The main objective of the national project “Language to the Labour Market 2” is the poorer status of jobseekers (hereinafter referred to as “UoZ”) and disadvantaged jobseekers (hereinafter Zuoz) in the labour market, increasing the employment and employment of UoZ and Zuoz by promoting job creation, reducing the unemployment, especially long-term unemployment, and promoting the development of local and regional employment in the least developed districts with a high rate of employment in the field of employment. The measures implemented through this national project will only be implemented on the basis of competences arising from specific regulations, such as Act No 453/2003 Coll. on State Administration bodies in the field of social affairs, families and employment services. The competence to apply active labour market measures results directly from the Employment Services Act for the authorities (Section 13(1)(o).The national project to address a high rate of registered unemployment in the districts of the Target Area. Within the meaning of Act No 336/2015 on support for the least developed districts and amending certain acts, as amended by late regulations, these districts are among the least developed districts because of long-term registered unemployment rates such as 1.5 times the average rate of registered unemployment in the Slovak Republic over the same period.     Hlavným ciežom národného projektu „Cesta na trh práce 2“ je zlepši postavenia uchádzačov o zamestnanie (ďalej len „UoZ“) a znevýhodnených uchádzačov o zamestnanie (ďalej len „ZUoZ“) na trhu práce, zvýši zamestnatežnos a zamestnanos UoZ a ZUoZ podporou vytvárania pracovných miest, zníži nezamestnanos, osobitne dlhodobú nezamestnanos a podpori rozvoj miestnej a regionálnej zamestnanosti v najmenej rozvinutých okresoch s vysokou mierou evidovanej nezamestnanosti.Opatrenia realizované prostredníctvom tohto národného projektu budú vykonávané na základe kompetencií vyplývajúcich z osobitných predpisov, akými sú najmä zákon č. 453/2003 Z. z. o orgánoch štátnej správy v oblasti sociálnych vecí, rodiny a služieb zamestnanosti a o zmene a doplnení niektorých zákonov v znení neskorších predpisov a zákon č. 5/2004 Z. z. o službách zamestnanosti a o zmene a doplnení niektorých zákonov v znení neskorších predpisov (ďalej len „zákon o službách zamestnanosti“).V rámci projektu sa budú vo vybraných regiónoch prostredníctvom úradov práce, sociálnych vecí a rodiny (ďalej len „úrad“) implementova vybrané aktívne opatrenie na trhu práce podža § 54 zákona o službách zamestnanosti. Kompetencia uplatňova aktívne opatrenia na trhu práce vyplýva pre úrady priamo zo zákona o službách zamestnanosti (§ 13 ods. 1 písm. o).Národný projekt rieši vysokú mieru evidovanej nezamestnanosti v okresoch ciežového územia. Tieto okresy patria v zmysle zákona č. 336/2015 Z. z. o podpore najmenej rozvinutých okresov a o zmene a doplnení niektorých zákonov v  znení neskorších predpisov medzi najmenej rozvinuté okresy z dôvodu dlhodobo vyššej miery evidovanej nezamestnanosti, ako je 1,5-násobok priemernej miery evidovanej nezamestnanosti v Slovenskej republike za rovnaké obdobie.
