Aktivnosti projekta so usmerjene v deinstitucionalizacijo vzgojnih zavodov, ki so zavodi za vzgojo in izobraževanje otrok in mladostnikov s posebnimi potrebami, ustanovljeni s strani države za eno skupino otrok s posebnimi potrebami – za otroke s čustvenimi in vedenjskimi motnjami (v nadaljevanju: vzgojni zavodi). Otroci s čustvenimi in vedenjskimi motnjami so v vzgojne zavode nameščeni z odločbo o namestitvi s strani centrov za socialno delo v skladu z zakonom, ki ureja družinska razmerja, ali po sklepu sodišča.
