Projekt dotyczy przekazania gminom grantów na przeprowadzenie procesu pogłębionych konsultacji społ. w obszarze planowania przestrzennego oraz wsparcia merytorycznego jst w w/w procesie. 20 jst zrealizuje I etap konsultacji (czas od uchwalenia przez gminę uchwały o przystąpienia do sporządzania/zmiany miejscowego planu lub studium do sporządzenia projektu dokumentu planistycznego i wystąpienia o opinię do gminnej komisji urbanistyczno-architektonicznej)5 samorządów zrealizuje II etap obejmujący czas od wyłożenia projektu planu/studium do publicznego wglądu do jego przedłożenia radzie gminy do uchwalenia.Konsultacje odbywać się będą zg.z Ramowym Planem Konsultacji.Celem główny projektu jest wsparcie 20 samorządów w procesie konsultacji w obszarze planowania przestrzennego poprzez przyznanie grantów, szkolenia oraz doradztwo specjalistycznego do X 2021,Grupę docelową stanowić będzie :- w wymiarze instytucjonalnym - 20 gmin wiejskich, miejsko-wiejskich i miejskich, z czego 3 samorządy spełniać będą kryterium miasta średniego zgodnie z projektem strategicznym Strategii na Rzecz Odpowiedzialnego Rozwoju Pakiet dla miast średnich (k.prem.1)-w wymiarze personalnym - kadra kierow. i pracownicy 20 ist, którzy wezmą udział w szkoleniach i doradztwie specjalistycznym (80 os.).Gł. działania: -nabór gmin-przygotowanie gminy do procesu konsultacji (powołanie zespołów roboczych, audyt)-opracowanie IPK-wsparcie merytoryczne gminRezultaty: -opracowanie i wdrożenie kompleksowego systemu konsultacji społecznych-wszechstronne merytoryczne przygotowanie członków zespołów roboczych do prowadzenia efektywnego procesu konsultacjiOd gmin, które uczestniczyć będą w projekcie FIM uzyska deklaracje od władz gminy, której przydzielony zostanie grant, że gmina nie będzie ubiegać się o inny grant w ramach przedmiotowego konkursu(k. d.3). The project concerns the transfer of grants to municipalities for an in-depth public consultation process in the area of spatial planning and support for the merits of the project.20 Jst will implement the consultation phase (the time from the time when the municipality decides to join the drafting/amendment of the local plan or study to prepare a draft planning document and request the opinion to the municipal urban and architectural commission). the project will be followed by a phase II from the setting of the plan/study to the public for its submission to the municipal council for adoption. this will be done from the Ramot Consultative Plan. the main project will be to support 20 local governments in the consultation process in the area of spatial planning through the award of grants, training and specialist advice to X 2021, the target group will be: — on an institutional basis, 20 rural, urban-rural and urban municipalities, of which 3 will meet the criterion of the average city in accordance with the strategic plan for the Responsible Development of the Urban, Urban and Urban and Urban Communities, as well as staff and staff who will take part in the training and expert advice (80.).Recruitment of the municipality to the consultation process (establishment of working teams, audit) -study — CIPK-study:— to develop and implement a comprehensive system of public consultation — a comprehensive system of public consultation — comprehensive substantive preparation of the members of the working teams for an efficient consultation process. the municipalities which will participate in the FIM project will obtain declarations from the municipal authorities to which the grant will be assigned that the municipality will not apply for a different grant under this competition (k.d.3).The declaration will also be collected from the municipalities participating in the second stage of the consultation process.Sustainable proj (e.g. 2-biased printing).
