Zielgruppe sind berufsschulpflichtige Jugendlich ohne Ausbildungsplatz mit erhöhtem Sprachbedarf, die noch nicht voll ausbildungsreif sind, im Einzelfall keinen Mittelschulabschluss besitzen und deshalb bislang keine Ausbildung aufnehmen konnten.
