Obiectivul general al proiectului este de a asigura sprijinul financiar necesar Organismului Intermediar POR din cadrul ADR SV Oltenia pentru realizarea activităților specifice Acordului-cadru de delegare a anumitor atribuții privind implementarea POR. Beneficiarul va urmări respectarea integrală a termenelor procedurale, a instrucțiunilor și notelor emise de AM POR și a legislației aplicabile în derularea activităților legate de: -lansarea regională a apelurilor de proiecte; -informarea, comunicarea și promovarea oportunităților de finanțare oferite de POR 2014 -2020; -sprijinul acordat potențialilor beneficiari ai proiectelor cofinanțate din axele programului; -asigurarea de personal calificat și eficient, prin desfășurarea activităților de instruire, pe tematici complementare față de planul de instruire al AM POR; -instruirea beneficiarilor de finanțări POR; -sprijinul acordat autorităților urbane în îndeplinirea responsabilităților acestora; -monitorizarea PDR 2014-2020; -evaluarea, selecția și contractarea operațiunilor; -monitorizarea tehnică, verificarea financiară și auditarea proiectelor. Îndeplinirea corespunzătoare de către ADR SV Oltenia a atribuțiilor delegate va contribui semnificativ la implementarea eficientă și transparentă a programului și, în mod implicit, la realizarea obiectivului general al POR 2014-2020: creșterea competitivității economice și îmbunătățirea condițiilor de viață ale comunităților locale și regionale, prin sprijinirea dezvoltării mediului de afaceri, infrastructurii și serviciilor, pentru dezvoltarea durabilă a regiunilor, astfel încât acestea să își poată gestiona în mod eficient resursele și să își valorifice potențialul de inovare și de asimilare a progresului tehnologic. The general objective of the project is to provide the necessary financial support to the ROP Intermediate Body within the RDA SV Oltenia to carry out the specific activities of the Framework Agreement delegating certain tasks regarding the implementation of ROPs. The beneficiary will seek full compliance with the procedural deadlines, instructions and notes issued by the MA ROP and the legislation applicable in carrying out activities related to: regional launch of calls for projects; information, communication and promotion of funding opportunities offered by ROP 2014-2020; —support to potential beneficiaries of projects co-financed from programme axes; providing qualified and efficient personnel, by carrying out training activities, on complementary topics to the MA ROP training plan; —training the beneficiaries of ROP funding; support to urban authorities in fulfilling their responsibilities; —monitoring RDP 2014-2020; —evaluation, selection and contracting of operations; —technical monitoring, financial verification and project auditing. The proper performance of the Oltenia SV RDA of the delegated tasks will contribute significantly to the efficient and transparent implementation of the programme and, implicitly, to the achievement of the overall objective of the ROP 2014-2020: increasing economic competitiveness and improving the living conditions of local and regional communities, by supporting the development of the business environment, infrastructure and services, for the sustainable development of the regions, so that they can manage their resources efficiently and realise their potential for innovation and the uptake of technological progress.
