Mål Att Region Gävleborgs SME företag får en ökad tillväxt genom större kunskap och insikt, nya nätverk och möjlighet att nå den offentliga marknaden samt att förbättra regionens upphandlingsstrategi och upphandlingspolicy. Bygga och utveckla lokala och regionala värdekedjor som innefattar kunskapen om det verkliga behovet hos SME företag i regionen och gör den offentliga upphandlingsprocessen begriplig, och nyttoskapande för företagen samt att utveckla den regionala utvecklingsstrategin och regionens upphandlingspolicy och upphandlingsprocess. Delmål 1 - 5 - Nya nätverk har etablerats, där aktörerna är företag, offentlig sektor, akademin och ideella org såväl regionalt, nationellt och internationellt. - Att ha identifierat glapp och hinder och ansvar inom och mellan alla de olika aktörernas olika system och strukturer. - Att genom pilotverksamheter i regionen samla kunskap om helheten och ta fram goda exempel till gagn för regionens SME företag. - Att öka SME företagens kunskap och andra aktörers kunskap om offentlig upphandling samt synliggöra, upptäcka den offentliga marknadens möjligheter för tillväxt samt att bidra till SME företagens innovationskraft och produkt, tjänsteutveckling. - Att fler SME företag vill delta och är rustade för att delta i den offentliga upphandlingsprocessen Arbetssätt Uppdraget att genomföra projektet kräver ett aktivt deltagande av projektgruppen som har sitt arbetsfält nära verksamheten och aktörerna. Projektets upplägg bygger på att driva, hålla i och beskriva processerna i projektet. Processerna i ett helhetsperspektiv kan beskrivas som vetenskapliga loopar(Grounded Theory), där verkligheten styr processerna. Det är under vissa perioder intensivt och tidskrävande och bygger på att arbetet sker med utgångspunkt från aktörernas vardag. Aktiviteter: Möten, besök och dialog med SME förtag och övriga aktörer workshops, seminarier, konferenser regionalt, nationellt och internationellt. Genomförande av den forskningsdrivna föreföreprocessen i några av regionens kommuner. Pilotverksamheter i de utvalda pilotkommunerna i Region Gävleborg. Kunskapshöjande insatser mot SME företag och andra aktörer Regionala näringslivets medverkan: Projektets fokus ligger på SME företag i Region Gävleborg. Under projektet Innovationsupphandling X fanns ett delfokus på SME företagens upplevelse av den offentliga upphandlingsprocessen. Därigenom finns en etablerad kontakt och ett till del upparbetat nätverk som i detta projekt ska utökas, utvecklas och stärkas. Näringslivscheferna i regionen är comittade och kommer via sina nätverk att samverka i projektet. Svenskt Näringsliv och Företagarna i Region Gävleborg har uttryckt behov av projektets fokus på SME företag och nya möjligheter för tillväxt. Förväntat resultat och nytta ¿ Fler SME företag får kunskap, vilja och förmåga att delta i upphandlingsprocesser. ¿ Den tillväxtpotential som finns inom den offentliga marknaden är tydliggjord för såväl beställare, upphandlare som leverantörer skapa. ¿ Fler företag i regionen har startat en innovationsprocess i sina företag. ¿ Ökat samverkan och samarbete mellan företag, regionen, kommunerna, akademi och ideella organisationer. ¿ Innovativa lösningar, produkter och tjänster har tagits fram i regionen. ¿ Ökad tillväxt, fler företag har etablerats/växt detta har lett till landsbygdsutveckling. ¿ Ökad kvalitet på företagens tjänster för slutanvändare men även för beställare. ¿ Fler företag i regionen får kontakt med nationella och internationella marknader. ¿ Fler SME företagslösningar har tillkommit som ett resultat av projektet där tillgång till den offentliga marknaden är en nyckelfaktor. ¿ Det finns en etablerad plattform i Gävleborg för innovation och utveckling ¿ Kunskap och insikt om hur företag kan delta i offentliga upphandlingsprocesser har etablerats ¿ Nya regionala utvecklings strategier och upphandlings policys har utvecklats som baseras på ett verkligt behov som genrerar ökad nytta. Goal That Region Gävleborg’s SME companies gain increased growth through greater knowledge and insight, new networks and opportunities to reach the public market and to improve the region’s procurement strategy and procurement policy. Build and develop local and regional value chains that include knowledge of the real needs of SME companies in the region and make the public procurement process understandable, and utility for companies, and to develop the regional development strategy and the region’s procurement policy and procurement process. The project’s structure is based on running, maintaining and describing the processes in the project. The processes in a holistic perspective can be described as scientific loops (Grounded Theory), where reality controls the processes. It is intensive and time consuming during certain periods and is based on the fact that the work takes place on the basis of the actors’ everyday lives. Activities: Meetings, visits and dialogue with SME companies and other actors workshops, seminars, conferences regionally, nationally and internationally. Implementation of the research-driven preparatory process in some of the region’s municipalities. Pilot operations in the selected pilot municipalities in Region Gävleborg. Knowledge-enhancing efforts against SME companies and other actors The participation of the regional industry: The project’s focus is on SME companies in Region Gävleborg. During the project Innovation Procurement X there was a subfocus on SME companies’ experience of the public procurement process. Thus, there is an established contact and a network that will be expanded, developed and strengthened in this project. The business managers in the region are comitted and will, through their networks, collaborate in the project. The Confederation of Swedish Enterprise and Entrepreneurship in Region Gävleborg have expressed the need for the project’s focus on SME companies and new opportunities for growth. Expected results and benefits – More SME companies gain knowledge, willingness and ability to participate in procurement processes. ¿The growth potential available in the public market is clarified for both clients, purchasers and suppliers to create. ¿More companies in the region have started an innovation process in their companies. Increased collaboration and cooperation between companies, the region, municipalities, academia and non-profit organisations. ¿Innovative solutions, products and services have been developed in the region. Increased growth, more companies have been established/growth this has led to rural development. Increased quality of the company’s services for end users but also for clients. ¿More companies in the region get in touch with national and international markets. ¿More SME business solutions have been added as a result of the project where access to the public market is a key factor. There is an established platform in Gävleborg for innovation and development – Knowledge and insight into how companies can participate in public procurement processes has been established – New regional development strategies and procurement policies have been developed based on a real need that generates increased benefits.
