Ziel des ESF-Bundesprogramms ist der Abbau von Langzeitarbeitslosigkeit. In diesem Rahmen sollen für langzeitarbeitslose erwerbsfähige Leistungsberechtigte nach dem Zweiten Buch Sozialgesetzbuch (SGB II) Perspektiven einer nachhaltigen beruflichen Eingliederung in den allgemeinen Arbeitsmarkt geschaffen werden. Im Mittelpunkt der Aktivitäten steht die Gewinnung von Arbeitgebern für die Integration langzeitarbeitsloser Frauen und Männer sowie die erforderliche Ansprache, Beratung und Betreuung diese Betriebe. Darüber hinaus sollen Qualifizierungsdefizite bei den Teilnehmenden abgebaut und deren Minderleistungen an Arbeitgeber durch Zahlung von Lohnkostenzuschüssen ausgeglichen werden. Außerdem erhalten die teilnehmenden Frauen und Männer nach Beschäftigungsaufnahme intensive Hilfen und werden kontinuierlich betreut, um die Beschäftigungsverhältnisse auf diese Weise nachhaltig zu stabilisieren und eine konzeptionelle Lücke nach Beschäftigungsaufnahme zu schließen.
