Effective and efficient management and control of EU funds requires highly qualified administrative capacity. The success of national development policy also depends on the successful implementation of the EU structural policy, which is possible through close cooperation between the country’s and EU authorities. The implementation of this process largely depends on the availability of well-trained staff. Specific requirements and competences for CDC staff involved in the management of EU funds include: good knowledge of European and national regulations, international agreements and internal documents and methodologies. Specific capabilities are required in terms of planning, organisation and control of own activities leading to the achievement of the objectives set. Great importance is attached to teamwork, analytical skills, innovative approach, flexibility in decision-making, good knowledge of the official languages of the Community and computer skills, given the need for day-to-day work with information systems and database. In order to ensure the involvement and retention of qualified and motivated professionals who have experience in the management and control of EU funds, it is necessary to maintain and improve the motivation of its staff. Working conditions in the CDC and work on international projects are considered to be prestigious. One of the tools for attracting and retaining highly qualified staff, in addition to opportunities for training and professional growth, is attractive remuneration. One of the measures to increase the motivation and efficiency of the employees is the provision of remuneration, determined on the basis of the contribution of each employee financed under OP “Good Governance”. The budget line provides remuneration to staff of the CCU carrying out ESIF activities, social and health insurance payable by the employer and accrued on the remuneration paid.
