Projekta mērķis ir veikt Latgales ielas un Ludzas ielas rekonstrukciju, novēršot infrastruktūras pārrāvumus pilsētā un radot alternatīvu maršrutu tranzīta un kravas transportam, atdalot to no vietējās nozīmes sabiedriskā transporta plūsmām un tādējādi sasaistot pilsētas infrastruktūru ar TEN-T tīklu.Projekta ietvaros paredzēts pārbūvēt Latgales ielu posmā no Daugavpils ielas līdz Kr.Barona ielai 747 m garumā, ielas tranzīta posmā izbūvējot 7.00 m platu brauktuvi ar 3.50 m platām braukšanas joslām. A. Upīša ielas pieslēguma zonā trases līkumā tiks veidots brauktuves paplašinājums, lai smagajiem transportlīdzekļiem līkuma iekšmalā nodrošinātu ērtu kustības trajektoriju. Autobusu pieturvietu paplašinājumi projektēti 2,50 m plati ar saīsinātiem izvērsuma un sakļaušanās joslas garumiem. Ielas tranzīta posmā vairākās zonās starp brauktuvi un ietvi paredzēts veidot transportlīdzekļu stāvvietas paplašinājumus stāvēšanai paralēli brauktuves malai. Paplašinājumus paredzēts veidot vienā vai abās brauktuves pusēs (brauktuves malās, kur nav izveidoti paplašinājumi, transportlīdzekļu apstāšanās aizliegta). Ietvēm gar augsto brauktuves apmali veidota 0,50 m – 1,00 m plata laukakmeņu josla, lai vizuāli nodalītu gājēju satiksmes telpu no transportlīdzekļu satiksmes telpas. Šāda laukakmeņu josla uzskatāma arī par vides pieejamības risinājumu, kas uzlabo vājredzīgo telpisko orientāciju. Starp veloceliņu un transportlīdzekļu stāvvietām paredzēta 0,50 m plata drošības telpa. Ietves augstumi gājēju noejās un velobraucēju brauktuves šķērsošanas vietās paredzēti vienā līmenī ar brauktuves segumu.Projekta ietvaros plānots pārbūvēt Ludzas ielu posmā no Latgales ielas līdz Smilšu ielai 423 m garumā. Paredzētais brauktuves platums ir 7 m, kas sastāda 3,50 m vienas joslas platumu, kā arī ielas labajā un kreisajā pusē paredzēts veikt esošo gājēju celiņu pārbūvi.Papildus plānots ierīkot slēgtu lietus ūdens kanalizācijas sistēmu ar smilts un naftas filtra akas uzstādīšanu ar lietus ūdens novadīšanu meliorācijas grāvī, kā arī sakārtot lietus ūdens kanalizācijas sistēmu Daugavpils ielā, lai novērstu Latgales ielas applūšanas risku. Pēc lietus kanalizācijas kolektora būvdarbiem paredzēts atjaunot ceļa segumu Daugavpils ielā, bet šī posma atjaunošana neietilpst projekta rezultāta rādītājos. Projekta ietvaros ir paredzēts nomainīt esošo apgaismojuma sistēmu, demontējot esošos 14 apgaismojuma balstus un uzstādot jaunus 13 apgaismojuma metāla stabus betona pamatnē. Esošos gaismekļus ir paredzēts demontēt un uzstādīt uz jaunajiem betona stabiem.Projekta ietvaros pārbūvējamais ielas posms pilnībā atrodas pilsētas administratīvajā teritorijā un, pārbūvēto Latgales un Ludzas ielu posmu kopējais garums sasaistei ar TEN-T tīklu būs 1,170 km. Projekta ieviešanas ilgums ir plānots 20 mēneši – no 16.05.2017. – 31.12.2018. Ņemot vērā, ka visas aktivitātes tiek plānots pabeigt līdz 2018.gada beigām, projektā nav ieplānota snieguma rezerve. Projekta kopējās attiecināmās izmaksas 4596722.65 EUR, no kurām Kohēzijas fonda līdzfinansējums – 2392240,00 EUR, valsts budžeta dotācija 172377,10 EUR un pašvaldības līdzfinansējums – 2032105,55 EUR. Projekta neattiecināmās izmaksas sastāda 781869.00 EUR. (Latvian)

The aim of the project is to reconstruct Latgales Street and Ludzas Street by preventing infrastructure disruptions in the city and creating an alternative route for transit and freight transport, separating it from local public transport flows and thus linking the city infrastructure to the TEN-T network.The project is intended to rebuild Latgale Street from Daugavpils Street to 747 m Kr.Barona Street in length, by constructing a 7.00 m wide road with 3.50 m wide lanes. In the area of A. Upīša Street connection along the curve of the track an extension of the carriageway will be created in order to provide a convenient movement path for heavy vehicles in the bend. Extensions of bus stops have been designed 2.50 m wide with shortened lengths of expansion and junction zone. In the transit section of the street in several zones between the carriageway and sidewalk it is planned to create extensions of vehicle parking space for parking parallel to the edge of the carriageway. It is intended to create extensions on one or both sides of the carriageway (on the sides of the carriageway where no extensions have been established, vehicle stopping is prohibited). Footpaths along the high carriageway border have a 0.50 m – 1.00 m wide boulders lane to visually separate pedestrian traffic space from vehicle traffic space. This fieldstone band is also considered as an environmental accessibility solution that improves the spatial orientation of visually impaired. A 0.50 m wide safety room is provided between bicycle path and vehicle parking. It is planned to rebuild Ludzas Street in the section from Latgales Street to Smilšu Street 423 m in length. The intended width of the carriageway is 7 m, which makes 3.50 m lane width, as well as reconstruction of existing footpaths is planned on the right and left side of the street.In addition, it is planned to install a closed rainwater drainage system with the installation of a sand and oil filter well with rainwater drainage in the drainage ditch, as well as to arrange a rainwater drainage system in Daugavpils Street to prevent the risk of flooding Latgale street. After construction of the rain sewer collector it is planned to restore road surface on Daugavpils street, but renewal of this section is not included in the project result indicators. Within the framework of the project it is planned to replace the existing lighting system by dismantling the existing 14 lighting supports and by installing new 13 lighting metal poles in the concrete base. The existing lighting fixtures are intended to be dismantled and installed on the new concrete posts.The section of street to be rebuilt within the project is fully located in the administrative territory of the city and the total length of the rebuilt sections of Latgale and Ludza streets will be 1.170 km. The duration of project implementation is planned to be 20 months – from 16.05.2017. 31.12.2018 Taking into account that all activities are planned to be completed by the end of 2018, no performance reserve is planned in the project. Total eligible costs of the project EUR 4596722.65, of which Cohesion Fund co-financing – EUR 2392240,00, state budget grant EUR 172377,10 and municipal co-financing – EUR 2032105,55. The ineligible costs of the project are EUR 781869.00. (English)
