    El proyecto contribuye a alcanzar PI-6C/OE (Proteger y valorizar el patrimonio cultural y natural, como soporte de base económica de la región transfronteriza) con el objetivo general de desarrollar un producto turístico diferenciado, de calidad y sostenible basado en el rico patrimonio cultural relacionado con la Guerra de la Independencia o Invasiones Napoleónicas en la zona de cooperación transfronteriza mediante el trabajo en red. La propuesta pretende utilizar este producto turístico como elemento de atracción de visitantes y de generación de actividad económica. El proyecto creará nuevas oportunidades de desarrollo turístico y económico también en zonas rurales. Las rutas creadas incorporan no solo el patrimonio histórico, sino también el paisaje, la gastronomía, los vinos, la artesanía y otros productos locales. El proyecto permite mejorar la competitividad del incipiente y atomizado sector turístico mediante la cooperación (club de producto). Ello mejorará el atractivo de estas localidades y contribuirá a minorar la despoblación, atrayendo nuevos residentes e impulsando la vertebración y la cohesión territorial. Además, se fomentará el aumento y afincamiento de empresas relacionadas con el turismo (gestión cultural, alojamientos, hostelería, servicios, etc.) en estos municipios, permitiendo un aumento del empleo y de la fijación de la población en estas zonas. La organización de recreaciones históricas, mercados napoleónicos (con venta de productos locales), bailes de época y otras actividades permitirán atraer visitantes y generar actividad económica. El carácter trasnacional de las rutas y su inclusión en un Itinerario Cultural Europeo del Consejo de Europa, favorecen su comunicación internacional y el trabajo en red con otras rutas europeas, abriendo estos territorios de interior a los mercados internacionales. Para ello el proyecto pretende en un primer paso identificar y analizar los elementos existentes con rigor científico y apoyado en estudios históricos. Posteriormente inventariar, ordenar, restaurar, hacer accesible y señalizar dichos elementos para ordenarlos a través de rutas. Una vez confeccionadas las rutas se diseñará con la participación público-privada un producto turístico incluyendo alojamientos, hostelería, transporte, oficinas de turismo, etc. Y finalmente se realizará un Plan de Marketing para vender este producto en distintos canales y a distintos públicos, desde ferias internacionales hasta webs y redes sociales. Por lo tanto, se pretende generar oportunidades en un territorio mayoritariamente rural, con población en declive y un sector turístico muy atomizado y débil. La riqueza del patrimonio cultural existente, unido a la riqueza natural y otros recursos como la gastronomía, los vinos, la artesanía o el deporte son activos endógenos que se deben activar para generar empleo y fijar la población existente. El trabajo en red interno y externo, compartiendo otras experiencias europeas, ayudará también a innovar, intercambiar conocimiento y abrir este territorio transfronterizo a menudo aislado pese a estar atravesado por importantes línea de comunicaciones por carretera y ferrocarril. Resultados: El proyecto persigue por un lado poner en valor ese patrimonio interesantísimo relacionado con los complicados inicios del siglo XIX y que tanto marcó la vida de nuestros países y de Europa entera. Catalogar, analizar su situación, mejorar su estado y su accesibilidad, identificarlos, señalarlos y geolocalizarlos será un primer resultado. Otro será el generar nuevas dinámicas de cooperación transfronteriza, publico-privada y multinivel.
