This support is based on the principle of a structured relationship, with a reference advisor dedicated to this activity for 100 % of his working time. All jobseekers residing in the political quarters of the city who face difficulties in accessing employment and who need intensive support are likely to be affected by such support as they are in a job search phase and do not encounter “social barriers” to employment preventing access to employment. This support will be offered to each eligible job seeker, after diagnosis of the person’s need. Following the diagnosis and the validation interview of the jobseeker’s membership, the adviser shall specify to the jobseeker the two phases of the action and the content of the action. _Phase 1_: Professional review and job search strategy * Professional and personal balance sheet: finding a match between occupations/skills and potential positions * Contractualisation and engagement on the job(s) sought * Development and adaptation of job search tools * Mobilisation of the Job Search Service Offer (Workshops, Period of Employment Situation in the Professional Environment * Positioning if necessary on a specific short service “CV video”, and/or “self image, verbal and non-verbal communication” during the accompaniment (specifications under development). _Phase 2_: Implementation of the action plan * Formalisation and validation of the action plan * If necessary, mobilisation of associated workshops and registrations on the Training Actions Agreemented * Intensive support for job search: preparation of job interviews, follow-up of applications submitted (open market/hidden market) * Development of a “sponsorship” network of employers in the commercial and non-market sector with the advisors of the Business Service (e.g. for PMSMP or animating with the coaching advisor preparation for the interview and successfully integrating into the company). * Profile promotion through Business Service Advisors by mobilising measures, assisted contracts and adaptation actions if necessary.     Le DTA Passerelle vers l'Emploi qui est reconduit consiste en la prise en charge de demandeurs d'emploi en recherche d'emploi qui rencontrent des difficultés d'accès à l'emploi et qui résident dans les quartiers politique de la ville de Brest, de Lorient Ville et Vannes Ouest. Ils sont accompagnés par un conseiller Pôle emploi de Brest Europe, de Brest Marine ou de Brest Iroise, de Lorient Ville ou de Vannes Ouest de manière intensive et spécifique sur une durée de 6 mois, renouvelable éventuellement 3 mois, dans l'objectif d'accéder à l'emploi. A l'issue des 6 mois, si une solution de retour à l'emploi quelque soit le type de contrat ou de formation n'est pas envisagée, l'entretien final mené par le conseiller permet de déterminer à l'aide d'un nouveau diagnostic, si la prestation est renouvelée pour 3 mois ou si le demandeur d'emploi sera suivi par un autre conseiller dans le cadre de la modalité de suivi ou d'accompagnement appropriée. Cet accompagnement repose sur le principe d'une relation structurée, avec un conseiller référent dédié sur cette activité à 100% de son temps de travail. Tous les demandeurs d'emploi résidant en quartier politique de la ville, qui rencontrent des difficultés pour accéder à l'emploi et qui ont besoin d'un accompagnement intensif sont susceptibles d'être concernés par cet accompagnement dès lors qu'ils sont dans une phase de recherche d'emploi, et qu'ils ne rencontrent pas de « freins sociaux » à l'emploi empêchant l'accès à l'emploi. Cet accompagnement sera proposé à chaque demandeur d'emploi éligible, après diagnostic du besoin de la personne. Suite au diagnostic et à l'entretien de validation de l'adhésion du demandeur d'emploi le conseiller précise au demandeur d'emploi les 2 phases de l'action et le contenu de celles-ci. _Phase 1_ : Bilan professionnel et stratégie de recherche d'emploi * Bilan professionnel et personnel : recherche d'une adéquation entre métiers/compétences et postes potentiels * Contractualisation et engagement sur le ou les emploi(s) recherchés * Elaboration et adaptation des outils de recherche d'emploi * Mobilisation de l'Offre de Service recherche d'emploi (Ateliers, Période de Mise en Situation en Milieu Professionnel * Positionnement si besoin sur une prestation spécifique courte « CV vidéo », et/ou « image de soi, communication verbale et non verbale » durant l'accompagnement (cahier des charges en cours d'élaboration). _Phase 2_ : Mise en oeuvre du plan d'action * Formalisation et validation du plan d'action * Si besoin, mobilisation des ateliers associés et inscriptions sur les Actions de Formation Conventionnées * Accompagnement intensif à la recherche d'emploi : préparation des entretiens d'embauche, suivi des candidatures transmises (marché ouvert/marché caché) * Développement d'un réseau « parrainage » d'employeurs du secteur marchand et non marchand avec les conseillers du Service entreprise (ex : pour PMSMP ou animant avec le conseiller des coaching préparation à l'entretien et réussir son intégration dans l'entreprise). * Promotion de profil par le biais des conseillers Service entreprise en mobilisant si besoin mesures, contrats aidés et actions d'adaptation.
