Obiectivul general al proiectului îl reprezintă asigurarea sprijinului financiar necesar Organismului Intermediar din cadrul ADR Centru pentru realizarea activităților specifice atribuțiilor delegate prin Acordul-cadru de delegare a atribuțiilor privind implementarea POR 2014-2020. Proiectul va sprijini implementarea transparentă şi eficientă a POR, prin îndeplinirea corespunzătoare şi la timp a tuturor atribuțiilor delegate de către Autoritatea de Management pentru Programul Operațional Regional către ADR Centru în calitate de Organism Intermediar. Prin implicarea activă a Organismului Intermediar din cadrul ADR CENTRU în activitățile de programare, evaluarea, selecţia şi contractarea operaţiunilor/proiectelor, verificarea achiziţiilor şi a cererilor de rambursare şi plată, monitorizarea proiectelor finanțate, managementul neregulilor/control/recuperarea debitelor, activitatea structurii de sprijinire a dezvoltării urbane din cadrul Ol/ADR, audit, sprijinirea activității CM POR şi a altor comitete legate de implementarea POR, în activitățile de îmbunătățire a calificării personalului, instruire/informare pentru beneficiari/potențiali beneficiari, susținerea implementării măsurilor anti-fraudă, precum şi în activitățile de informare şi comunicare privind POR, inclusiv prin activități de sprijinire a beneficiarilor/potențialilor beneficiari, prin structura de tip help-desk din cadrul ADR Centru, proiectul contribuie la realizarea obiectivului axei prioritare Asistenţă Tehnică, şi anume, sprijinirea instituțiilor implicate în managementul POR, în scopul implementării eficiente şi transparente a Programului. Proiectul asigură resursele necesare ADR Centru, ca parte a sistemului de implementare a POR, pentru îndeplinirea corespunzătoare a atribuțiilor delegate de către AM POR, contribuind astfel la atingerea obiectivului general al POR 2014–2020, acela de: creștere a competitivității economice și îmbunătățirea condițiilor de viață ale comunităților locale și regionale, prin sprijinirea dezvoltării mediului de afaceri, infrastructurii și serviciilor, pentru dezvoltarea durabilă a regiunilor, astfel încât acestea să își poată gestiona în mod eficient resursele și să își valorifice potențialul de inovare și de asimilare a progresului tehnologic. The general objective of the project is to provide the necessary financial support to the Intermediate Body within the RDA Centre to carry out the activities specific to the tasks delegated by the Framework Agreement delegating tasks concerning the implementation of ROP 2014-2020. The project will support the transparent and efficient implementation of the ROP, by performing properly and in a timely manner all the tasks delegated by the Managing Authority for the Regional Operational Programme to the RDA Centre as Intermediate Body. Through the active involvement of the Intermediate Body within the RDA CENTRU in programming activities, evaluation, selection and contracting of operations/projects, verification of procurements and claims for reimbursement and payment, monitoring of funded projects, management of irregularities/control/debt recovery, activity of the urban development support structure of Ol/ADR, audit, support to the work of the CM ROP and other committees related to the implementation of ROPs, in activities to improve the qualification of staff, training/information for beneficiaries/potential beneficiaries, support for the implementation of anti-fraud measures, as well as in information and communication activities related to ROP, including through support activities for beneficiaries/potential beneficiaries, through the help-desk structure of the RDA Centre, the project contributes to the achievement of the objective of the priority axis Technical Assistance, namely, supporting the institutions involved in the ROP management, in order to implement the Programme efficiently and transparently. The project provides the necessary resources for the RDA Centre, as part of the ROP implementation system, for the proper performance of the tasks delegated by the MA ROP, thus contributing to the achievement of the overall objective of the ROP 2014-2020, namely: increasing economic competitiveness and improving the living conditions of local and regional communities, by supporting the development of the business environment, infrastructure and services, for the sustainable development of the regions, so that they can manage their resources efficiently and realise their potential for innovation and the uptake of technological progress.
