Les amener à dépasser leurs situations captives géographique, psychologique, financière, familiale.... Jeunes NEETs **16/29 ans** non connus des Missions Locales ou de Pôle Emploi ou Jeunes NEET « décrocheurs » du Service Public de l'Emploi depuis au moins 3 mois. AUCUN JEUNE PARTICIPANT A L'ACTION N'AURA ETE DEJA ACCOMPGANE DANS LE CADRE DES AUTRES OP2RATIONS EN COURS FINANCEES PAR DU FSE OU IEJ OU PAR UN AUTRE FINANCEUR PUBLIC OU PRIVEE AU COURS DE LA MEME PERIODE Dont : * Publics ASE, * Public sous mains de justice : jeunes sortis du Milieu Fermé... * Public RQTH pouvant travailler en milieu ordinaire * Publics en rupture avec les institutions (pre-délinquance, jeunes captifs de leur cité ou ne sortant pas de chez eux : addiction aux jeux etc.) **Objectifs** * Repérer les jeunes NEET vulnérables du territoire qui échappent au Service Public de l’Emploi par des actions ciblées hors les murs et l’activation de notre réseau partenarial, * Les mobiliser, avec l’appui de nos partenaires, sur un parcours adapté, ambitieux et innovant, * Accompagner de façon intensive chacun de ces jeunes. Maintenir la dynamique tout au long du parcours. Chaque jeune aura son conseiller réfèrent qui accompagnera 50 jeunes maximum. La disponibilité du conseiller est la clé de voûte de la réussite de l’action, * Faire que chaque jeune construise son propre parcours insérant, * Réussir l'étape du relais pour que le jeune accroche sur un dispositif de droit commun ex : la garantie Jeunes, l'E2C etc. **Contenu du parcours** **4 grandes phases :** * le repérage de ces publics, * le diagnostic personnalisé dynamique * la mobilisation * le relais Ces phases sont construites autour d'entretiens individuels et de modules collectifs, pour certains obligatoires, pour d'autres à la carte en fonction du désir et des besoins du jeune. **_Les modules socles_** **- Workshop sur le Développement des compétences citoyennes et relationnelles** je les aide à prendre confiance en eux, aux autres, je favorise leur ouverture sur le monde. * Module 1 : expression libre, * Module 2 : Ateliers participatifs Pouvoir d’agir et lutte contre les discriminations, * Module 3 : Valeur de la République et laïcité * Module 4 : le fil à emploi **_Les modules à la carte_** **\- Workshop sur le développement des compétences comportementales et professionnelles** Coaching entrainement et reconnaissance de leurs compétences, je favorise leur adaptation au monde de l’entreprise * Module 5 : accès au numérique * Module 6 : la bourse aux stages * Module 7 : Remobilisation par le sport * Module 8 : Théâtre et éloquence BOOSTE TA PAROL * Module 9 : Atelier de pratiques radiophoniques. **II.Finalités du projet** **2.1 L’action de la Mission Locale de Marseille en faveur des NEETs** * 18476 jeunes suivis en 2018, * 69% non-inscrits à Pôle Emploi, * 51.2 % n’ont aucun diplôme et 66% ont un niveau infra IV (inférieur au bac), * Le nombre de NEET sur le territoire marseillais est estimé à 26 427 jeunes (Insee 2017). Le taux de couverture par la Mission Locale de Marseille était de 98%, * 47% des publics reçus résident en QPV, * 5.5 entretiens moyen par jeune et 6.9 propositions, * Plus de 200 jeunes par portefeuille de conseiller (sauf pour la Garantie Jeunes : 50) * **Les entrées en accompagnement des jeunes NEEts** * **PACEA- Hors GJ :** 4 328 jeunes entrés dont 50.6% en QPV, * **Garantie Jeunes:** 908 jeunes entrés dont 56.5% en QPV, * **PPAE:** 2 121 jeunes entrés dont 47.5% en QPV, * **Parrainage** : 280 jeunes entrés dont 50.7% en QPV. La Mission Locale de Marseille a atteint les objectifs quantitatifs et dépassé le ciblage (QPV) d’entrées fixés par l’Etat et Pôle Emploi sur les différents dispositifs d’accompagnement. Pour autant avec une moyenne de plus de 200 jeunes par équivalent temps plein Conseiller, la structure n’a pas la capacité d’accompagner de façon intensive tous les jeunes. Les nombreuses études et les résultats d’actions spécifiques ciblant un nombre restreint de jeunes / Conseiller en Insertion Socio Professionnel le démontrent : Un portefeuille acceptable de jeune NEETs par conseiller est la clé de voûte de la réussite de leur insertion socio- professionnelle. La Mission Locale est incontestablement le principal acteur du repérage et de l’accompagnement des publics NEEts.
