Przedmiotem projektu jest uruchomienie świadczenia drogą elektroniczną usług publicznych skierowanych dla obywateli (A2C), biznesu (A2B) i administracji (A2A) oraz wdrożenie rozwiązań informatycznych, które będą służyć cyfryzacji procesów i procedur administracyjnych. Aby osiągnąć cele projektu, zaplanowane zostały następujące zadania: 1. OPRACOWANIE DOKUMENTACJI APLIKACYJNEJ; 2. ELEKTRONIZACJA PROCESU PROWADZENIA DIALOGU SPOŁECZNEGO – w ramach zadania uruchomiony zostanie 1 system teleinformatyczny, udostępnionych on-line zostanie 6 usług o 4. stopniu dojrzałości umożliwiających m.in. korzystanie z informacji i zasobów sektora publicznego oraz 1 usługa o 3. stopniu dojrzałości dla sektora administracji samorządowej; 3. URUCHOMIENIE SYSTEMU KOMUNIKACJI MOBILNEJ – w ramach zadania uruchomiony zostanie 1 system teleinformatyczny, udostępniona on-line zostanie 1 usługa o 4. stopniu dojrzałości; 4. URUCHOMIENIE E-USŁUG FINANSOWYCH – w ramach zadania uruchomiony zostanie 1 system teleinformatyczny, udostępnionych on-line zostanie 6 usług o 5. stopniu dojrzałości; 5. URUCHOMIENIE SYSTEMU OBIEGU DOKUMENTÓW – w ramach zadania uruchomiony zostanie 1 system teleinformatyczny; 6. WDROŻENIE E-USŁUG PUBLICZNYCH DLA URZĘDU – w ramach zadania udostępnionych on-line zostanie 16 usług o 3. stopniu dojrzałości. 7. PROMOCJA PROJEKTU. Przyjęte w ramach projektu rozwiązania dotyczące systemów teleinformatycznych oraz specyfikacja planowego do zakupu sprzętu zostały kompleksowo przedstawione w załączniku do wniosku o dofinansowanie. Wszystkie systemy teleinformatyczne wdrażane w ramach projektu będą zgodne z przepisami prawa w zakresie interoperacyjności oraz bezpieczeństwa danych. Zakup systemów teleinformatycznych oraz sprzętu zostanie przeprowadzony zgodnie z PZP, co zapewni racjonalność wydatków oraz neutralność technologiczną rozumianą jako zachowanie uczciwej konkurencji i równego traktowania wykonawców. The aim of the project is to launch electronically providing public services for citizens (A2C), business (A2B) and administration (A2A) and the implementation of IT solutions that will serve the digitisation of administrative processes and procedures. In order to achieve the objectives of the project, the following tasks have been planned: 1. DEVELOPMENT OF APPLICATION DOCUMENTATION; 2. Electronicisation of the SOCIAL DISCOUNT PROCESSING PROCESSING – as part of the task, 1 ICT system will be launched, 6 services of 4 degree of maturity will be made available online, allowing, inter alia, the use of information and resources of the public sector and 1 service of 3 degree of maturity for the local government sector; 3. Launching the Mobile Communication SYSTEM – as part of the task, 1 ICT system will be launched, 1 service of the 4th degree of maturity will be made available online; 4. Launching the Financial SERVICES – as part of the task, 1 ICT system will be launched, 6 services of 5 degree of maturity will be made available online; 5. Launching the DOCUMENTS SYSTEM – 1 ICT system will be launched as part of the task; 6. Implementation of Public SERVICES FOR USE – as part of the task made available on-line, there will be 16 services of 3 degree of maturity. 7. PROMOTION OF THE PROJECT. The solutions adopted in the framework of the project concerning ICT systems and the specification for the purchase of equipment are comprehensively presented in the annex to the grant application. All ICT systems implemented under the project will comply with the law on interoperability and data security. The purchase of ICT systems and equipment will be carried out in accordance with the PHP, which will ensure the rationality of expenditure and technological neutrality understood as maintaining fair competition and equal treatment of economic operators.
