Projekts nodrošinās jau funkcionējošas elektronisko iepirkumu (jeb e-konkursu) un elektronisko izsoļu platformas www.eis.gov.lv (turpmāk - e-Iepirkumu un e-Izsoļu platforma) attīstību, aktualizējot un veicinot Publiskā iepirkuma likuma nosacījumu izpildi, padarot pieejamāku to pielietošanu jebkuram Elektroniskās iepirkuma sistēmas (turpmāk – EIS) lietotājam (gan reģistrētam, gan nereģistrētam EIS) - Publisko iepirkumu likuma (arī citu iepirkumu likumu) subjektam, kas EIS strādā kā pasūtītājs un jebkuram piegādātājam, kurš ir piedalījies iepirkumā ar mērķi iegūt tiesības sniegt savus pakalpojumus vai piegādāt savas preces. Projekta virsmērķis: atvieglot publisko iepirkumu procedūru veikšanu, piedāvājot lietotājiem ērtu un funkcionālu risinājumu - izmantojot EIS apakšsistēmas sadarbībā Eiropas informācijas sistēmām.Projekta ietvaros plānots veikt šādu EIS funkcionalitātes uzlabošanu:- e-izziņu apakšsistēmas papildināšanu ar datiem no jauniem reģistriem,- EIS sasaistes ar Eiropas Savienības sistēmām veidošanu,- piedāvājuma sagatavošanas procesa paātrināšana (automātiska datu saņemšana no reģistriem ESPD atbilstošajā formātā), kā arī piedāvājuma vērtēšanas procesa paātrināšanu (tiek identificēti dati, kuru precizitāti nav jāpārbauda, jo tie saņemti no uzticamiem avotiem),- viennozīmīga virzīšanās uz atteikšanos no papīrformāta dokumentiem.Projekta darbības:Rezultāta rādītāju sasniegšanai, Valsts reģionālās attīstības aģentūra plāno īstenot projekta laikā šādus aktivitāšu grupas, nodrošinot Projekta pieteikuma mērķiem atbilstošu sistēmas risinājumu plānošanu un izstrādi, kā arī kvalitātes uzraudzību, apmācību, ieviešanu un sabiedrības informēšanu:Projekta 1.darbība – projekta pārvaldība un administrēšana;Projekta 2.darbība – izstrādes tehniskās specifikācijas sagatavošana un izstrādes iepirkums;Projekta 3.darbība – e-iepirkumu un e-izsoļu platformas programmatūras pilnveidošana;Projekta 4.darbība – e-pakalpojumu izstrāde un ieviešana;Projekta 5.darbība – Ekonomikas ministrijas Būvniecības valsts kontroles biroja Būvniecības informācijas sistēmas (turpmāk – EM BVKB BIS) saskarņu izstrāde un ieviešana;Projekta 6.darbība – Finanšu ministrijas Valsts ieņēmumu dienesta Nodokļu informācijas sistēmas (turpmāk – FM VID NIS) saskarņu izstrāde un ieviešana;Projekta 7.darbība – e-iepirkumu un e-izsoļu platformas programmatūras pilnveidošanas kvalitātes uzraudzība;Projekta 8.darbība – e-iepirkumu un e-izsoļu platformas veiktspējas un drošības audits;Projekta 9.darbība – pašapmācību IS datu aktualizācija;Projekta 10.darbība – projekta publicitāte.Projekta ietvaros ir paredzēts ir izveidot jaunas saskarnes 2 iestāžu informācijas sistēmām EM BVKB (BIS) un FM VID (NIS), kā arī ir paredzētas darbības šo savienojumu nodrošināšanai, kas līdz ar to ierosinās izmaiņas visās iesaistītajās sistēmās. Papildus norādām, ka projekta ietvaros izstrādātie risinājumi, tiks izvietoti VISS kā koplietošanas infrastruktūras daļa, kuru būs iespējams izmantot arī citu informācijas sistēmu vajadzībām. Savukārt, EIS statistikas un epakalpojumu automātiskās uzskaites procesu pilnveidošana, e-iepirkumu datu atvēršana un publicēšana atvērto datu portālā un standarta ESPD, kurš ir sagatavots elektroniskā veidā un atbilst Eiropas Komisijas izstrādātajām „ESPD services” standartam, ieviešana strukturētā veidā, izmaiņas VISS neprasa, jo to izmantošanai/darbībai pielāgos tikai EIS kā specifisku nozares informācijas sistēmu. Projektā izstrādātais tehnoloģiskais risinājums paredz savienojumu (netiešu) starp projekta ietvaros attīstīto informācijas sistēmu un pašvaldību informācijas sistēmu – proti, izmantojot standarta risinājumus – caur Atvērto datu portālu un E-adresi, kā arī projekta ietvaros ir paredzētas darbības šī savienojuma nodrošināšanai.Projektā plānotais risinājums ir saskaņots resora līmenī, ko apliecina pielikumā esošais dokuments – VARAM Valsts sekretāra R.Muciņa parakstītais apliecinājums, kā arī pakalpojuma procesa pārbūve un digitalizācijas forma ir saskaņota IKT vadītāju forumā.Projekta iznākumu rādītāji:1. Pilnveidoti darbības procesi – 6 darbības procesi:1) Vienotā Eiropas iepirkuma dokumenta ESPD aprite strukturētā veidā;2) Ārzemnieku autentifikācijas procesa izpilde EIS atbilstoši e-IDAS regulai (EIROPAS PARLAMENTA UN PADOMES REGULA (ES) Nr. 910/2014 (2014. gada 23. jūlijs) par elektronisko identifikāciju un uzticamības pakalpojumiem elektronisko darījumu veikšanai iekšējā tirgū un ar ko atceļ Direktīvu 1999/93/EK, izmantojot koplietošanas komponentes);3) Bezpapīra dokumentu aprites procesu pilnveidošana un dokumentu elektroniska uzglabāšana publiskā iepirkuma procesa ietvaros;4) EIS statistikas un e-pakalpojumu automātiskās uzskaites procesu pilnveidošana, izmantojot vienotus koplietošanas servisus;5) Elektronisko iepirkumu datu atvēršana un publicēšana;6) e-Iepirkumu un e-izsoļu platformas attīstība (e-Iepirkumu un e-izsoļu platformas attīstība atbilstoši EIS lietotāju vajadzībām (pamatā lietojamības uzlabo (Latvian)

The project will ensure the development of an already functioning electronic procurement (or e-competition) and electronic auction platform www.eis.gov.lv (hereinafter – e-Procurement and E-Procurement platform) by updating and promoting the fulfilment of the provisions of the Public Procurement Law, making their application more accessible to any user of the Electronic Procurement System (hereinafter – EIS) (both registered and unregistered EIS) – to the entity of the Public Procurement Law (or other procurement law), which works as a customer and any supplier has a right to provide its services. The project objective shall: To facilitate the running of the public procurement procedures by offering user convenience and functional solution – through the EIS Subsystems in cooperation with European Information Systems.The project is designed to improve the functionality of the EIS-The EIS is the implementation of the EM of the FM with new registers,- the EIS linking to the European Union systems;-Project-design for the design of the project, the expedited implementation of the public performance of the system (automatic procurement of the Information from the registers in the ESPD), as well as the expeditedness of the procurement process (promotion for the design of the project for the purposes of achieving the relevant targets, the accuracy of which is implied by the following systems. In addition, we note that the solutions developed within the framework of the project will be placed in the VISS as part of the shared infrastructure, which will be possible to use also for the needs of other information systems. On the other hand, the improvement of the process of accounting for EIS statistics and e-services, the opening and publication of e-procurement data on the open data portal and the standard ESPD, which has been prepared electronically and complies with the “ESPD services” standard developed by the European Commission, implementation in a structured way, does not require changes to the VISS, since only the EIS as a sector-specific information system will be adapted to their use/operation. The technological solution developed within the project envisages a connection (indirect) between the information system developed within the framework of the project and the municipal information system – i.e. using standard solutions – via Open Data Portal and E-mail, as well as activities to ensure this connection are planned within the project.The planned solution in the project is agreed at the level of the agency, as evidenced by the certificate signed by the State Secretary R.Muciņš, as well as the reconstruction of the service process and the form of digitalisation is harmonised in the ICT Managers Forum. Le projet garantira le développement d’une plateforme électronique de passation de marchés (ou d’appel d’offres en ligne) et d’enchères électroniques déjà fonctionnelles www.eis.gov.lv (ci-après «e-Procurement and e-oction Platform») en mettant à jour et en promouvant le respect des dispositions de la loi sur les marchés publics, en rendant leur application plus accessible à tout utilisateur du système électronique de passation des marchés (ci-après «EIS») (ci-après «EIS») — un sujet de la loi sur les marchés publics (également d’autres lois sur les marchés publics), qui travaille en tant qu’autorité contractante et tout fournisseur ayant participé à la passation de marché en vue d’obtenir le droit de fournir leurs services ou de fournir leurs biens. Objectif général du projet: faciliter l’exécution des procédures de passation de marchés publics en offrant une solution conviviale et fonctionnelle — en utilisant les sous-systèmes EIS en coopération avec les systèmes d’information européens. Le projet vise à améliorer la fonctionnalité de l’EIS comme suit:- l’ajout de données provenant de nouveaux registres au sous-système «information électronique»,- l’établissement du lien entre l’EIS et les systèmes de l’Union européenne,- l’accélération du processus d’appel d’offres (réception automatique des données des registres dans le format approprié de la DEME), outre l’accélération du processus d’évaluation des appels d’offres (dont l’exactitude n’a pas besoin d’être vérifiée parce qu’elles proviennent de sources fiables), l’Agence nationale de développement régional prévoit de mettre en œuvre au cours du projet les groupes d’activités suivants, en veillant à la planification et au développement de solutions système conformes aux objectifs de l’application du projet, ainsi qu’au suivi de la qualité, à la formation, à la mise en œuvre et à la société informēšanu:Projekta 1 — gestion et administration du projet;Projet 2 — préparation de spécifications techniques pour le développement et l’acquisition de développement; projet 3 — Amélioration des logiciels de la plate-forme de passation électronique de marchés et d’e-e-e; Projet Coopération 4 — Développement et mise en œuvre de services en ligne;Projet 5 — Développement et mise en œuvre des interfaces du système d’information sur la construction du Bureau national de contrôle de la construction du ministère de l’économie (ci-après — EM BVKB BIS);Projet 6 — Développement et mise en œuvre des interfaces du système d’information fiscale des services fiscaux de l’État (ci-après — FM VID NIS) du ministère des finances; projet 7 — Suivi de la qualité du développement de logiciels de passation de marchés électroniques et de plateformes d’e-e-e-e; coopération au projet 8 — audit de performance et de sécurité de la plateforme e-e-e-e;Projet 9 — Mise à jour des données IS auto-apprentissage;Projet 10 — Publicité du projet.Le projet vise à créer de nouvelles interfaces pour 2 systèmes d’information institutionnels EM BVKB (BIS) et FM VID (NIS), ainsi que des actions visant à assurer ces connexions, qui proposeront donc des modifications à l’ensemble des systèmes concernés. Nous rappelons également que les solutions développées dans le cadre du projet seront déployées dans le cadre de l’infrastructure partagée, qui sera également utilisée pour d’autres systèmes d’information. D’autre part, l’amélioration des processus d’enregistrement statistique et d’enregistrement automatique des services électroniques, l’ouverture et la publication des données relatives aux marchés publics électroniques sur le portail de données ouvertes et l’introduction de la norme ESPD, qui est préparée sous forme électronique et conformément à la norme «services ESPD» élaborée par la Commission européenne, de manière structurée, ne nécessitent aucune modification du TOUS, étant donné que seul le SIE en tant que système d’information sectoriel spécifique sera adapté à leur utilisation/opération. La solution technologique mise au point dans le cadre du projet prévoit une connexion (indirecte) entre le système d’information mis au point dans le cadre du projet et le système d’information de l’administration locale — c’est-à-dire en utilisant des solutions standard — par l’intermédiaire du portail de données ouvertes et de l’adresse électronique, ainsi que dans le cadre du projet, des activités sont envisagées pour assurer cette connexion. La solution prévue dans le projet est convenue au niveau du département, ce qui est confirmé par le document figurant en annexe, une déclaration signée par le secrétaire d’État du secrétaire d’État du ministère d’État R.Muci’š, ainsi que la reconstruction du processus de service et la forme de numérisation sont convenues au sein du Forum des gestionnaires des TIC. Das Projekt wird die Entwicklung eines bereits funktionierenden elektronischen Beschaffungswesens (oder elektronischer Ausschreibung) und der elektronischen Auktionsplattform www.eis.gov.lv (im Folgenden „e-Procurement and e-oction Platform“) sicherstellen, indem die Bestimmungen des Vergaberechts aktualisiert und gefördert werden, wodurch deren Anwendung für jeden Nutzer des elektronischen Beschaffungssystems (im Folgenden „EIS“ genannt) (sowohl registriert als auch nicht registriertes EIS) – ein Gegenstand des Vergaberechts (auch andere Vergabegesetze), der als öffentlicher Auftraggeber tätig ist, und jeden Anbieter, der an der Auftragsvergabe beteiligt ist, zum Zwecke der Erlangung des Rechts auf Erbringung ihrer Dienstleistungen oder zur Lieferung ihrer Waren verbessert wird. Gesamtziel des Projekts: die Durchführung von Verfahren zur Vergabe öffentlicher Aufträge zu erleichtern, indem eine benutzerfreundliche und funktionale Lösung angeboten wird – unter Verwendung der EIS-Teilsysteme in Zusammenarbeit mit den europäischen Informationssystemen. Das Projekt zielt darauf ab, die Funktionalität des EIS wie folgt zu verbessern:- Hinzufügen von Daten aus neuen Registern zum Teilsystem e-Information,- Aufbau der Verbindung zwischen dem EIS und den Systemen der Europäischen Union, Beschleunigung des Ausschreibungsverfahrens (automatischer Empfang von Daten aus Registern in geeignetem Format der ESPD), neben der Beschleunigung des Ausschreibungsverfahrens (Daten, deren Genauigkeit nicht überprüft werden muss, weil sie aus zuverlässigen Quellen stammen) plant die Staatliche Regionale Entwicklungsagentur, während des Projekts folgende Gruppen von Tätigkeiten durchzuführen, um die Planung und Entwicklung von Systemlösungen im Einklang mit den Zielen der Projektanwendung sicherzustellen, sowie Qualitätsüberwachung, Ausbildung, Umsetzung und Gesellschaft informēšanu:Projekta 1 – Projektmanagement und -verwaltung;Projekt 2 – Ausarbeitung technischer Spezifikationen für die Entwicklung und Beschaffung der Entwicklung; Projekt 3 – Verbesserung der e-Procurement- und E-Auktionsplattform-Software; Projektkooperation 4 – Entwicklung und Implementierung von elektronischen Dienstleistungen;Projekt 5 – Entwicklung und Umsetzung der Schnittstellen des Staatlichen Baukontrollbüros des Wirtschaftsministeriums (im Folgenden: EM BVKB BIS); Projekt 6 – Entwicklung und Implementierung der Schnittstellen des Steuerinformationssystems für staatliche Einnahmen (im Folgenden – FM VID NIS) des Finanzministeriums; Projekt 7 – Überwachung der Qualität der e-Procurement- und E-Auktionsplattform-Softwareentwicklung; Projektkooperation 8 – e-Procurement und eauction Platform Performance and Security Audit;Projekt 9 – Aktualisierung von selbstlernenden IS-Daten;Projekt 10 – Projektpublikation.Das Projekt soll neue Schnittstellen für zwei institutionelle Informationssysteme EM BVKB (BIS) und FM VID (NIS) schaffen sowie Maßnahmen zur Gewährleistung dieser Verbindungen, die daher Änderungen an allen beteiligten Systemen vorschlagen werden. Wir weisen ferner darauf hin, dass die im Rahmen des Projekts entwickelten Lösungen im Rahmen der gemeinsamen Infrastruktur eingesetzt werden, die auch für andere Informationssysteme genutzt werden soll. Andererseits erfordert die Verbesserung der statistischen und elektronischen Datenerfassungsverfahren des EIS, die Eröffnung und Veröffentlichung von elektronischen Vergabedaten auf dem offenen Datenportal sowie die Einführung der in elektronischer Form und in Übereinstimmung mit den von der Europäischen Kommission entwickelten Standard „ESPD-Dienste“ erstellten Standard-ESPD-Dienste keine Änderungen an den ALLEN, da nur das EIS als spezifisches branchenspezifisches Informationssystem für ihre Nutzung/Betrieb angepasst wird. Die im Projekt entwickelte technologische Lösung sieht eine (direkte) Verbindung zwischen dem im Projekt entwickelten Informationssystem und dem Informationssystem der Kommunalverwaltung – d. h. mit Hilfe von Standardlösungen – über das Open Data Portal und die E-Adresse sowie im Rahmen des Projekts vor. Die geplante Lösung des Projekts wird auf der Ebene der Abteilung vereinbart, was durch das Dokument im Anhang bestätigt wird – eine Erklärung, die vom Staatssekretär des Staatssekretärs des Staatssekretärs des Ministeriums für Staatsminister R.Muciņš unterzeichnet wurde, sowie der Wiederaufbau des Dienstleistungsprozesses und die Form der Digitalisierung werden im Forum der IKT-Manager vereinbart. Het project zal zorgen voor de ontwikkeling van reeds functionerende elektronische aanbestedingen (of e-aanbesteding) en elektronisch veilingplatform www.eis.gov.lv (hierna „het e-aanbestedings- en e-octionplatform” genoemd) door de naleving van de bepalingen van de wet inzake overheidsopdrachten te actualiseren en te bevorderen en de toepassing ervan toegankelijker te maken voor elke gebruiker van het elektronische aanbestedingssysteem (hierna „EIS” genoemd) (zowel geregistreerd als niet-geregistreerd EIS) — een onderwerp van de wet inzake overheidsopdrachten (ook andere aanbestedingswetten), die werkt als aanbestedende dienst en elke leverancier die aan de aanbesteding heeft deelgenomen met het oog op het verkrijgen van het recht om hun diensten te verlenen of hun goederen te leveren. Algemene doelstelling van het project: de uitvoering van openbare aanbestedingsprocedures te vergemakkelijken door een gebruiksvriendelijke en functionele oplossing aan te bieden — met gebruikmaking van de EIS-subsystemen in samenwerking met de Europese informatiesystemen. Het project heeft tot doel de functionaliteit van EIS als volgt te verbeteren:- het toevoegen van gegevens uit nieuwe registers aan het subsysteem e-informatie,- het opbouwen van de koppeling tussen het EIS en de systemen van de Europese Unie,- het versnellen van de inschrijvingsprocedure (automatische ontvangst van gegevens uit registers in het passende formaat van het UEA); naast het versnellen van het aanbestedingsproces (gegevens waarvan de nauwkeurigheid niet hoeft te worden gecontroleerd omdat deze afkomstig zijn uit betrouwbare bronnen) is het Agentschap voor regionale ontwikkeling van plan om tijdens het project de volgende groepen activiteiten uit te voeren, waarbij wordt gezorgd voor de planning en ontwikkeling van systeemoplossingen overeenkomstig de doelstellingen van de projectaanvraag, alsook voor kwaliteitsbewaking, opleiding, uitvoering en samenleving informēšanu:Projekta 1 — projectbeheer en -administratie;Project 2 — voorbereiding van technische specificaties voor ontwikkeling en inkoop van ontwikkeling; project 3 — verbetering van de software voor e-aanbestedingen en e-veilingplatforms; project Samenwerking 4 — ontwikkeling en implementatie van e-diensten;Project 5 — Ontwikkeling en implementatie van de interfaces van het Bouwinformatiesysteem van het Staatsbureau voor de Constructiecontrole van het ministerie van Economische Zaken (hierna: EM BVKB BIS); project 6 — Ontwikkeling en implementatie van de interfaces van het belastinginformatiesysteem van de staat (hierna: FM VID NIS) van het ministerie van Financiën; project 7 — Monitoring van de kwaliteit van de softwareontwikkeling van e-aanbestedings- en e-veilingplatforms; projectsamenwerking 8 — prestaties van e-aanbestedings- en e-veilingplatforms en beveiligingsaudits;Project 9 — updaten van zelflerende IS-gegevens;Project 10 — Project publiciteit.Het project is bedoeld om nieuwe interfaces te creëren voor 2 institutionele informatiesystemen EM BVKB (BIS) en FM VID (NIS), evenals acties om deze verbindingen te waarborgen, waardoor wijzigingen in alle betrokken systemen zullen worden voorgesteld. Wij wijzen er ook op dat de in het kader van het project ontwikkelde oplossingen zullen worden ingezet als onderdeel van de gedeelde infrastructuur, die ook zal worden gebruikt voor andere informatiesystemen. Anderzijds zijn de verbetering van de statistische en elektronische registratieprocessen van het EIS, de opening en publicatie van e-aanbestedingsgegevens op het opendataportaal en de invoering van het standaard UEA, dat in elektronische vorm en in overeenstemming met de door de Europese Commissie ontwikkelde standaard „ESPD-diensten” op gestructureerde wijze is opgesteld, geen wijzigingen in het ALLE, aangezien alleen het EIS als specifiek sectorspecifiek informatiesysteem zal worden aangepast voor het gebruik/de werking ervan. De in het project ontwikkelde technologische oplossing voorziet in een (indirecte) verbinding tussen het in het kader van het project ontwikkelde informatiesysteem en het informatiesysteem van de lokale overheid — d.w.z. met behulp van standaardoplossingen — via het Open Data Portal en het E-adres, alsook in het kader van het project, zijn activiteiten gepland om deze verbinding te waarborgen. De geplande oplossing in het project wordt overeengekomen op het niveau van de afdeling, hetgeen wordt bevestigd door het document in de bijlage — een verklaring ondertekend door de staatssecretaris van de Staatssecretaris van het ministerie van Buitenlandse Zaken R.Muci:š, alsmede de wederopbouw van het dienstverleningsproces en de vorm van digitalisering zijn overeengekomen in het forum voor ICT-managers.
