As of 1.6.2016, the Slovak Republic introduced strategic management and planning into legislation by Act No 171/2016 amending Act No 575/2001 on the organisation of government activities and the organisation of central state administration. This competence was entrusted to the Office of the Deputy Prime Minister of the Slovak Republic for Investment and Informatisation (hereinafter referred to as “ÚPPVII”). In the organizational structure of ÚPPVII, a management and investment section (SRIN) was established, one of whose main responsibilities is the responsibility for strategic planning of public investments, including monitoring the implementation of measures to improve strategic planning, which is evaluated by the Implementation Unit (IJ). An analysis of the financial framework of projects and aid and support schemes included in the NIP SR is also an integral part of the planning of public investment. Therefore, from the point of view of strategically securing financial resources for investment projects, it is also necessary to take into account the realities under which projects are and will be financed in Slovakia, following the continuation of cohesion policy. Given the inextricable link between the financing of projects in Slovakia and the European Structural and Investment Funds (ESIF) to date, it is necessary to analyse the possibilities of using these resources to achieve greater efficiency in the planning and implementation of projects that demonstrate the highest potential in meeting the objectives of the 2030 Agenda. This activity analyses the possibilities to follow up ESI Funds funding in the current programming period on the positive results of the previous programming period, as well as an analysis of the availability and use of ESIF resources in the next period. The analysis of previous programming periods is a useful tool to draw recommendations in the preparation of the next period, as shortcomings need to be avoided and more effective solutions sought to achieve the objectives of the Partnership Agreement. According to currently available information, the new post-2020 programming period will place emphasis on complementing and extending grant funding for ESIF projects through increased involvement of financial instruments. Financial instruments will increase the participation of external (especially private) funding sources in synergy with the ESI Funds and will allow more projects to be financed. The professional-advisory activity project is aimed at providing a comprehensive advisory activity for the purpose of supporting SRIN activities and setting up a system of evaluation of strategic investment projects, at least partially funded by the ESI Funds, in order to focus on the strategic themes of cohesion policy while responding flexibly to the needs of SRIN responsible for strategic planning of the use of ESIF resources in the field of public investment. In order to achieve this objective, it is necessary to carry out activities to ensure the effective performance of SRIN’s tasks in the field of strategic management and strategic planning of public investment in the 2014-2020 programming period, ensuring the monitoring of legislation, institutes and processes in the field of management and implementation of the ESI Funds, with an emphasis on the programming period after 2020. Unlike the CKO, the role of SRIN is to link ESIF to the strategic planning of the entire national infrastructure in order to achieve consistency with national policies and international European commitments.Special coordination and methodological support for the provision of advisory services for the support of SRIN activities will be implemented by delivering studies, analyses, reporting methodology, which will propose measures for a higher intensity of the use of ESIF funds in the implementation of strategic investments in the 2014-2020 programming period, with an emphasis on the objectives of the 2030 Agenda.Advisory and consulting services related to strategic management and strategic planning will aim at obtaining best practice in implementing national and international procedures for the implementation of major investment projects at least partially financed by ESIF, which is appropriate to implement the ESIF gap in Slovakia. Unlike the CCC, the focus of SRIN is on the use of strategic investment management tools and on financial instruments to increase the impact of ESIF funding in achieving the objectives set out in the Agenda2030. Slovenská republika zaviedla do legislatívy strategické riadenie a plánovanie k 1.6.2016 zákonom č. 171/2016 Z. z., ktorým sa mení a dopĺňa zákon č. 575/2001 Z.z. o organizácii činnosti vlády a organizácii ústrednej štátnej správy. Touto kompetenciou bol poverený Úrad podpredsedu vlády SR pre investície a informatizáciu(ďalej aj "ÚPPVII"). V organizačnej štruktúre ÚPPVII bola zriadená sekcia riadenia a investícií (SRIN), ktorej jednou z jej nosných kompetencií je zodpovednosť zastrategické plánovanie verejných investícií, vrátane monitorovania plnenia opatrení na zlepšenie strategického plánovania, ktoré vyhodnocuje Implementačnájednotka (IJ).Parciálnou súčasťou plánovania verejných investícii je aj analýza finančného rámca projektov a schém pomoci a podpory zaradených do NIP SR tvorbou, ktoréhosa SRIN aktívne zaoberá. Z hľadiska strategického zabezpečenia finančných zdrojov pre investičné projekty je preto nevyhnutné zohľadniť aj skutočnosti za akýchsú a budú projekty v podmienkach SR financované a to v nadväznosti na pokračovanie kohéznej politiky. Vzhľadom na doterajšiu neoddeliteľnú spojitosťfinancovania projektov na území SR a Európskych štrukturálnych a investičných fondov (ďalej len „EŠIF“) je potrebná analýza možností využitia daných zdrojov pridosahovaní vyššej efektívnosti v oblasti plánovania a realizácie projektov, ktoré preukážu najvyšší potenciál pri napĺňaní cieľov Agendy 2030. Predmetná činnosťanalyzuje možnosti nadviazania financovania projektov z EŠIF v súčasnom programovom období na pozitívne výsledky minulého programového obdobia, ako ajanalýzu dostupnosti a využitia zdrojov EŠIF v nasledujúcom období. Analýza predchádzajúcich programových období je užitočný nástroj na vyvodenie odporúčanípri príprave budúceho obdobia, keďže je potrebné sa vyvarovať nedostatkov a hľadať efektívnejšie riešenia na dosiahnutie cieľov Partnerskej dohody. Podľav súčasnosti dostupných informácií bude v novom programovom období po roku 2020 kladený dôraz na doplnenie a rozšírenie grantového financovania projektovz EŠIF pomocou vyššieho zapojenia finančných nástrojov. Finančné nástroje zvýšia účasť externých (najmä privátnych) zdrojov financovania v súčinnosti s EŠIF aumožnia financovať väčší počet projektov. Projekt odborno-poradenskej činnosti je zameraný na zabezpečenie komplexnej poradenskej činnosti na účely podpory aktivít SRIN a nastavenie systémuhodnotenia strategických investičných projektov aspoň čiastočne financovaných z EŠIF, aby sa orientoval na strategické témy politiky súdržnosti a zároveňflexibilne reagoval na potreby SRIN zodpovednej za strategické plánovanie využitia zdrojov EŠIF v oblasti verejných investícií. Pre dosiahnutie tohto cieľa jepotrebné realizovať aktivity na zabezpečenie efektívneho výkonu úloh SRIN v oblasti strategického riadenia a strategického plánovania verejných investícií vprogramovom období 2014 – 2020, zabezpečenie monitoringu legislatívy, inštitútov a procesov v oblasti riadenia a implementácie EŠIF s dôrazom na programovéobdobie po roku 2020. Na rozdiel od CKO je úlohou SRIN previazanie EŠIF na strategické plánovanie celej národnej infraštruktúry, aby sa dosiahol súlads národnými politikami a medzinárodnými európskymi záväzkami.Odborná koordinačná a metodická podpora pri poskytovaní poradenských služieb pre podporu činností SRIN bude realizovaná dodaním štúdií, analýz, metodíka správ, ktoré navrhnú opatrenia na vyššiu intenzitu využitia prostriedkov z EŠIF pri realizácií strategických investícií v programovom období 2014 – 2020s dôrazom na ciele Agendy 2030.Poradenské a konzultačné služby súvisiace so strategickým riadením a strategickým plánovaním budú zamerané na získanie najlepšej praxe pri realizáciinárodných a medzinárodných postupov realizácie veľkých investičných projektov aspoň čiastočne financovaných z EŠIF, ktoré je vhodné zaviesť aj priimplementácii EŠIF na preklenutie investičnej medzery v stave infraštruktúry na Slovensku. Na rozdiel od CKO je zameranie SRIN orientované na využitiestrategických nástrojov riadenia investícií a na finančné nástroje na zvýšenie účinku financovania EŠIF pri dosahovaní vytýčených cieľov vyplývajúcich z Agendy2030. Navrhované postupy pomôžu pri metodickej podpore prípravy riadiacej a implementačnej dokumentácie, zvýšia kvalitu a účinnosť riadenia, efektívnostiimplementácie a strategického zacielenia EŠIF.Celková dĺžka realizácie tejto aktivity je stanovená na 24 mesiacov (t. j. od 1.1.2017 do 31.12.2018). Výsledkom realizácie projektu bude vypracovanie hodnotenípokroku dosiahnutého pri napĺňaní cieľov EÚ v strategickom plánovaní verejných investícií prostredníctvom Implementačnej jednotky SRIN a zabezpečenievýchodiskových bodov pre tvorbu nadchádzajúceho programového obdobia. Vypracované hodnotenia budú podkladom na zvýšenie účinku financovania EŠIF pridosahovaní vytýčených cieľov vyplývajúcich z Agendy 2030. (Slovak)
