Przedsięwzięcie jest I etapem rewitalizacji zespołu budynków Młyna Rothera, który stanowi ostatni element prac inwestycyjnych służących przywróceniu świetności Wyspy Młyńskiej. Niniejszy projekt polega na ochronie dziedzictwa kulturowego jakim jest zabytek Spichrza Zbożowego i na nadaniu mu nowej funkcji kulturalno-edukacyjnej. W ramach Projektu przeprowadzone zostaną prace budowlano – konserwatorskie w Spichrzu Zbożowym, wpisanym do rejestru zabytków województwa kujawsko – pomorskiego pod numerem A/328/8 (zmieniono na A/773/8) o powierzchni zabudowy 1 008,03 m2 i kubaturze 18 943,15 m3. Zakupione zostaną również niezbędne do prowadzenia działalności kulturalno – edukacyjnej sprzęt i wyposażenie. Realizacja Projektu stworzy warunki do prezentacji atrakcyjnej oferty kulturalnej adresowanej do szerokiego spectrum odwiedzających, uwzględniającej różne zainteresowania oraz poziomy kompetencji odbiorców. W ramach Projektu planowana jest oferta kulturalno – edukacyjna obejmująca strefę relaksu - „Ogrody Wody. Stany Skupienia”. Zaplanowano również salę wielofunkcyjną z możliwością wydzielenia mniejszych przestrzeni na organizację biura festiwalowego, wystaw czasowych, warsztatów, konferencji, pokazów oraz salę audiowizualną i strefę partycypacji przeznaczoną na wystawy czasowe.
