Projekta „Oficiālās statistikas portāls” mērķis ir veicināt darbības programmas „Izaugsme un nodarbinātība” 2.2.1. specifiskā atbalsta mērķa „Nodrošināt publisko datu atkalizmantošanas pieaugumu un efektīvu publiskās pārvaldes un privātā sektora mijiedarbību” (turpmāk – SAM) sasniegšanu.Statistikas likumā ir noteikta oficiālās statistikas publicēšanas kārtība, izveidojot oficiālās statistikas portālu un uzdodot statistikas iestādēm no 2018. gada 1. janvāra oficiālo statistiku, metadatus un oficiālās statistikas publicēšanas kalendāru publicēt oficiālās statistikas portālā.2016. gadā oficiālo statistiku Ministru kabineta noteiktajā detalizācijas pakāpē sagatavoja 55 valsts pārvaldes institūcijas, no tām lielākais statistikas nodrošinātājs un oficiālās statistikas sistēmas vadošā iestāde ir Centrālā statistikas pārvalde (turpmāk – CSP).Projekts nodrošinās Statistikas likuma 20. un 26. panta prasību izpildi, kā arī uzlabos oficiālās statistikas, datu un metadatu pieejamību, kā rezultātā projektam ir izvirzīti šādi mērķi:M1.Vispusīgi informēt sabiedrību un veicināt oficiālās statistikas izmantošanu lēmumu pieņemšanā;M2. Nodrošināt vienlīdzīgu attieksmi pret visiem oficiālās statistikas lietotājiem;Veicināt pareizu datu interpretāciju;M3. Nodrošināt lietotājiem ērtu oficiālās statistikas atkalizmantošanu, mašīnlasīšanas iespējas;M4. Veicināt zinātnisko pētījumu veikšanu un pētījumu rezultātu izmantošanu;M5. Paaugstināt resursu izmantošanas efektivitāti oficiālās statistikas publicēšanā.Oficiālā statistikas portāla projektā ir paredzētas šādas darbības:1. Projekta vadība;2. Portāla lietotāju vajadzību, lietojamības plānošanas un grafiskā dizaina izstrāde;2.Statistikas konvertēšanas, apmaiņas, glabāšanas un publicēšanas komponentes un Statistikas portāla organizatoriskā un saturiskā komponentes izstrāde; Statistikas konvertēšanas, apmaiņas, glabāšanas un publicēšanas komponente nodrošinās statistikas konvertāciju atbilstoši statistikas portāla prasībām un izmantotajiem standartiem, statistikas nodošanu no iestādēm uz portālu, kā arī publicēšanu atbilstoši kalendāram. Lai samazinātu portāla izveides un uzturēšanas izmaksas, kā arī atvieglotu atkalizmantošanu un statistikas nodošanu starptautiskajām organizācijām, tiks izmantots starptautiskajā praksē lietots risinājums.Statistikas portāla organizatoriskā un saturiskā komponente nodrošinās lietotājiem ērtu oficiālās statistikas portāla satura pārlūkošanu, indeksāciju un meklētāju, uzlabot oficiālās statistikas atbilstību dažādu lietotāju grupu vajadzībām, kā arī popularizēt oficiālo statistiku, paredzot integrācijas risinājumus sociālajos tīklos un iestāžu mājaslapās.3.Ģeotelpiskās statistikas publicēšanas komponente;Komponente nodrošinās ģeotelpiskās statistikas publicēšanu par administratīvajām vienībām un režģa šūnām. Datu lietotājiem ģeotelpiskā statistika būs pieejama ģeotelpiskās statistikas pārlūkā vai ar atvērtu un standartizētu ģeotelpisko datu apmaiņas pakalpju starpniecību.Izstrādājot portālu, tiks izmantota citu valstu pieredze un izstrādātie risinājumi statistikas publicēšanai. Šī principa ievērošana samazinās gan portāla izstrādes, gan tālākās uzturēšanas izmaksas, jo samazināsies unikālu izstrāžu nepieciešamība un attiecīgi to tālākās uzturēšanas izmaksas. Papildu ieguvums no standartizētu statistikas nozares risinājumu izmantošanas ir pārrobežu sadarbības atvieglošana, t.i., statistikas nodošana starptautiskām organizācijām (piemēram, OECD). (Latvian)

The objective of the ‘Official Statistical Portal’ is to contribute to the achievement of specific objective 2.2.1 of the Operational Programme ‘Growth and Employment’, ‘Ensuring an increase in the re-use of public data and an effective interaction between public administration and the private sector’ (hereinafter referred to as the SDG).Statistical Law sets out the procedures for publication of official statistics in the Official Statistical Portal by creating the official statistical portal and instructing statistical authorities to make official statistical requirements from 1 January 2018, to inform the official statistical authority and to publish the official statistics calendar in the following statistical portal.The CSP will provide for the fulfilment of official statistics as well as the official statistical requirements for the 20 statistical authority. Ensure equal treatment of all users of official statistics;Promote correct interpretation of the data;M3. Provide users with easy re-use of official statistics, machine-reading facilities;M4. Promoting scientific research and exploitation of research results;M5. To increase the efficiency of the use of resources in the publication of official statistics.The following actions are envisaged in the draft Official Statistics Portal:1. Project management;2. Development of the portal user needs, usability planning and graphic design;2. development of the conversion, exchange, storage and publication component of statistics and the organisational and content component of the Statistical Portal; The conversion, exchange, storage and publication component of statistics will ensure the conversion of statistics to the requirements of the statistical portal and the standards used, the transmission of statistics from institutions to the portal and the publication according to calendar. In order to reduce the costs of creating and maintaining the portal, as well as to facilitate re-use and transfer of statistics to international organisations, the solution used in international practice will be used.The organisational and content component of the Statistical Portal will ensure user-friendly browsing, indexing and searching of the content of the official statistical portal, improving the relevance of official statistics to the needs of different user groups, as well as promoting official statistics by providing integration solutions on social networks and the websites of institutions. Geospatial statistics will be available to data users in a geospatial statistical browser or through open and standardised geospatial data exchange crews. Compliance with this principle will reduce both the development and maintenance costs of the portal, as the need for unique developments and their subsequent maintenance costs will decrease. A further benefit from the use of standardised statistical sector solutions is to facilitate cross-border cooperation, i.e. the transmission of statistics to international organisations (e.g. OECD). L’objectif du projet «Portail des statistiques officielles» est de contribuer à la réalisation de l’objectif spécifique de soutien 2.2.1 du programme opérationnel «Croissance et emploi» — «Assurer l’augmentation de la réutilisation des données publiques et l’interaction efficace entre l’administration publique et le secteur privé» (ci-après «SAM»). La loi statistique fixe la procédure de publication des statistiques officielles par la mise en place d’un portail pour les statistiques officielles et en chargeant les autorités statistiques officielles de publier les statistiques officielles, les métadonnées et le calendrier de publication des statistiques officielles sur le portail statistique officiel. Assurer l’égalité de traitement de tous les utilisateurs des statistiques officielles;Promouvoir une interprétation correcte des données;M3. Assurer une réutilisation conviviale des statistiques officielles, la lisibilité de la machine;M4. Promouvoir la conduite de la recherche scientifique et l’utilisation des résultats de la recherche;M5. Accroître l’efficacité de l’utilisation des ressources dans la publication des statistiques officielles.Le projet du portail des statistiques officielles prévoit les actions suivantes:1. Gestion de projet;2. Développement des besoins des utilisateurs du portail, planification de l’utilisabilité et conception graphique;2.Conversion statistique, échange, stockage et publication et composante organisationnelle et contenu du portail statistique; La composante de conversion, d’échange, de stockage et de publication statistiques assurera la conversion des statistiques selon les exigences du portail statistique et les normes utilisées, la transmission des statistiques des autorités au portail, ainsi que la publication selon le calendrier. Afin de réduire les coûts de création et de maintenance du portail, ainsi que de faciliter la réutilisation et la transmission des statistiques aux organisations internationales, une solution utilisée dans la pratique internationale sera utilisée.La composante organisationnelle et contenu du portail offrira aux utilisateurs une navigation, une indexation et une recherche pratiques sur le contenu du portail de statistiques officielles, améliorera la pertinence des statistiques officielles par rapport aux besoins des différents groupes d’utilisateurs, ainsi que la promotion des statistiques officielles en fournissant des solutions d’intégration sur les sites web des réseaux sociaux et des institutions.3. Les statistiques géospatiales seront accessibles aux utilisateurs de données dans le navigateur des statistiques géospatiales ou grâce à des services ouverts et normalisés d’échange de données géospatiales. Le respect de ce principe réduira à la fois le coût de développement et de poursuite du portail, car il réduira le besoin de conceptions uniques et, par conséquent, le coût de leur entretien supplémentaire. L’avantage supplémentaire de l’utilisation de solutions statistiques normalisées est la facilitation de la coopération transfrontalière, c’est-à-dire la transmission de statistiques à des organisations internationales (par exemple, l’OCDE). Gewährleistung der Gleichbehandlung aller Nutzer amtlicher Statistiken; Förderung der korrekten Interpretation der Daten;M3. Gewährleistung einer benutzerfreundlichen Weiterverwendung amtlicher Statistiken, Maschinenlesbarkeit; M4. Förderung der Durchführung wissenschaftlicher Forschung und Nutzung von Forschungsergebnissen;M5. Um die Effizienz der Ressourcennutzung bei der Veröffentlichung amtlicher Statistiken zu erhöhen.Das Projekt des Portals für amtliche Statistiken sieht folgende Maßnahmen vor: Projektmanagement;2. Entwicklung von Portalnutzerbedürfnissen, Usability Planning und Grafikdesign;2.Statistische Umwandlungs-, Austausch-, Speicher- und Publikationskomponenten sowie die organisatorische und inhaltliche Komponente des Statistischen Portals; Mit der Komponente statistische Umwandlung, Austausch, Speicherung und Veröffentlichung wird sichergestellt, dass Statistiken entsprechend den Anforderungen des statistischen Portals und der verwendeten Standards, der Übermittlung von Statistiken von den Behörden an das Portal sowie der Veröffentlichung gemäß dem Kalender umgerechnet werden. Um die Kosten für die Erstellung und Pflege des Portals zu senken und die Weiterverwendung und Übermittlung von Statistiken an internationale Organisationen zu erleichtern, wird eine Lösung verwendet, die in der internationalen Praxis eingesetzt wird.Die organisatorische und inhaltliche Komponente des Portals bietet den Nutzern ein komfortables Surfen, Indexieren und Suchen des Inhalts des offiziellen Statistikportals, die Verbesserung der Relevanz amtlicher Statistiken für die Bedürfnisse verschiedener Nutzergruppen sowie die Förderung amtlicher Statistiken durch die Bereitstellung von Integrationslösungen in sozialen Netzwerken und Websites von Institutionen.3. Die Komponente wird die Veröffentlichung geospatialer Statistiken über Verwaltungseinheiten und Netzzellen sicherstellen. Geodaten werden Datennutzern im geospatialen statistischen Browser oder über offene und standardisierte Geodatenaustauschdienste zur Verfügung stehen. Die Einhaltung dieses Grundsatzes wird sowohl die Kosten für die Entwicklung als auch die Fortführung des Portals verringern, da dadurch der Bedarf an einzigartigen Designs und damit die Kosten für die weitere Wartung verringert werden. Der zusätzliche Nutzen der Verwendung standardisierter Lösungen für den Statistiksektor ist die Erleichterung der grenzüberschreitenden Zusammenarbeit, d. h. die Übermittlung von Statistiken an internationale Organisationen (z.
