En tant qu'outils d'ingénérie conjoint à l'Etat, la Région Nord-Pas-de-Calais, les Départements du Nord et du Pas-de-Calais, les Intercommunalités du Bassin minier, la Mission Bassin Minier conduit l'opération objet du présent dossier. Cette opération consiste à assister les collectivités locales, les milieux économiques (réseaux consulaires, organisations professionnelles et clusters) et les acteurs locaux de la formation et de la recherche : * dans l’anticipation des mutations économiques induites par l’arrivée du Louvre à Lens, * des évolutions sociodémographiques * et du contexte économique général Pour * identifier les filières économiques, préexistantes ou nouvelles, potentiellement impactées, * en déduire les évolutions sur les métiers et qualifications requises, * construire leurs stratégies territoriales * et mettre en oeuvre les plans d’actions induits. Concrètement, dans le cadre de la démarche territoriale « Euralens », il a été décidé de réunir les acteurs publics (Etat, Région, EPCI), les acteurs de la formation et de l’emploi (Lycées, CFA, Université, centres de formation permanente, CIO, Missions locales, etc) et les entreprises (principaux employeurs, consulaires, clusters et clubs) pour affiner et partager le diagnostic socio-économique, identifier les enjeux clés et proposer des solutions contextualisées au territoire. Il s’agit d’aider les acteurs de ce territoire à mieux anticiper les évolutions de l’emploi et leurs conséquences sur les compétences à développer au sein de la population. Intitulé « forum Euralens « économie et formation », cette démarche est circonscrite à l’année 2015 : le 1er semestre est consacré à l’élaboration collective du plan d’actions et le 2nd à sa mise en ½uvre. Identification collective des filières économiques clés du territoire, déclinaison en métiers, cohérence des formations initiales et permanentes proposées sur le territoire, continuité des parcours Bac -3/+3, élaboration des messages d’orientation, collaborations entreprises-écoles sur l’apprentissage, développement de la mobilité sont les sujets mis à l’ordre du jour de la démarche. Cette démarche est pilotée par le sous-préfet de Lens, avec le soutien des services de la Région Nord-Pas-de-Calais. L'opération objet de la présente demande correspond à l’animation technique de cette démarche : documentation des constats et enjeux, préparation et animation des séances de travail, mobilisation des parties-prenantes, écriture des documents de restitution, etc (French)

As joint engineering tools to the State, the Nord-Pas-de-Calais Region, the Departments of Nord and Pas-de-Calais, the Mine Basin Intercommunities, the Mission Bassin Minier conducts the operation covered by this file. This operation consists of assisting local authorities, the business community (consular networks, professional organisations and clusters) and local training and research actors: * in anticipation of the economic changes induced by the arrival of the Louvre in Lens, * socio-demographic developments * and the general economic context To * identify the economic sectors, pre-existing or new, potentially impacted, * deduce the changes in the required occupations and qualifications, * construct their territorial strategies * and implement the action plans induced. Specifically, within the framework of the territorial approach “Euralens”, it was decided to bring together public actors (State, Region, EPCI), training and employment actors (Lycea, CFA, University, continuing training centres, IOC, local missions, etc.) and companies (main employers, consular, clusters and clubs) to refine and share socio-economic diagnosis, identify key issues and propose contextualised solutions to the territory. The aim is to help stakeholders in this area better anticipate changes in employment and their impact on skills to be developed within the population. Entitled 'Euralens forum 'Economy and training', this approach is limited to the year 2015: the first half of the year is devoted to the collective elaboration of the Action Plan and the second half to its implementation. Collective identification of the key economic sectors of the territory, declination in trades, consistency of initial and permanent training offered on the territory, continuity of the courses Bac -3/+ 3, elaboration of guidance messages, collaborations between companies and schools on apprenticeships, development of mobility are the subjects put on the agenda of the process. This approach is led by the sub-prefect of Lens, with the support of the services of the Nord-Pas-de-Calais Region. The operation covered by this application corresponds to the technical animation of this process: documentation of findings and issues, preparation and facilitation of work sessions, mobilisation of stakeholders, writing of restitution documents, etc. (English)
