Obiectivul general al proiectului este asigurarea sprijinului financiar necesar Organismului Intermediar POR din cadrul ADR SV Oltenia pentru realizarea activitatilor specifice atributiilor delegate prin Acordul Cadru de delegare a atributiilor privind implementarea POR 2014-2020. Beneficiarul va urmari respectarea integrala a termenelor procedurale, a instructiunilor si notelor emise de AM POR si a legislatiei aplicabile in derularea activitatilor legate de: -lansarea regionala a apelurilor de proiecte; -informarea, comunicarea si promovarea oportunitatilor de finantare oferite de POR 2014 -2020; -sprijinul acordat potentialilor beneficiari ai proiectelor cofinantate din axele programului; -asigurarea de personal calificat si eficient, prin desfasurarea activitatilor de instruire, pe tematici complementare fata de planul de instruire al AM POR; -instruirea beneficiarilor de finantari POR, dupa semnarea contractelor de finantare, de catre personalul OI POR si al serviciilor suport; -sprijinul acordat autoritatilor urbane in indeplinirea responsabilitatilor acestora; -monitorizarea PDR 2014-2020; -elaborarea PDR 2021-2027; -sprijinirea AM POR in pregatirea perioadei de programare 2021 -2027; -evaluarea, selectia si contractarea operatiunilor; -monitorizarea tehnica, verificarea financiara si auditarea proiectelor. Indeplinirea corespunzatoare de catre ADR SV Oltenia a atributiilor delegate va contribui semnificativ la implementarea eficienta si transparenta a programului si, in mod implicit, la realizarea obiectivului general al POR 2014-2020: cresterea competitivitatii economice si imbunatatirea conditiilor de viata ale comunitatilor locale si regionale, prin sprijinirea dezvoltarii mediului de afaceri, infrastructurii si serviciilor, pentru dezvoltarea durabila a regiunilor, astfel incat acestea sa isi poata gestiona in mod eficient resursele si sa isi valorifice potentialul de inovare si de asimilare a progresului tehnologic. The general objective of the project is to provide the necessary financial support to the ROP Intermediate Body within the RDA Oltenia SV for the specific activities delegated by the Framework Agreement on delegation of responsibilities regarding the implementation of ROP 2014-2020. The beneficiary will seek full compliance with the procedural deadlines, the instructions and notes issued by the MA ROP and the legislation applicable to the activities related to: regional launch of calls for projects; — information, communication and promotion of funding opportunities offered by ROP 2014-2020; —support to potential beneficiaries of co-financed projects from programme axes; providing qualified and efficient personnel, by carrying out training activities, on complementary topics to the training plan of the MA ROP; —the training of the beneficiaries of ROP financing, after the signature of the financing contracts, by the IB ROP staff and the support services; support to urban authorities in fulfilling their responsibilities; —monitoring RDP 2014-2020; — elaboration of RDP 2021-2027; — supporting the ROP in the preparation of the 2021-2027 programming period; evaluation, selection and contracting of operations; technical monitoring, financial verification and project auditing. The proper fulfilment by the ADR SV Oltenia of the delegated tasks will contribute significantly to the efficient and transparent implementation of the programme and, implicitly, to the achievement of the general objective of the ROP 2014-2020: increasing economic competitiveness and improving the living conditions of local and regional communities by supporting the development of the business environment, infrastructure and services, for the sustainable development of the regions, so that they can efficiently manage their resources and capitalise on their potential for innovation and assimilation of technological progress.
