The Programme area is characterized by the weak connectivity and insufficient communication networks and systems which hamper the socio-economic development of the cross-border area and its attractiveness for investors. One of the main reasons of such a state is insufficient infrastructure of ICT and deficit of digital skills of human resources, as well. In order to strengthen human capital, employability and competitiveness the European Commission is promoting various initiatives aimed at increasing training in digital skills for the workforce and modernising education infrastructure across the EU. The investment in innovative, ICT based competence development centers in the cross – border regions of Poland -Ostrołęka and Belarus - Mosty could strongly contribute to the improvement of the communication and informational accessibility. The overall objective of the project is to develop ICT infrastructure in order to increase digital skills of human resources and improve communication.The creation of innovative, training infrastructure, i.e. two ICT competence development centers in Ostrołęka and in Mosty is the main contrib. A strong digital economy is vital for innovation, growth, jobs and European competitiveness, including cross – border actions. There is strong need for more skilled ICT professionals in all sectors of the economy. The foreseen infrastructure is in the line with EC digital economy inititives. The main outputs of the project implementation will be creation of two innovative, ICT based competence development centers preparing young people, future working force to enter the competitive labour market, contributing to the growth of cross-border area's economic competitiveness and establish new business partnerships. The cross- border approach of the project is essential for increasing social and economic competitiveness of the neighbouring regions of Poland and Belarus, which face similar developement challanges. La zone couverte par le programme se caractérise par la faible connectivité et l’insuffisance des réseaux et systèmes de communication qui entravent le développement socio-économique de la zone transfrontalière et son attrait pour les investisseurs. L’une des principales raisons d’un tel État est également l’insuffisance de l’infrastructure des TIC et le manque de compétences numériques en ressources humaines. Afin de renforcer le capital humain, l’employabilité et la compétitivité, la Commission européenne encourage diverses initiatives visant à accroître la formation de la main-d’œuvre aux compétences numériques et à moderniser les infrastructures éducatives dans l’ensemble de l’UE. L’investissement dans des centres de développement de compétences innovants fondés sur les TIC dans les régions transfrontalières de Pologne — Ostrołęka et Biélorussie — Mosty pourrait fortement contribuer à l’amélioration de la communication et de l’accessibilité à l’information. L’objectif général du projet est de développer les infrastructures TIC afin d’accroître les compétences numériques des ressources humaines et d’améliorer la communication.La création d’infrastructures de formation innovantes, à savoir deux centres de développement des compétences TIC à Ostrołęka et à Mosty, est le principal contrib. Une économie numérique forte est vitale pour l’innovation, la croissance, l’emploi et la compétitivité européenne, y compris les actions transfrontalières. Il est absolument nécessaire de disposer de professionnels des TIC plus qualifiés dans tous les secteurs de l’économie. L’infrastructure envisagée est conforme aux initatives de l’économie numérique de la CE. Les principaux résultats de la mise en œuvre du projet seront constitués de deux centres novateurs de développement des compétences fondés sur les TIC qui prépareront les jeunes et les futurs travailleurs à entrer sur le marché du travail compétitif, contribuant ainsi à la croissance de la compétitivité économique transfrontalière et établissant de nouveaux partenariats commerciaux. L’approche transfrontalière du projet est essentielle pour accroître la compétitivité sociale et économique des régions voisines de Pologne et de Biélorussie, qui sont confrontées à des problèmes de développement similaires. Der Programmbereich ist durch die schwache Konnektivität und unzureichende Kommunikationsnetze und -systeme gekennzeichnet, die die sozioökonomische Entwicklung des grenzüberschreitenden Raums und seine Attraktivität für Investoren behindern. Einer der Hauptgründe für einen solchen Staat ist auch die unzureichende IKT-Infrastruktur und das Defizit an digitalen Kompetenzen im Bereich der Humanressourcen. Zur Stärkung des Humankapitals, der Beschäftigungsfähigkeit und der Wettbewerbsfähigkeit fördert die Europäische Kommission verschiedene Initiativen, die darauf abzielen, die Ausbildung der Arbeitskräfte im Bereich der digitalen Kompetenzen zu verbessern und die Bildungsinfrastruktur in der gesamten EU zu modernisieren. Die Investitionen in innovative IKT-basierte Kompetenzentwicklungszentren in den Grenzregionen Polens, Ostrołęka und Weißrussland – Mosty könnten erheblich zur Verbesserung der Kommunikation und der Informationserreichbarkeit beitragen. Das übergeordnete Ziel des Projekts besteht darin, IKT-Infrastrukturen zu entwickeln, um die digitalen Kompetenzen der Humanressourcen zu verbessern und die Kommunikation zu verbessern.Die Schaffung innovativer Ausbildungsinfrastrukturen, d. h. zwei IKT-Kompetenzentwicklungszentren in Ostrołęka und in Mosty, ist das Hauptproblem. Eine starke digitale Wirtschaft ist von entscheidender Bedeutung für Innovation, Wachstum, Beschäftigung und europäische Wettbewerbsfähigkeit, einschließlich grenzübergreifender Maßnahmen. Die wichtigsten Ergebnisse der Projektdurchführung werden aus zwei innovativen, IKT-gestützten Kompetenzentwicklungszentren geschaffen, die junge Menschen vorbereiten, künftige Arbeitskräfte für den Eintritt in den wettbewerbsfähigen Arbeitsmarkt schaffen, zum Wachstum der wirtschaftlichen Wettbewerbsfähigkeit des grenzüberschreitenden Raums beitragen und neue Geschäftspartnerschaften aufbauen. Der grenzüberschreitende Ansatz des Projekts ist für die Steigerung der sozialen und wirtschaftlichen Wettbewerbsfähigkeit der benachbarten Regionen Polens und Weißrusslands, die mit ähnlichen Entwicklungsschritten konfrontiert sind, von entscheidender Bedeutung. Het programmagebied wordt gekenmerkt door de zwakke connectiviteit en ontoereikende communicatienetwerken en -systemen die de sociaal-economische ontwikkeling van het grensoverschrijdende gebied en de aantrekkelijkheid ervan voor investeerders belemmeren. Een van de belangrijkste redenen voor een dergelijke staat is de ontoereikende ICT-infrastructuur en een tekort aan digitale vaardigheden op het gebied van menselijke hulpbronnen. Om het menselijk kapitaal, de inzetbaarheid op de arbeidsmarkt en het concurrentievermogen te versterken, bevordert de Europese Commissie diverse initiatieven die gericht zijn op het vergroten van de opleiding in digitale vaardigheden voor de beroepsbevolking en het moderniseren van de onderwijsinfrastructuur in de hele EU. De investeringen in innovatieve, op ICT gebaseerde kennisontwikkelingscentra in de grensregio’s van Polen — Ostrołęka en Wit-Rusland — Mosty zou sterk kunnen bijdragen aan de verbetering van de communicatie en de toegankelijkheid van informatie. De algemene doelstelling van het project is de ontwikkeling van ICT-infrastructuur om de digitale vaardigheden van menselijk potentieel te vergroten en de communicatie te verbeteren.De oprichting van innovatieve opleidingsinfrastructuur, d.w.z. twee centra voor ICT-competentieontwikkeling in Ostrołęka en in Mosty is de belangrijkste contrib. Een sterke digitale economie is van vitaal belang voor innovatie, groei, werkgelegenheid en Europees concurrentievermogen, met inbegrip van grensoverschrijdende acties. Er is een grote behoefte aan meer gekwalificeerde ICT-professionals in alle sectoren van de economie. De beoogde infrastructuur is in overeenstemming met de initiatieven van de Europese digitale economie. De belangrijkste resultaten van de projectuitvoering zullen worden gevormd door twee innovatieve, op ICT gebaseerde centra voor competentieontwikkeling die jongeren voorbereiden, toekomstige beroepsbevolking om de concurrerende arbeidsmarkt te betreden, bij te dragen tot de groei van het economische concurrentievermogen van grensoverschrijdende gebieden en nieuwe bedrijfspartnerschappen tot stand te brengen. De grensoverschrijdende aanpak van het project is essentieel voor het vergroten van het sociale en economische concurrentievermogen van de naburige regio’s Polen en Wit-Rusland, die te maken hebben met soortgelijke ontwikkelingen. L'area del programma è caratterizzata dalla scarsa connettività e dall'insufficienza delle reti e dei sistemi di comunicazione che ostacolano lo sviluppo socioeconomico dell'area transfrontaliera e la sua attrattiva per gli investitori. Uno dei motivi principali di tale stato è l'insufficiente infrastruttura delle TIC e il deficit di competenze digitali delle risorse umane. Al fine di rafforzare il capitale umano, l'occupabilità e la competitività, la Commissione europea sta promuovendo varie iniziative volte a migliorare la formazione delle competenze digitali per la forza lavoro e a modernizzare le infrastrutture per l'istruzione in tutta l'UE. L'investimento in centri di sviluppo delle competenze innovative basate sulle TIC nelle regioni transfrontaliere della Polonia — Ostrołęka e Bielorussia — Mosty potrebbe contribuire fortemente al miglioramento della comunicazione e dell'accessibilità dell'informazione. L'obiettivo generale del progetto è quello di sviluppare infrastrutture TIC al fine di aumentare le competenze digitali delle risorse umane e migliorare la comunicazione. La creazione di infrastrutture innovative di formazione, vale a dire due centri di sviluppo delle competenze TIC a Ostrołęka e a Mosty è il principale contrib. Un'economia digitale forte è essenziale per l'innovazione, la crescita, l'occupazione e la competitività europea, comprese le azioni transfrontaliere. Vi è una forte necessità di professionisti delle TIC più qualificati in tutti i settori dell'economia. L'infrastruttura prevista è in linea con le iniziative comunitarie in materia di economia digitale. El ámbito del programa se caracteriza por la escasa conectividad y la insuficiencia de redes y sistemas de comunicación que obstaculizan el desarrollo socioeconómico de la zona transfronteriza y su atractivo para los inversores. Una de las principales razones de este estado es la insuficiencia de infraestructuras de TIC y el déficit de capacidades digitales de recursos humanos. Con el fin de reforzar el capital humano, la empleabilidad y la competitividad, la Comisión Europea está promoviendo diversas iniciativas destinadas a aumentar la formación en competencias digitales para la mano de obra y modernizar las infraestructuras educativas en toda la UE. La inversión en centros innovadores de desarrollo de competencias basadas en las TIC en las regiones transfronterizas de Polonia -Ostrołęka y Bielorrusia- La mayoría podría contribuir en gran medida a mejorar la comunicación y la accesibilidad a la información. El objetivo general del proyecto es desarrollar infraestructuras TIC con el fin de aumentar las capacidades digitales de los recursos humanos y mejorar la comunicación. La creación de infraestructuras innovadoras de formación, es decir, dos centros de desarrollo de competencias en TIC en Ostrołęka y en Mosty es el principal contrib.
