With the improvement of the transport and operational qualities of the existing road section, traffic safety and comfort will be ensured for travelers to Melnik and Rozhen Monastery and residents of Melnik, Spatovo, Hotovo and Lozenitsa villages next to the municipal center of Sandanski. Improving the state of the environment by reducing harmful greenhouse gas emissions and extending road lifetimes will be achieved. Improving the quality of life and working environment of the population, attracting investment, ensuring better access to education and medical care, further stimulating the development of tourism, as well as improving the accessibility of the TEN-T network for freight and passengers within the region, thus also achieving the objective of the current grant scheme. The main activities set for the successful implementation of the project are: — Formation of a project management team to coordinate all activities and participants in the implementation of the project; — Selection of a contractor for carrying out construction works, signing a contract with him and carrying out rehabilitation of the site; — Selection of a contractor for construction supervision (Consultant) of the project, signing a contract with it and providing consulting services; — Carrying out author’s supervision of the site; — Selection of a contractor for the implementation of the information and publicity measures, the conclusion of a contract with him and the implementation of information and publicity; — Selecting the project auditor, signing a contract with the project and auditing the project; — Commissioning of the site, verification of costs and reporting of the results achieved. Основният резултат, който ще бъде постигнат с реализацията на проекта е 12.287 км рехабилитиран пътен участък от път IIІ–109. С подобряването на транспортно-експлоатационните качества на съществуващия пътен участък, ще се осигурят безопасност на движението и комфорт на пътуващите туристи към гр. Мелник и Роженския манастир и на жителите на гр. Мелник, с. Спатово, с. Хотово и с. Лозеница до общинския център гр. Сандански. Ще се постигне подобряване на състоянието на околната среда чрез намаляване на вредните емисии на парникови газове и удължаване експлоатационния живот на пътя. Ще се подобри качеството на живот и работна среда на населението, ще се привлекат инвестиции, ще се осигури по-добър достъп до образование и медицински грижи, допълнително ще се стимулира развитието на туризъм, както и подобряване достъпността до TEN-T мрежата на товари и пътници в рамките на региона, с което се постига и целта на настоящата схема за предоставяне на безвъзмездна помощ. Основните дейности, които са заложени за успешната реализацията на проекта са: - Сформиране на екип за управление на проекта, който да координира всички дейности и участници в реализацията на проекта ; - Избор на изпълнител за извършване на строително монтажни работи, подписване на договор с него и извършване на рехабилитация на обекта; - Избор на изпълнител на строителен надзор (Консултант) на проекта, подписване на договор с него и извършване на консултантски услуги; - Осъществяване на авторски надзор на обекта; - Избор на изпълнител за осъществяване на мерките по информация и публичност, сключване договор с него и осъществяване на информация и публичност; - Избор на одитор на проекта, подписване на договор с него и извършване одит на проекта; - Въвеждане на обекта в експлоатация, верификация на разходите и отчитане на постигнатите резултати.
