Celem głównym projektu jest prowadzenie i promocja dialogu w planowaniu przestrzennym między samorządami, mieszkańcami i urbanistami w min. 25 gminach wiejskich i miejsko-wiejskich do 20 tys. mieszkańców. W ramach podjętych działań wsparcie merytoryczne (doradcze i szkoleniowe) oraz organizacyjne w prowadzeniu procesów konsultacji społecznych dokumentów planistycznych otrzyma min. 25 samorządów gminnych. Samorządy biorące udział w projekcie, wspólnie z mieszkańcami i Fundacją wypracują rozwiązania dla obszarów objętych planowaniem przestrzennym na wczesnym etapie prac projektowych. Co najmniej 5 spośród nich przeprowadzi pełne konsultacje planu miejscowego bądź studium i przedłoży do uchwalenia radzie gminy dokumenty uwzględniające opinie, wnioski oraz uwagi mieszkańców. Fundacja przekaże granty wspierające przeprowadzenie tych procesów. W projekcie nacisk będzie położony na edukację gminnych urzędników i urzędniczek, którzy wypracują z mieszkańcami Indywidualne Plany Konsultacji, wezmą udział w szkoleniach podnoszących poziom ich wiedzy nt. konsultacji i planowania przestrzennego oraz przećwiczą na przykładach własnych gmin partycypacyjne tworzenie planów miejscowych. Każda gmina otrzyma wsparcie merytoryczne w postaci opiekunów (trener/ka partycypacji i urbanista/ka) oraz techniczne w postaci interaktywnej aplikacji internetowej ułatwiającej komunikację z mieszkańcami w kwestiach związanych z planami miejscowymi. Projekt promuje współpracę samorządu z mieszkańcami i przewiduje szkolenia dla radnych, sołtysów, działaczy i działaczek organizacji ułatwiającezrozumienie procedury uchwalania dokumentów planistycznych oraz możliwości wzięcia w niej udziału. W sumie działania edukacyjne swoim zasięgiem obejmą min. 50 osób - pracowników urzędów, z 25 samorządów. Dzięki prowadzonym pracom w min. 25 samorządach wzrośnie poziom wiedzy i zrozumienia korzyści z partycypacyjnego prowadzenia konsultacji dokumentów planistycznych. (Polish)

The main objective of the project is to conduct and promote dialogue in spatial planning between local governments, residents and urban planners in at least 25 rural and urban-rural municipalities up to 20 thousand inhabitants. Within the framework of the actions undertaken, substantive (advisory and training) and organizational support in conducting consultation processes of planning documents will receive at least 25 local authorities. Local governments participating in the project, together with residents and the Foundation, will develop solutions for areas covered by spatial planning at an early stage of project work. At least 5 of them will conduct a full consultation of the local plan or study and submit documents for adoption by the Municipal Council taking into account the opinions, conclusions and comments of the residents. The Foundation will donate grants to support these processes. The project will focus on the education of municipal officials and clerks, who will work out Individual Consultation Plans with residents, will take part in trainings that increase their knowledge of consultation and spatial planning, and train on the example of their participating municipalities the creation of local plans. Each municipality will receive substantive support in the form of carers (participation coach and urbanist/ka) and technical support in the form of an interactive web application to facilitate communication with residents on issues related to local plans. The project promotes cooperation between local authorities and residents and provides for training for councillors, councillors, activists and activists of the organisation facilitating understanding of the procedure of adopting planning documents and opportunities to take part in it. In total, educational activities will cover at least 50 people – employees of offices, from 25 local governments. Thanks to the work carried out in at least 25 local governments, the level of knowledge and understanding of the benefits of participatory consultation of planning documents will increase. (English)
