Le PLIE une plateforme de mise en cohérence des actions développées localement afin de favoriser, par la mise en œuvre de parcours insertion individualisés, l’accès à l'emploi ou à la qualification des personnes les plus en difficultés. Pour ce faire, le PLIE mobilise des moyens dans le cadre d’un engagement contractuel autour d’objectifs quantitatifs et qualitatifs et s’appuie sur une équipe d’animation. Les fonctions centrales du Plan Local pour l’Insertion et l’Emploi sont d’organiser des parcours d’insertions vers l’emploi combinant accompagnement personnalisé renforcé, formation, expérience de travail et, en fin de parcours, une aide renforcée à la recherche d’emploi, d’animer le territoire et d’utiliser le développement local, pour favoriser le rapprochement avec les acteurs économiques et contribuer à l’optimisation de la mise à l’emploi des personnes les plus en difficultés. Le territoire d’intervention du PLIE est celui de CAP Nord. Les axes d’intervention stratégiques retenus sont les suivants : Axe 1- Organiser et coordonner la construction de parcours d’insertion professionnelle individualisés renforcés centrés sur l’accès à l’emploi durable ou à la qualification : Axe 2- Structurer, gérer, animer et développer l’offre d’insertion sur le territoire de CAP Nord Axe 3- Initier une véritable plateforme d’ingénierie Axe 4- Renforcer la mobilisation des acteurs économiques Il est proposé aux personnes en insertion, des parcours individualisés constitués d’étapes qui correspondent à leurs besoins du moment l’attribution d’un référent de parcours (1 ETP pour 70 personnes),des actions de mobilisation pour les plus démotivés, des bilans professionnels pour faciliter l’orientation, des actions de sensibilisation à un métier, des formations qualifiantes adaptées à la demande des bénéficiaires et aux besoins des entreprises, des mises en situation professionnelle, des contrats de travail dans des structures d’insertion par l’économique, ateliers chantiers d’insertion, entreprises d’insertion, associations intermédiaires,…un accompagnement des contrats de travail aidés mais (CUI- CAE, Emplois d’avenir,…) des préparations et des rapprochements à l’emploi pour ceux qui sont prêts et l’accompagnement plusieurs mois après l’obtention d’un contrat de travail classique pour s’assurer de leur maintien dans l’emploi. Pour certains bénéficiaires, l’accès à l’emploi peut succéder à une période de qualification mais pour d’autres, un parcours plus long avec action sur l’aspect social et le retour à l’autonomisation par rapport à une recherche d’emploi est nécessaire. Pour d’autres encore, l’action doit nécessairement passer par la prise en compte des problèmes autres que ceux uniquement directement liés à l’emploi (problèmes sociaux, familiaux, psychologiques et de santé). Pour construire les différentes étapes de parcours, le PLIE s’appuie sur cinq grands types d’action : * Le suivi - accompagnement : l’accompagnement renforcé et l’accompagnement social * Les actions d’intégration - mobilisation, * La formation * L’insertion économique, * L'intégration et le maintien dans l’emploi Le PLIE s’adresse aux résidents du territoire Nord qui sont en grande difficulté d’insertion sociale et professionnelle, des personnes cumulant des freins professionnels tels que pas ou un faible niveau de formation ou de qualification, une qualification obsolète ou inadaptée au marché du travail local, une absence ou une faible expérience professionnelle et cumulant des freins sociaux tels que mobilité, garde d’enfants, santé, … Ces personnes ont besoin d’un accompagnement renforcé pour la recherche et l’accès à un emploi durable. Ces personnes sont généralement dans les situations suivantes: des demandeurs d’emploi de longue et de très longue durée des jeunes de moins de 26 ans, en difficultés d’insertion, sortis du système scolaire depuis au moins 1 an ,des femmes en recherche d’emploi, elles représenteront 60% des publics, des bénéficiaires du RSA, qui constitueront 50% des publics ,des seniors de plus de 50 ans, qui constituent un public cible au regard de la priorité accordée à ce groupe au niveau national et des chiffres du territoire, des demandeurs d’emploi ayant une reconnaissance de la qualité de travailleur handicapé, des jeunes demandeurs d’emploi diplômés, des demandeurs d’emploi résidents des quartiers inscrits en politique de la ville (Zone de Cité Lacroix Trou Terre et Pointe Lynch au Robert, et Tombolo City à Sainte- Marie) ,des sortants de prison. The PLIE is a platform for consistency of actions developed locally in order to promote, through the implementation of individualised integration pathways, access to employment or skills for those most in difficulty. To this end, the PLIE mobilises resources within the framework of a contractual commitment around quantitative and qualitative objectives and relies on an animation team. The central functions of the Local Plan for Insertion and Employment are to organise integration pathways into employment combining enhanced personalised support, training, work experience and, at the end of the journey, enhanced job-search assistance, to animate the territory and to use local development, to promote closer contact with economic actors and to help optimise the employment of those most in difficulty. The intervention territory of the PLIE is that of CAP Nord. The strategic areas of intervention chosen are as follows: Axis 1 — Organise and coordinate the construction of enhanced individualised career pathways focusing on access to sustainable employment or qualification: Axis 2- Structure, manage, animate and develop the offer of integration in the territory of CAP Nord Axis 3- Initiating a true engineering platform Axis 4- Strengthening the mobilisation of economic actors It is proposed to people in integration, individualised pathways consisting of stages that correspond to their needs of the moment the award of a path reference (1 FTE per 70 people), mobilisation actions for the most demotivated, professional reviews to facilitate guidance, awareness-raising measures for a profession, qualification training tailored to the needs of the beneficiaries and the needs of enterprises, job placement, employment contracts in integration structures through economics, workshops on integration sites, integration enterprises, intermediary associations,... support for assisted employment contracts but (CUI-CAE, future jobs,...) preparations and reconciliations to use for those who are ready and support several months after obtaining a conventional employment contract to ensure that they remain in employment. For some beneficiaries, access to employment may be a substitute for a qualifying period, but for others, a longer journey with action on the social aspect and the return to empowerment in relation to a job search is needed. For others, action must necessarily involve taking into account problems other than those directly related to employment (social, family, psychological and health problems). To build the different stages of the course, the PLIE relies on five main types of action: * Follow-up — accompaniment: enhanced support and social support * Integration actions — mobilisation, * training * Economic integration, * Integration and retention in employment The PLIE is aimed at residents of the North who are in great difficulty of social and professional integration, people with occupational barriers such as no or low level of training or qualification, obsolete or unsuitable qualifications for the local labour market, absence or low professional experience and combining social barriers such as mobility, childcare, health, etc. These people need enhanced support for research and access to sustainable employment. These people are usually in the following situations: long and very long-term jobseekers of young people under the age of 26 who are in difficulties of integration, who have been out of school for at least one year, women seeking employment, they will represent 60 % of the public, beneficiaries of the RSA, who will constitute 50 % of the public, seniors over the age of 50, who are a target audience in view of the priority given to this group at national level and the figures of the territory, jobseekers with recognition of the status of disabled worker, young jobseekers with graduates, jobseekers resident in the city’s registered political neighbourhoods (Zone de Cité Lacroix Trou Terre and Pointe Lynch au Robert, and Tombolo City in Sainte-Marie), outgoing prisoners.
