналата епидемична обстановка от COVID-19, като дава възможност за разширяване на обхвата. Основните дейности ще се реализират на територията на община Разград в периода 01.01.2021 г. - 10.12.2021 г. включително и ще включват: определяне на целевите групи, приготвяне и предоставяне на топъл обяд, включващ: супа, основно ястие, хляб и веднъж седмично десерт, както и съпътстващи мерки при спазване на всички противоепидемични мерки и санитарно-хигиенни изисквания.Проектното предложение допринася за постигане общата цел на оперативната програма да осигурява подкрепа и задоволяване на базовата нужда от храна на хората, които се нуждаят от социална закрила.
