Bakgrunden till projektet Bridging the Gap är att transportsektorn är en sektor som har stora utmaningar i att bli fossilfri och energieffektiv. Att inkorporera jämställdhetsaspekter samt barn- och föräldraperspektiv behöver också förstärkas i arbetet med att förändra transportsystemet så att det blir långsiktigt hållbart. Projektets syfte är att åstadkomma konkret förändring som bidrar till projektets mål om att minska koldioxidutsläppen, öka andelen förnybar energi och minska energianvändningen inom transportsektorn hos projektets aktörer i Jönköpings län. Detta ska ske genom en arbetsmodell där nuläge, förändring samt uppföljning och kommunicering är delmomenten för ett lyckat resultat. Idag arbetar näringslivet, myndigheter och kommuner på flera sätt för att effektivisera transportsektorn och öka andelen förnybar energi. Modellen kommer att överbrygga skillnader mellan nuläge och vision och kommer möjliggöra att projektets aktörer arbetar systematiskt och kvalitetssäkert för att nå målen. Projektet Bridging the Gap kommer att ta sin utgångspunkt i visionen om Jönköpings län som ett plusenergilän. Visionen finns beskriven i länets klimat- och energistrategi från 2010. Även åtgärdsprogrammet Minskad klimatpåverkan som arbetats fram och förankrats genom Klimatrådet, som är länets samverkansråd för klimat- och energiomställning, utgör ett bra styrdokument för projektet och projektets aktörer, vilka också ingår i Klimatrådet. Vid projektslut kommer erfarenheter från arbetsmodellen förvaltas vidare av Klimatrådet. Projektet är indelat i tre faser: Nuläges-, förändrings- samt utvärdera- och kommunicerafasen. Nulägesfasen syftar till att etablera en gemensam kunskapsbild om både hårda och mjuka hållbarhetsaspekter. Nulägesfasen tydliggör aktörernas fordons- och transportanvändning samt attityder till sitt resande och visar på nuläget för olika parametrar som ingår i ett hållbart transportsystem såsom miljö-, ekonomi-, jämställdhet- samt barn- och föräldraperspektiv. I förändringsfasen genomförs sedan förändringar hos projektets aktörer, där varje deltagande aktör fått individuell återkoppling från nulägesfasen och sedan arbetar fram en egen målbild och en handlingsplan. Aktörerna genomför sedan konkreta åtgärder med hjälp av stöd och verktyg som tillhandahålls av projektet. Löpande under förändringsfasen förekommer flera rapporteringstillfällen, dels för att följa miljöpåverkan men också motivation till förändring. Den avslutande fasen i projektet utvärderar arbetsmodellen och framgångarna hos varje aktör. Resultaten tillgängliggörs med visuell grafik och kommuniceras i en mängd kanaler såsom Klimatveckan, Klimatrådets hemsida, tidningen +E, slutseminarium och till näringslivsorganisationerna i länet. Goda exempel och erfarenheter från aktörerna kommuniceras så att även andra organisation får inspiration och stöd i att ställa om till en fossiloberoende och energieffektiv fordonsflotta samt bidra till ett hållbart transportsystem. The background to the project Bridging the Gap is that the transport sector is a sector that has major challenges in becoming fossil-free and energy efficient. Incorporating gender equality aspects and children’s and parents’ perspectives also needs to be strengthened in the work of changing the transport system so that it will be sustainable in the long term. The aim of the project is to achieve concrete change that contributes to the project’s goal of reducing carbon dioxide emissions, increasing the share of renewable energy and reducing energy consumption in the transport sector of the project’s stakeholders in Jönköping County. This will be done through a working model where the current situation, change and follow-up and communication are the components of a successful result. Today, industry, authorities and municipalities are working in several ways to streamline the transport sector and increase the share of renewable energy. The model will bridge the differences between current situation and vision and will enable the project actors to work systematically and quality assuredly to achieve the goals. The Bridging the Gap project will take its starting point in the vision of Jönköping County as a plus energy county. The vision is described in the county’s climate and energy strategy from 2010. The action programme Reduced climate impact that has been developed and anchored by the Climate Council, which is the county’s collaboration council for climate and energy transition, is a good policy document for the project and the project’s actors, which are also part of the Climate Council. At the end of the project, experiences from the working model are further managed by the Climate Council. The project is divided into three phases: The current situation, change and evaluate and communicate phases. The current phase aims to establish a common understanding of both hard and soft sustainability aspects. The current phase clarifies the operators’ vehicle and transport usage and attitudes to their travel and demonstrates the current situation of various parameters included in a sustainable transport system such as environmental, economic, gender equality, child and parent perspectives. In the phase of change, changes are then implemented in the project’s actors, where each participant has received individual feedback from the current phase and then develops its own goal picture and an action plan. The actors then implement concrete measures with the help of support and tools provided by the project. During the change phase there are several reporting opportunities, partly to follow environmental impact but also motivation for change. The final phase of the project evaluates the working model and the success of each actor. The results are made available with visual graphics and communicated in a variety of channels such as Climate Week, Climate Council’s website, the magazine +E, final seminar and to the business organisations in the county. Good examples and experiences from the actors are communicated so that other organisations also get inspiration and support in switching to a fossil-independent and energy efficient vehicle fleet and contribute to a sustainable transport system.
