Głównym celem projektu jest wzrost udziału OZE w bilansie paliwowo-energetycznym województwa oraz poprawa jakości powietrza w gminie poprzez redukcję emisji zanieczyszczeń do atmosfery. Projekt będzie realizowany na terenie Gminy Łęczyca. Grupą docelową są mieszkańcy gminy i regionu. Zakres rzeczowy obejmuje: Budowę infrastruktury służącej do produkcji energii elektrycznej i cieplnej pochodzącej z odnawialnych źródeł wyłącznie na potrzeby własne, czyli 103 sztuki mikroinstalacji fotowoltaicznych, 97 instalacji solarnych, 36 kotłów na biomasę. Na potrzeby realizacji projektu opracowano dokumentację projektową i studium wykonalności. Nie przewiduje się zagrożeń dla realizacji projektu: kwestie własnościowe są uregulowane, mieszkańcy podpisali stosowne umowy użyczenia, gmina dysponuje doświadczoną kadrą, środki na pokrycie wkładu własnego zostały zabezpieczone w budżecie gminy. Użytkownikami projektu będą osoby korzystające z projektowanych instalacji. Będą to mieszkańcy Gminy Łęczyca. Pośrednimi odbiorcami projektu są wszyscy mieszkańcy powiatu łęczyckiego (zgodnie z danymi GUS stan na 31.12.2016r. Powiat Łęczycki liczył 50 769 osób, Gmina Łęczyca – 8 539 osób). Projekt ma prawidłowo skonstruowane wskaźniki oceny i wywoła znaczne oddziaływanie dla regionu, szacowany roczny spadek emisji gazów cieplarnianych (CI34) wyniesie 1 005,15 Mg równoważnika CO2/rok; redukcja emisji CO2 wyniesie 75,25%, pyłu PM10 76,60%, pyłu PM2,5 76,15%, a benzo(a)pirenu 81,97%. Projekt jest kompleksowy i gotowy do wdrożenia. Realizowany będzie zgodnie z zasadą uniwersalnego projektowania. Wnioskodawca, jako jednostka samorządu terytorialnego spełnia wymogi kwalifikowalności wynikające z RPO WŁ na lata 2014 – 2020. Przedsięwzięcie jest wykonalne pod względem technicznym; technologie wykonania robót, zastosowane materiały będą ogólnie dostępne i znane, a rozwiązania techniczne będą prawidłowe pod względem funkcjonalnym oraz zgodne z obowiązującymi normami prawnymi. The main objective of the project is to increase the share of RES in the region’s energy/energy balance sheet and to improve the quality of air in the municipality by reducing atmospheric emissions. The project will be implemented in Łęczyca Municipality. The target group is the inhabitants of the municipality and the region. The material scope consists of: Construction of infrastructure for the production of electricity and heat from renewable sources exclusively for own account, i.e. 103 solar micro-installations, 97 solar installations, 36 biomass boilers. Project documentation and feasibility studies have been developed for the implementation of the project. There are no risks to the project: ownership issues are regulated, the inhabitants have signed the relevant lending agreements, the municipality has experienced staff, resources to cover the own contribution have been secured in the municipal budget. Project users will be those using the planned installations. They will be residents of Łęczyca municipality. The beneficiaries of the project are indirect beneficiaries of the project (according to the Central Statistical Office’s figures for 31.12.2016. The powiat Łęczycki has a total of 50 769 people, the municipality of Łęczyca, 8 539 persons). The project has properly constructed evaluation indicators and will have a significant impact on the region, an estimated annual drop in greenhouse gas emissions (CI34) will be 1 005,15 Mg CO2/rok; reduction of CO2 emissions will be 75.25 %, PM10 76.60 %, PM2,5 76.15 % and benzo (a) pyrene 81.97 %. The project is comprehensive and ready for implementation. It will be implemented in accordance with the principle of universal design. The applicant, as a local authority, meets the eligibility requirements under the 2014-2020 ROP ROP. The project is technically feasible; the technology for the execution of the works, the materials used will be generally available and known and the technical solutions will be functionally correct and comply with applicable legal standards.
