The project aims through a system of scholarships to stimulate training in certain areas of higher education, identified as priorities for the country and to expand the scope of the educational service through additional resources to make the studies more accessible.By providing student scholarships for success, education will be stimulated only in the priority economic areas as well as in priority areas and policies of the European Social Fund (specialties with shortage of staff and candidate students). By providing scholarships for special achievements in science, engineering and technical activities, pedagogical sciences, innovation and entrepreneurship, arts, culture and sport will be stimulated by students to develop their practical and creative potential beyond what is necessarily required by them according to the curricula for their specialty. This project is the first phase of the Operational Programme “Science and Education for Smart Growth 2014-2020”, which builds on the successful practice of the direct award procedures: BG051PO001-4.2.02 Student Scholarships for Equal Access to Education and Improving Motivation for Better Results 2008-2010, BG051PO001-4.2.04 “Student Scholarships and Awards” 2010-2012 and BG051PO001-4.2.06 “Student Scholarships” 2012-2015, implemented under the Operational Programme “Human Resources Development” 2007-2013. The draft proposal does not duplicate and improve the existing opportunities created by national legislation for awarding scholarships, prizes and grants to students in state higher education with funds from the state budget (Law on Higher Education, Council of Ministers 90/2000). The scholarships awarded under the project will be available regardless of whether students receive scholarships and prizes financed from the state budget. (English)

    Проектът цели чрез система от стипендии да стимулира обучението в дадени области на висшето образование, определени като приоритетни за страната и да разшири обхвата на образователната услуга посредством допълнителен ресурс, който да направи следването по-достъпно.Чрез предоставяне на студентски стипендии за успех ще бъде стимулирано обучението само в приоритетните за икономиката области, както и в приоритетни сфери и политики на Европейския социален фонд (специалности, в които има дефицит на кадри и на кандидат-студенти).Чрез предоставянето на стипендии за специални постижения в науката, инженерно-техническите дейности, педагогическите науки, иновациите и предприемачеството, изкуството, културата и спорта ще бъдат стимулирани студентита да развиват своя практически и творчески потенциал извън задължително изискващото се от тях съгласно учебните планове за тяхната специалност.Настоящият проект е първа фаза по Оперативна програма "Наука и образование за интелигентен растеж 2014-2020", която надгражда успешната практика на процедурите за директно предоставяне: BG051PO001-4.2.02 „Студентски стипендии за равен достъп до образование и повишаване на мотивацията за по-добри резултати” 2008-2010 г., BG051PO001-4.2.04 „Студентски стипендии и награди" 2010-2012 г. и BG051PO001-4.2.06 „Студентски стипендии" 2012-2015 г., изпълнявани по Оперативна програма "Развитие на човешките ресурси" 2007-2013 г.Проектното предложение не дублира, а допълва и подобрява съществуващите възможности, създадени от националното законодателство, за отпускане на стипендии, награди и помощи на студенти в държавните висши училища със средства от държавния бюджет (Закон за висшето образование, ПМС 90/2000 г.). Стипендиите, отпускани по линия на проекта, ще могат да се получават независимо от това дали студентите получават стипендии и награди, финансирани със средства от държавния бюджет. (Bulgarian)
